SCOPE

This guide provides advice for Clothing Stores staff for kitting cadets of 2342 (Innsworth) Sqn ATC with
uniform clothing and accessories. The guide is unit specific and should be used in conjunction with the
references given above. It is imperative that cadets are correctly clothed and equipped in a timely
fashion to enable them to function fully as members of the ATC.

CHAIN OF COMMAND

OC Logistics is responsible to the Squadron Commander for all aspects of supply, encompassing
clothing and field equipment, as well as accommodation stores and ancillary items.

OC Logistics may delegate the routine maintenance of these stores to Cadet SNCOs with the
appropriate training and is to provide them with Terms of Reference (TORs).

Matters falling outside this Guide to Kitting or the SNCO TORs are to be directed to OC Logistics in the
first instance.

DEMANDS

During their Induction to the unit, cadets will „tour‟ Clothing Stores. SNCO Clothing Stores is to issue
each Induction Cadet with a Sizing Form for Kitting One, (Annex E) which the individual is to complete
accordingly and return to SNCO Clothing Stores.

This form is then used to complete Supply Proforma A (Annex F) which is forwarded through OC
Logistics to Clothing Stores at RAF Brize Norton. The order is then collected on a routine run by OC
Logistics. Replacement clothing is to be ordered in a similar fashion.

All items of clothing are to be checked for sizing and defects before being placed into stores and prior to
issue.

CS95 and Part Worn Serviceable (PWS) No1 SD is not demandable on Supply Proforma A. OC
Logistics is responsible for the acquisition of such items. (C Scales 709 & 710 refer).

VR(T) Officers, Warrant Officers and SNCO (ATC) and Civilian Instructors are to direct clothing matters
to OC Logistics.

ISSUES

All issues of clothing to cadets are to be recorded on the individual‟s F668 without delay. Loan pool
issues are to be recorded on the Loan Pool Form as appropriate.

DISPOSALS

Items deemed unserviceable by SNCO Clothing Stores are to be placed in the U/S bin for review by OC
Logistics. Damaged or obsolete clothing is to be disposed of after a pocket check. Items deemed
suitable for use as dirty work-wear or field training are to be stored separately.

SURPLUS

The quantity of clothing and / or accoutrements held in stores is to be reviewed by OC Logistics, with
consideration given to future availability (in the case of DPM clothing). Should OC Logistics deem
appropriate, surplus items of clothing may be offered to other units via BADER.

SHORTFALLS / NEED EVENTS

Shortfalls occur when a unit is close to, or has, depleted stock of routine uniform items and an inability to
supply is declared from the parent unit. This mainly affects the provision of DPM clothing.

Need Events occur when a short notice requirement for particular items is identified, such as provision of
a No 1 SD uniform for a Lord Lieutenant‟s Cadet, and this requirement falls outside the parent unit‟s
supply remit.

In both instances OC Logistics is to approach Wing HQ for a solution.

DEFECTS

Any item of clothing identified to be of incorrect shade/colour, supplied as unserviceable, or rendered
unserviceable immediately on first issue is to be reported to OC Logistics, who will raise the appropriate
documentation and return the item to parent supply.

KITTING

All cadets are to be kitted as per the contents of this document. There are five levels of kitting as
follows:

Kitting One – Initial issue of clothing to enable a cadet to attend events in uniform. This consists of
working dress items, plus light blue shirt and tie for ceremonial purposes. Kitting One is to commence
following 4 weeks continuous attendance by the cadet, with two further nights allowed for sizing. Kitting
One is the highest priority.

Kitting Two – Disruptive Pattern Material clothing to enable a cadet to take part in field and weapons
training. This consists of primarily CS95 items. This kitting is to be completed within 6 weeks
attendance by the cadet, with two further nights allowed for sizing.

Loan Pool. Items as required for specific tasks, such as high visibility vests, gloves and foul weather
clothing. Issued on a „need event‟ basis and only on loan for the duration of the task. SNCO Clothing
Stores maintains the Loan Pool Register accordingly.

Routine exchanges / New Issues are completed at the discretion of the SNCO Clothing Stores. If a
cadet is directed to replace an item of clothing following an inspection, they are to report to clothing
stores as soon as practicable. NCO rank badges are included as new issues. Kitting One takes
precedence over exchanges and new issues.

SEASONAL VARIATION

At the discretion of OC Logistics, Kitting One and Two may be reversed in order to provide an initial
kitting of uniform during winter months.

KITTING ONE

On receipt of ordered clothing, it is to be checked for defects and arranged individually per person to be
kitted.

The following items are to be issued on Initial Kitting:

NOTES

All issues are to be recorded on the individual cadet‟s F668, which is to be raised prior to Kitting One (on
receipt of Sizing Form).

Cadets receiving Kitting One are to be given a large plastic bag in which to carry the items issued.

Cadets are to try on the items before signing for them on their F668. SNCO Induction Flight is to be
present to advise and ensure a correct fit. A female NCO is to be present when female cadets are being
kitted. Unused classrooms may be employed as changing rooms.

KITTING TWO

UK Temperate climate disruptive pattern material clothing.

The following items are to be issued on Kitting Two:

NOTES

*Due to the heating problem at Innsworth, DPM clothing is worn routinely for training. Therefore a
second set of L/W jacket and trousers may be issued during winter months.

ROUTINE EXCHANGES

The following are considered as routine exchanges of issued clothing;

Fair wear and tear
No longer fits correctly
Defect(s) not noticed on issue and returned to Clothing Stores promptly
Accidental damage
Item(s) declared obsolete

Exchange requests for reasons falling outside the above list are to be directed to OC Logistics.

Deliberate damage or loss may result in disciplinary procedures.

ISSUE OF NEW ITEMS

The issue of new items includes items such as NCO rank insignia, tactical recognition flashes (ATC
TRF) and force identifiers (AIR CADET FIs). All issues of badges are to be recorded in the individual‟s
F668.
