October 15, 2008 Trinity County Mental Health Services Act (MHSA) Request to obtain MHSA Unspent Community Supports and Services Funds from FY08/09 to expand local mental health services Pursuant to Welfare and Institutions Code Section 5847(a and b), 5848(c) and State Department of Mental Health Letter 05-05, and Information Letters 0608, 06-15, each County receiving Mental Health Services Act (MHSA) funding may submit a plan to obtain use of existing unapproved and unspent funds from the Community and Supports (CSS) Component of the MHSA. Trinity County currently has four (4) CSS programs in operation. The unspent resource from FY 08/09 that is being requested and is available to Trinity County is $343,000. A total of $173,300. of this sum was money originally allocated to Trinity County through the Housing Element of the Mental Health Services Act. Because Trinity County is a small rural county, the State has provided a mechanism that allows Trinity County to “opt out” of the housing requirements created for larger counties that would not be effective here. Trinity County has notified the State that we prefer the reduced level of bureaucratic barriers of the “opt out” strategy. This makes it possible to utilize this resource in the format that is being presented here. Each county must submit both an update to its existing three-year program and expenditure plan and a request to amend its existing MHSA Agreement with the State of California Department of Mental Health. The Trinity County Behavioral Health Services Agency recommends that these funds, totaling $343,000. be requested from the State DMH and deposited into our County Behavioral Health Services Agency Account for use in Fiscal Year 08/09 for the purpose of:

Increasing our “rainy day” State Mandated Prudent Reserve by $25,000. Increasing administrative support by $25,000. Purchasing two cars for client transportation for $50,000. Contributing $243,000 toward the purchase of a home where Full Service Partners can live in a supported environment.
In accordance with the California Code of Regulations, this Request is being posted for a 30-day public comment period prior to submission to the State DMH. The posting period will be from October 15, 2008 to November 19, 2008. A public hearing will be held on November 19, 2008 @ the Behavioral Health Agency @ 12:00 PM Noon @ 1450 Main St. Weaverville.
