Statewide General Solid Waste Permit Application Instructions
   This packet contains instructions and application forms for a Statewide General Solid Waste Disposal Permit for Air Force Long Range Radar Sites (LRRS) with no more than 50 year-round residents. This permit allows for disposal of incinerated domestic solid waste, inert waste, septage or sludge, and regulated asbestos-containing material (RACM). This permit will only be issued under the following conditions:  Waste must be generated at a LRRS with no more than 50 year-round residents.  Waste must consist solely of incinerated domestic solid waste, inert waste, septage or sludge, and RACM.  Annual volume of waste may not exceed 50 cubic yards of ash from domestic waste, 1,000 cubic yards of inert waste, 5,000 gallons of septage or sludge, and 100 cubic yards of RACM. (Additional amounts of RACM may be disposed upon written approval from the DEC.)  The LRRS must be located in a remote area with no year-round access to a major road system (a system of connected roads with a total length of 100 miles or more).  The LRRS must be in a location where there is no reasonable access to an existing permitted landfill (All permitted landfills are more than 100 road miles away or have refused, in writing, to accept the waste.) If the LRRS has more than 50 year-round residents, or if the applicant is not able to meet other permit requirements, the applicant should apply for an individual Class III Landfill Permit or dispose of the facility’s waste in an existing landfill permitted to receive the waste. This permit is classified as a Type D general permit. Each item must be completed and included in your application in order for the Alaska Department of Environmental Conservation (DEC) to process your application. Please address each item. Additional information should be provided as necessary or applicable. If the required information is not applicable, please explain why. Check off each item as you complete it and submit the entire packet with required information and required application fee. Please submit the completed application and any questions to your nearest DEC Solid Waste Program office, listed below.



Part One: Fees
A check or money order for the appropriate fees must be submitted with the permit application. If the required fees are not included, the permit application will be returned to the applicant. [18 AAC 60.255(e), 18 AAC 60.700] Submit a check or money order to cover the first annual fee as listed in 18 AAC 60.700 Table I-5 for Type D general permits. Subsequent annual fees will be billed each calendar year until DEC approves closure of the facility.

Requirements: We will ensure that only domestic waste ash, inert waste, septage or sludge, and RACM will be disposed at this site. Other types of waste are prohibited. We will ensure that no more than 50 cubic yards of ash, 1,000 cubic yards of inert waste, 5,000 gallons of septage or sludge, and 100 cubic yards of RACM are disposed at this site each year. We will ensure that all combustible waste is thoroughly burned prior to disposal. We will cover waste with 6 inches of soil at least once each week during the active season and with 12 inches of soil at the end of each season. We will dispose of septage (if it is disposed) in a trench separate from other wastes. We will treat and cover septage (if it is disposed) with lime as required in the permit. We will dispose of sludge (if it is disposed) in a separate trench or cell if access is not controlled. We will dispose of RACM in a separate trench or cell. Each calendar year before December 31, we will submit a brief report on the current status of the facility to DEC as outlined in the permit. We will close this facility and apply final cover within 90 days after the last waste is deposited. We will submit a closure report to DEC for approval within 180 days of final waste placement. The report will include: - An updated site map showing the boundaries of the waste management area - Documentation of the amount of waste deposited - Evidence that the required notation has been made to the property deed - Photographic documentation showing the integrity of the final cover We will continue to pay annual fees for this site until the closure report has been submitted and approved by DEC. We will correct and restore the cover of this landfill after facility closure is approved if DEC determines that there is a threat to human health or the environment.
