Quick Start Guide
Air Pollution Control Program fact sheet 1/2008
The Missouri Emissions Inventory System, also known as MoEIS, is an online database that
allows you to submit all emissions data electronically to fulfill state reporting requirements. The
information that you supply helps our office track air quality throughout the state and determine
appropriate fees.
Here is how you can start saving time and money by reporting your emissions with MoEIS.
How to log on
1. Call the Missouri Department of Natural Resources at 1-866-663-4748 to get your user I.D.
and password and log in on the
MoEIS home page located at
https://www.dnr.mo.gov/moeis/main/login.
2. Click on Site, then General Info. Review and
update your information if necessary.
Worksheets
If you need to update any worksheets click on Worksheets, then the appropriate title.
Fast Path
Fast Path is where you can quickly update the throughput or production
of the facility. Click on Fast Path, then click Operating Rate Schedule.
Enter the new Annual Throughput values and click modify at the bottom of
the page.
Reporting Costs
If your cost of controls or reporting time
has changed since last year, click on Site,
then Cost Estimate. Enter the new
information here.

EIQ Form Checker
To check your Emissions Inventory
Questionnaire Checker, click on EIQ
Checker. If there are no errors you are ready
to submit your EIQ.
Find errors? Don’t panic! These are often
incomplete worksheets or emission factors.
Click on Emission Process and follow active
blue (or purple, after it has been clicked) hyperlinks to adjust worksheets, operating rate,
emissions calculation, release flow path buttons as needed to correct errors. We are here
to help. Call MoEIS help desk at 1-866-663-4748 and we will work through these errors.
Submitting your report
Click the Submit button to submit your EIQ and create a printable pdf file for records.
Print out form 1.0, sign and mail in with your check.
Common problems
• MoEIS needs to be told to recognize changes such as modify, add, delete and request
change by clicking on the corresponding button in MoEIS.
• MoEIS can be accessed for data input the year following the production year.
• You will need to take some time to familiarize yourself with MoEIS in order to take advantage
of the benefits that the system provides. See for yourself how much more efficient it will be to
report your emissions this year and into the future.
