SCHOOL DISTRICT OF THE CITY OF SAGINAW REQUEST FOR PROPOSAL WEBSITE HOSTING, SUPPORT & MANAGEMENT INVITATION TO BID Saginaw Public Schools will accept sealed USF bids as described in the following specifications at the Purchasing Office/Karen Grunwell Saginaw Public Schools Attn: Internet Service RFP 420 S. Warren Ave. Saginaw, Michigan 48607 Bids are due by 1:30 P.M., Monday, November 20, 2008 for recommendation to the Board of Education at their next regularly scheduled meeting. No oral, telephonic, telegraphic or facsimile proposals will be considered without prior approval of the Saginaw Public Schools. No proposals will be considered after the time of closing of bids. GENERAL CONDITIONS 1. The Vendor’s Universal Service Fund (USF) Service Provider Identification Number (SPIN) MUST be included in the bid proposal. 2. No invoices will be DATED or PAID before July 1, 2009. 3. This contract is 100% conditional upon Universal Service Funding. Further, the District reserves the unrestricted right to reduce the contract amount by reducing the scope of work and/or components in order to meet budget requirements in the event the level of the USF discount is reduced. Unit pricing, as specified in the bid proposal, will be used to control contract adjustments. Any such action will be taken before specific work on a building or on a project component has commenced. 4. DISCOUNT IMPLEMENTATION - The District reserves the unrestricted right to specify the reimbursement filing option for implementing the USF E-rate discounts; Billed Entity Applicant Reimbursement (BEAR) or Service Provider Invoice (SPI). 5. The District reserves the right to accept or reject any bid in whole or in part, and to award the contract as it deems in its best interest.

School District of the City of Saginaw Specifications District and School Website Hosting, Support and Management Services The School District of the City of Saginaw is seeking requests for proposals to provide website hosting, management and support services. Proposal must include support for a District wide portal that offers access to nested sites for all other district functions that are stylistically and managerially similar. It is anticipated the following services/sites should be supported: schools and departments; classrooms, athletic and sporting events, calendars, forums, blogs, form distribution and data collection, controlled social networking, video and photograph albums, podcasts (both video and audio) and surveys/questionnaires. Support for automated financial transactions linked to an ACH processing service (direct debit and credit cards) would be beneficial The management facilities must allow for an hierarchical permissions structure, whereby permission to publish pages is controlled at the District, building/department level. The design tools must be web based, easy to use, and consistent across all aspects of the site. The site must comply with Section 508 and WCAG 1.0 accessibility guidelines, and accommodate access for user disabilities. The site must support password protected access to sections and pages, where necessary. User authentication, for those aspects that employ such control, must support LDAP. Training must be provided for district personnel for all aspects of the hosting system, and include training that can be used by the individual user wishing to construct their own webpages. Support must be 24-7 for all technical and service related questions, and 7:00am-5:00pm M-F for all website design and management related questions. The website must be hosted on servers that are equipped with automated fail over protection, and employ backup generators in the event of power interruption, with adequate Internet bandwidth. The service as quoted must be capable of hosting up to 8 domains. Website disk space must not be limited. Three year contract pricing is requested. This contract will be renewable at the end of each one year period.
