SCHOOL DISTRICT OF IOLA-SCANDINAVIA 620 ANNUAL OPERATING BUDGET Budget preparation and control shall be the responsibility of the District Administrator who shall be assisted by the school Business Manager. The District Administrator shall submit a proposed budget to the Board at its July regular meeting. The Board shall make such modifications in the proposed budget as may be required for presentation at the budget hearing. The Board shall hold a public hearing on the proposed budget in conjunction with the district’s annual meeting in accordance with state law. A school district annual report which includes the proposed budget and a summary of previous final budget accounts shall be published and made available to the public at least 15 days prior to the annual meeting. Electors at the annual meeting shall adopt the tax levy and the Board shall adopt the final operating budget at a Board meeting held after the annual meeting. The adopted budget shall be adhered to as closely as possible and shall only be revised when emergencies arise. The District Administrator shall recommend to the Board the transfer of one budget item to another as conditions may require. Alterations in the amounts and purposes of published budget appropriations shall be made only when authorized by a two-thirds vote of the entire membership of the Board as prescribed by law.
