Procedure for Online Auctions PURPOSE: This procedure describes the process to be followed to facilitate and conduct online surplus auctions for University departments. SELLING PROCEDURE: Responsibility Department 1. Read the Policy and fill out online request form, available at www.kent.edu/procurement. Submit Online, Email, Fax or Mail this form to the Procurement Department. 2. Review the request form. Decide if the item should be sold and if so, which format will be used (E-bay or Govdeals). a. Items to be auctioned using E-bay will be items that are shippable. b. Items to be auctioned using Govdeals will be larger items, like drill presses and vehicles. 3. Contact the selling department to discuss auction formats. 4. Review auction formats to for discussion with Procurement Department. a. E-bay Fees: Insertion Fees Starting or Reserve Price $0.01 – $0.99 $1.00 – $9.99 $10.00 – $24.99 $25.00 – $49.99 $50.00 – $199.99 $200.00 – $499.99 $500.00 or more

11. Keep the selling department informed about the status of their auction. 12. At auction end, notify the selling department and give them the buyer’s shipping information. 13. Shipping: a. E-bay-the buyer pays all shipping costs, which are reimbursed to the department. The department must ship all items sold via E-bay ASAP after receiving buyers information. b. Govdeals-department must arrange through Procurement a time for the buyer to pick up their item and be available at that time to help buyer load heavy items. All shipping arrangements are made by buyer. 14. Payments: a. E-bay –Transfer all funds from Pay-pal into Procurement Department account. b. Govdeals-deposit all funds into Procurement Department account 15. Make the final transaction with the buyer. 16. Make necessary journal entries at month end to distribute funds to appropriate departments.

BUYING PROCEDURE: Responsibility Department 1. Department contacts Procurement if they find an item on E-bay or Govdeals that they want to purchase. 2. Decide the highest price they are willing to pay for the item. 3. Shipping a. E-bay-buyer pays shipping and seller makes shipping arrangements. b. Govdeals-items must be picked up by buyer, or, if the item is to be shipped, buyer pays shipping and makes shipping arrangements. Procurement 4. Bid on the item up to the maximum price set by the department. 5. Keep the department up to date about the status of the auction. 6. At auction end, contact seller regarding payments. 7. Payments: a. E-bay: pay the seller using Pay-pal or any other method the seller allows. b. Govdeals: arrange for the department to pick up the item and pay the seller upon pickup. 8. Feedback: a. E-bay ask the department for their feedback about the transaction and give the seller feedback. b. Govdeals- there is no feedback system for Govdeals.
