           BUDGET SPEECH BY HON. P. MOONGO
                DTA OF NAMIBIA 2009/10


Mr. Speaker, Honourable Members allow me to congratulate the Minister
and the staff for a better budget addressing some of the pressing problems,
900 million was allocated to boost the salaries of civil servants, the 24 %
increasement of Government workers is a step forward, though 5.8 % will be
the deficit which is a bad news. I would like to know why the budget did
not address the plight of our Senior Citizens.         Is this mean that this
government has turned a blind eye to the high inflation skyrocketing of
essentials good and services or do we think that these did not affecting our
Senior Citizens.    We have increased salaries of Politicians and Civil
Servants Why not the pension of Senior Citizens, Orphans and Vulnerable
Children, and ex-parliamentarian.      What about Traditional Leaders and
Headman to mention only the few. The politician and the civil servant are
smiling while their parents are demoralized and are in full of tears.




Mr. Speaker, Honourable Members allow me to remind the house that the
blood of Namibians was shad in the bitter struggle but the blood will water
our freedom. It was not easy to have the spirit of unity and to be one
Namibia one Nation, it was difficult that Namibian Political Party to sit
under one roof or at one table. It was a fact that DTA of Namibia was the
first political party who successful brought the divided groups together
under DTA of Namibia in 1988. I hereby congratulate the Namibian
Political Parties who organized by the Late Chief Clemens Kapuuo to come
together at National Convention in Rehoboth in 1970 this was the second
attempt to use one platform and discuss Namibia Independence.


Mr. Speaker, Honourable Members the third attempt was all party
conference in Namibia which also was successful and the birth of transinal
Government of National Unity which paved the way to 435 and Namibia
Independence in 1990. I hereby wanted to inform the house the internal
achievement, the aims and objectives was a true democratic Government in
Namibia and not a one party dictatorship proposed by Swapo in exile.


Mr. Speaker, Honourable Members for those good aims and objectives we
lost our trustful leaders like Chief Filemon Elifas, Chief Kapuuo, Rev.
Cornelius Joba to mention only few. Their blood waters our freedom. We
achieved independence with a shake unity and lack of equal development in
the thirteen regions.


Mr. Speaker, Honourable Members, we are seriously lacking political
tolerance, Swapo and RDP party are fighting each other, they grip each other
at necks and they are about to shad Namibia blood, I call upon the voters
not to vote them, vote for DTA a peaceful political party and not violence
political party. We don’t want a violent Government in Namibia.

Mr. Speaker, Honourable Members the old page is not closed for a long
period of 18 years the internal unity is about to collaps in Swapo
Government tribal political parties is now revived, they get a good example
from Swapo internal fighting division as every one knew Swapo is divided
clicks, to tribal and ethnic diversion. The bad page had started tribal parties
was formed all corners of Namibia their aims is the group and trial interest
and not Namibian interest, the loophole to close any bad intention or tribal
division must be amended before is too late. Swapo party stop in-flight it
lead Namibia to tension and tribal tension will lead to civil war. My voice
must not fell in deaf Goliath ears, Namibia need peace and health
relationship between party members, stop blackmail it causes tensions and
tension can cause hatred and bitterness between party members. We need a
true reconciliation and not to seeing tyranic Goliath song against Shiponga
and Kandove after 18 years. Goliath is about to fall, vote DTA of Namibia
in order to have anti-violent future, anti-blackmail, anti-tribal tension,
peaceful and true democratic Government in Namibia.


Mr. Speaker, Honourable Members time has come that serious problems are
left out by the current budget such as flood in Caprivi, Kavango, Oshana,
Ohangwena, Omusati and Oshikoto Region. I propose the big amount to be
allocated to cater the flood; the little amount will not solve the problem. I
thought the Government will handle the flood regionally, they suppose to
meet with the Angolan Government to find amicable solution and the SADC
counterpart to find lasting solution with the help of the international
community.

Mr. Speaker, Honourable Members I am hereby propose a floods Marshall
Plan, National Plan that all bridges from Ruacana till Oshikoto on the main
road and all other roads must be reconstructed to become big enough to
carry the water through, sothat water cannot blocked by the small bridges.
Therefore the water can not make its way into the high land and destroy the
mahungu field and homestead, the rivers from Ruacana to Oshikoto must be
deepened and enlarged to catch enough running water. Earth dams must be
constructed along Cuvelay to store more water to be use by communities, the
flood water goes to Ponono, Upeke, lakes those big lakes must be deepened
and enlarged to catch more water. The big canal to the ocean (sea), must be
constructed from Ponono and Upeke there we must have plantation to
produce food. If we mean Namibia to be an agriculture foods support
country the best is to start now.


Mr. Speaker, Honourable Members the committee of the flood must consult
with the affected small business and community who can afford to
contribute some amount for the bulldozes to level the ground special near
the rivers to prevent water to enter the resettlement are this is the right time
before the rainy season start.


Mr. Speaker, Honourable Members the best thing is to develop the high
land, in Katima and Kavango and construct roads clinic clean water, school
etc, then the affected people will agree to be re-located in a well organized
high land. The Prime Minister must inisate a commission to quell dispute
between tribes so that they can live together as one nation.

Mr. Speaker, Honourable Members it is a shock and mockery to allocate 109
million or emergency Management this allocation suppose to address poor
people affected by the flood, their houses was totally being destroyed and
this amount of money is not enough to provide housing and food in Katima
Mulilo, Kavango and all the population of the 4’ 0 Regions


Mr. Speaker, Honourable Members the time for the Government to asses the
damage is too long, how many years did Caprivi, Kavango, Mariental and
the 4’O Region suffer without help?        How many more years Swapo
Government need to start solving the flood problems, stop assessing, stop
writing the list of those who suffer. How many years do you need, don’t buy
time for election, don’t make a mockery to those who are in trable to be seen
you are doing something tell the truth, that Swapo Government cannot solve
this flood problem.


Mr. Speaker, Honourable Members the budget fail dismal to address the
prolonged problem of SWTF/Koefoet money shared by Ex-Plan at
independence, the Government made a law and give discriminated the
SWTF/Koefoet instead a law to be of general application, refund the amount
of 24 million back to the rightful owners don’t be greedy to take what is not
belongs to you.


                      With this I support the Budget.
