                            held in Town Council Office, Castle Park
                            On Monday 16 October 2006, at 7.30 pm

43     Apologies, acceptance of apologies and declarations of interest
       Apologise were received from Cllr A Greggs and Cllr R Shearn. No declarations of interest were
       received.
44     The minutes of the meeting held on Monday 18 September 2006: were approved and
       signed as a true and accurate record
45     Matters arising for information only
       Item 32.2 – Lock on shutter door at Burial Ground – This was deferred to Item 47
46     Play Areas/Playing Fields
        Item 20.1 - Playing field at 105 Townfield Lane – a request was approved for an extension to be
        given until 20 October so that further discussion could take place. A letter from our solicitors has
        been received, and the renewal of the lease has been agreed. Frodsham Town Council paid
        their fees last time, and our solicitor advised this was acceptable. A letter has been sent to ask
        for a negotiation to see if this cost could be reduced or to negotiate a 50/50 fee.
       Item 31.1 – Ship Street Play Area – It was noted that no confirmation was given by VRBC with
       regards to the railings being included in the refurbishment, as their plan has not reached such
       details.
       46.1 – To consider painting of railings at Ship Street: this was deferred pending Item 31.1
47     Burial Ground
       Item 32.1 - To consider plan to change the fenced area outside the Office Building –Following a
        site meeting the Committee recommend that FTC Approve replacement of the wooden fence
        panels with concrete panels to assist the containment of the surplus soil (R1).
       Item 32.2 – Loop and armoured pad lock on shutter door at Burial Ground - It was noted that
        this has now been completed.
       Item 32.4 – Commemorative seating at the burial ground – The Committee recommend that
        FTC approve commemorative seating to be placed in a uniform way at the Burial Ground, with
        the maximum limit of seats to be ten (R2). A plan is to be drawn up and submitted to the
        Committee. It was noted that Mr Horsefield would be advised.
       Item 32.5 –Grave preparation fees set out in our costs – The Committee considered that the
        tariff should not be altered.
       Item 32.6 - To consider having a private recycle bin at the burial ground – This was deferred to
        the next meeting.
       Item 32.7 –Blocked gullies at the Burial Ground – The Committee recommends that FTC
        approve a quote from Cheshire County Council of £250 + VAT to empty 12 gullies (R3)
       47.1 – Small window at side of burial ground office – The Committee considered the option to
        have this bricked with an airbrick at the top. Quotes are to be sought from the previous supplier
        for consideration.                                                                           FRP

48   Allotments
     Item 34.1 - Quotes for Clearance of allotment at Kingsway were considered.

                    A: £280.00 - Clear site, use of our waste skip
                    B: £298.00 - Clear site and removal of waste. One day rotovating the area
                    C: £850.00 - Clear site and removal of waste, rotovate area

     The Committee recommends that FTC approve quote B £298.00 (R4).

     48.1 – To consider water supply for allotment at London Road – This was deferred to the next
     meeting pending further information.                                                   RS
49   Events
     Item 35.1 –Switch on of the Christmas lights – The suggested time for the actual ‘switch on’ is
     6.45pm on Friday 1 December (the police still have to confirm that this is acceptable). The
     Committee recommended that FTC approve asking Anne Boyd (Frodsham Forward) along with
     our Mayor Cllr D Taylor, to switch the lights on (R5).
     Item 35.1i-Frodsham Forward’s comments re Christmas lights and grotto: Frodsham Forward
     has now confirmed that they will fund the purchase of new lights for the Christmas tree, which
     has now been ordered. Frodsham Forward is going to provide its own Grotto. Round Table has
     confirmed that they are unable to assist with the Grotto, and are in talks with Frodsham Forward
     with regards to still having a presence over the Festival weekend. The Committee recommends
     that FTC approves that we do not also have a grotto (R6).
     49.1 – To decide on the torchlight procession: The Committee considered contacting Mr Peck at
     the Forest Hills Hotel to ascertain it they would wish to become involved in these arrangements
     A clear plan needed to be brought back to the Committee for discussion.                 DT/AK
50   War Memorial – Quotations awaited .
51   Seat Plaques
     Item 37. To consider seats and plaques for ex councillors Mike Roach and Arthur Hughes and
     Pat Cooney: This had been deferred until some become available. Plaques will be ordered once
     dates of office have been confirmed.                                                      FRP
52   Seat outside shops in Ashton Drive
     Item 38.1 Quotes for re-siting of the bench outside Ashton Drive: Weaver Vale Housing Trust
     has confirmed that they have no budget to assist us with this. Quotes were considered:

            A: £175 - to re-site bench from Ashton Drive to Top Road, removal of old bench
            B: £345 - to re-site bench from Ashton Drive to Top Road, removal of old bench
            C: £862.50 - to re-site bench from Ashton Drive to Top Road, renovation of bench

     The Committee recommends that FTC approve quote A £175 (R7)

     52.2 To decide on quotes for bench at London Road – This was deferred to the next meeting.
53   Planters outside St Hilda’s Drive
     Item 40.1 To note update of planters – This was deferred to the next meeting.
54   Vibrant Village Competition
     54.1 It was noted that we did not win this competition.
55   Community Pride
     55.1 It was noted that we have won the award for 2006. A letter of thanks for their help is to be
     presented to Vale Royal.                                                                   DT
56   Boundary around Ship Street play area and Clifton Crescent: Closer inspection of the area
     is to be taken and brought back to the Committee for consideration.                Committee
57   Letters received for requests to use the Community Centre field for Car Boot Sales:
     The Committee recommends that FTC approve the use of the Community Centre field for Car
     Boot Sales on 9 April, 7 May and 28 May (R8). The relevant organisations will be notified AK

58    Letter received for request to use of the Community Centre field for Circus Romani:
      The Committee recommends that FTC approve the use of the Community Centre field for Circus
      Romani at a cost of £100 per day (R9). The office will confirm with the Community Centre which
      dates will be available in May, and notify the circus accordingly.                  AK/AP
59    Bus Shelters
      Item 14.5 Adshel Bus Stops: To note that we have received confirmation from Christine Garner
      that there would be no cost for these shelters, maintenance or repair provided through the
      Advertising Shelter Contract. Two have been added to their list for allocation at Bridge Lane/the
      Quay and Bridge Lane/Francis Road. The second shelter’s location is to be clarified, as it is the
      opposite side of the road that would require a new shelter. The Committee recommends that
      FTC approves the two new Adshel Bus Stops and contracts (R10).                             CP
60    Finance
      60.1 It was noted that the Capital Reserve held for the Playgrounds Equipment is £7763.
61    Budget
      61.1 The Budget Comparison figures were noted.

62    Any other matters considered by the Chair to be urgent
      62.1: A resident has complained about a problem she has with her fence. Youths often throw
      balls over it, and have moved the fence panel to gain access to her property. This fence backs
      onto the Community Centre field. The Committee have asked for this to be passed to the Tree
      Group and suggest that perhaps they could plant a Pyracaenthea or maybe a Holly bush at the
      back of the fence to help the situation.                                                  AK/AP
