LINGUA 1 PROJECT PROPOSAL – PARTNER SEARCH FORM Title EQUAL CHANCES TO EUROPEAN INTEGRATION THROUGH THE EUROPEAN LANGUAGE PORTFOLIO Summary of the proposal This project is intended to contribute to the promotion of high quality language learning among adults belonging to various social, professional and ethnic groups, through the use of the European Language Portfolio as a quality instrument. It also seeks to enhance opportunities for social integration and professional development through language learning, including less widely used and taught languages. To achieve this, it addresses both decision makers and the wider public throughout Europe, building on co-operation with the media and a variety of partners. How we will achieve these objectives Dissemination activities: broadcasts on radio and TV, press conferences, articles for the written press, etc; open-door events (e.g. on the occasion of the European Day of Languages, language fairs, events for language tasters, inter-comprehension exercises, etc.); presentations for various types of audiences (e.g. multipliers, including teacher trainers, representatives of NGOs and of all the groups targeted - see below). Related/enabling activities: needs analysis in the partner countries; drawing on expertise developed at European level, bringing in experts in the field as consultants; designing relevant dissemination materials, customised for the different target audiences; building in a quality management component for monitoring the quality of: the process of communicating information and improving attitudes to language learning; the products/outcomes developed through this project; and for awareness-raising re language learning and self-assessment to European standards. Target group(s) and target languages Target groups: Unemployed. Minorities. Disadvantaged social groups (in orphanages, etc.). People in vocational training. Students. Employers. Decision makers (e.g. in the relevant ministries). Educational multipliers. NGOs as representatives of civil society. Target languages: English, French, German and all the languages of the partners involved (including less widely used and taught languages). The languages of ethnic minorities in partner countries. Envisaged outcomes/products Dissemination materials (leaflets, posters, web pages, etc.) aimed at the different target groups. Guidelines for the use of the European Language Portfolio. Design of evaluation tools for assessing the project activities and stages. Design of quality management tools. Organisation of events for the target groups and the public at large. Expertise of co-ordinator and current partners (if any) Expertise of PROSPER-ASE Language Centre: Experience in promoting the European Language Portfolio - the EAQUALS/ALTE pan- European version for adults. Experience in piloting the pre-final versions of the Portfolio (within EAQUALS - the European Association for Quality Language Services - and QUEST - the Romanian National Association for Quality Language Services). Experience in promoting language learning and intercultural awareness in co-operation with partner institutions/organisations, including: QUEST; cultural institutes in Romania, teachers’ and students’ associations, ministries, NGOs; European partners - EAQUALS members/associate members in the region and national quality associations. Involvement in European projects (e.g. co-ordination of project on “Quality Management in Language Education”, funded by the European Centre for Modern Languages, producing a CD-ROM which included a section on Portfolio-based self-assessment - project awarded the “European Label” in 2002). Partner in Lingua 1 projects on promoting less widely used, learned and taught languages: EuroLanguages Net and E-LanceNet. Experience in teacher training based on the European Language Portfolio and the Common European Framework of Reference, both in-country and abroad. Expertise we are looking for in potential partners Addressing specific target audiences (awareness raising, customising the message for effective communication of information). We are particularly interested in partners from these countries Participants from all countries are welcome.
