JOB DESCRIPTION Job Title: Accounting Specialist Department/Location: Finance/Accounting IRHA Administrative Office Status: Full Time, Regular SOC code: 43-3031.00 FLSA Classification: Non-Exempt Reports to: Chief Finance Officer EEO-1: Administrative Support Workers Normal Work Hours and Days: Regular office hours are 8:00AM to 4:30PM Monday through Friday. Approved by: Effective Date: Date: Summary: Conduct incoming and outgoing accounts payable activities. Responsible for reconciling, obtaining approval and paying vendor invoices and providing basic accounting clerical support including filing, answering phones, distributing mail and other support functions. Essential Functions:   Write up daily deposits for the bank deposit. (Maintain bank deposit slip inventory.) Establish and maintain vender relationships, ensuring credit applications and W-9’s are on file and communicate business standards for services and materials as related to bidding processes. Separate and code statements and invoices. Ensure appropriate departmental/ supervisory sign-off and enter data into Fundware accounting system. Assemble documentation in support of financial audits and review with auditors, as needed/required. Enter new accounts payable vendors, determine status and conduct IRS 1099    paperwork requirements and maintain 1099 database.  Reconcile vendor accounts and check requests. Receive, review, research and reconcile vendor accounts in regards to invoices for payment. Encumber and code invoices, performs data input and filing of same. Prepare and distribute checks for accounts payable in timely manner. Review and assist with underwriting for the housing departments home loans. Process and print out the monthly rent checks for the housing department. Track homebuyer charge-backs to ensure compliance with agreements. Maintain vendor files and purchase order records and research purchase order files in response to inquiries relating to vendor payments.     Other Tasks:       Serve as back-up for the Travel Coordinator and conduct payroll activities in the absence of the respective staff. Review and update finance Accounts Payable procedural manual, as needed. Troubleshoot problems in Accounts Payable in regards to the Fundware computer program. Answer phone and relay messages. Assist with cross training as designated by the Chief Finance Officer. Perform other duties, as assigned. Supervisory Responsibilities: There are no supervisory responsibilities in this position. Education and/or Experience: Minimum: Four years experience working in an accounting position or a bachelor’s degree in accounting. A non-accounting degree can be substituted for two or more years experience in fund accounting. Preferred: Bachelors degree in accounting or a related field and four years accounting experience. Experience using Fundware accounting software program. Page 2 of 3 Accounting Specialist Skills, Knowledge and Abilities:  Knowledge of standard accounting principles and practices.  Knowledge of office protocol and the ability to effectively work as a member of a team.  Knowledge of and ability to use computer hardware, electronic data base management and related software.  Knowledge of and ability to use office equipment, i.e., phones, copier, fax.  Ability to see written and computerized data.  Ability to accurately perform mathematical computations and operate 10 key by touch.  Ability to communicate information in writing so others will understand.  Ability to effectively understand and communicate verbally with others in person and on the phone.  Ability to perform computer and technology functions with proficiency, specifically in word processing, database and spreadsheet programs.  Ability to read and interpret numerical and accounting data and use math and mathematical reasoning.  Ability to learn and apply new information.  Ability to work extensively with written and computerized data.  Ability to work collaboratively with other team members.  Ability to perform detailed work with a high degree of accuracy on multiple, concurrent tasks with frequent interruptions. Physical Requirements Regularly required to sit; talk or hear, both in person and by telephone; and use hands repetitively to operate and maneuver office equipment; and reach with hands and arms. Employees are frequently required to stand and go to other work areas in the building and lift up to ten pounds. Specific vision abilities required by this job include close vision and ability to adjust focus. Working Conditions Work is performed in office environment with moderate noise level.
