                                        Article 1
                                Name and Jurisdiction
Section 1;      By virtue of Charter granted, the name of this District shall be “Twelfth
District, Veterans of Foreign Wars of the United States, Department of Missouri.

Section 2;     The jurisdiction of the District shall consist of, and be confined to, the
Posts now Chartered, or that may hereafter be Chartered, within the territorial limits of
this District.

                                        Article 2
                             Subordination and Objects
Section 1;    The supreme power of this organization is vested in the National
Convention and this District shall be, at all times, governed by its Constitution and By-
Laws of the Veterans of Foreign Wars of the United States, the By-Laws of the
Department of Missouri, orders issued by authority of the National Council of
Administration, the Commander-in-Chief, the Department Convention, the Department
Council of Administration, the Commander of the Department of Missouri, and the
District Convention.

Section 2;       It is the purpose of this District to establish and maintain harmony and co-
operation between all the Posts within its jurisdiction; to carry out the orders, programs,
and policies of the National and State Departments and the affiliated Posts of this
District; to increase the Membership of the Veterans of Foreign Wars in the District; to
engage actively in the welfare of Veterans, insofar as it is necessary and possible to carry
out the aims and the objects of the National and State Departments and the affiliated
Posts of this District; and to engage in any constructive civil activities.

Section 3;      Politics in this District shall be governed by the National By-Laws Article
7, Section 702.

Section 4;       That Section 3 will not be construed as political activities where it is
called to the attention of the District the action of any political party or individual
politician whose acts are unfair of prejudiced to the best interests of the Veterans of
Foreign Wars.

                                         Article 3
                                       Membership
Section 1;    Membership in this District shall be in accordance with the provision of
the National By-Laws.

                                         Article 4
                                         Meetings
Section 1;    This District shall hold its Regular Meeting on the Second Monday, in
July, September, November, January, March, and May. In December, in conjunction with
the Ladies Auxiliary, a Special Meeting will be held for the purpose of the Annual
Banquet and a brief meeting after.

Section 2;      The District shall call Special Meetings as prescribed by the National By-
Laws.

Section 3;    The District shall hold at least four (4) District Meetings a year for the
purpose of promoting Schools of Instructions, as set down in Section 2 Article 6 of the
By-Laws of the Department of Missouri.

                                         Article 5
                                          Officers

Section 1;     Eligibility: eligibility to a District Office shall be in accordance with the
provisions of the National By-Laws.

Section 2;     Officers: (a) the Officers of this District shall be a District Commander,
Senior Vice Commander, Junior Vice Commander, Quartermaster, Adjutant, and other
such officers as are required or permitted by the National By-Laws. (b) The District
Adjutant shall be appointed by the District Commander. (c) The District Quartermaster
shall be bonded, as required, by National By-Laws and premium on such bond shall be
paid out by District funds.
Section 3;     The term on office for all elected Officers of the district shall be those as
provided in the National By-Laws.

Section 4;    The duties of all Officers shall be those as provided for in the National By-
Laws, and such additional duties as the District may direct.

Section 5;     All vacancies in District offices shall be filled in accordance with the
provisions of the National By-Laws.

Section 6;    Past District Officers shall be those as provided for and designated in the
National By-Laws.



                                        Article 6
                                         Revenue
Section 1;    The District may assess annual dues in accordance with the provisions of
the National By-Laws.

Section 2;      Any and all solicitation of funds shall be in accordance with the provisions
of the national By-Laws.



                                        Article 7
                                      Expenditures
Section 1;      Expenditures of District funds shall be made by the District Quartermaster
only after the District has authorized payment and then only upon voucher drawn by the
District Adjutant and approved by the District Commander or as approved by the
National By-Laws.

                                        Article 8
                                        Discipline

Section 1;     Any Member of this District or any affiliated Post, Drill Team, Musical
Unit, Club, or person or persons, promoter or promoters, using the name of the Veterans
of Foreign Wars or its insignia, in a manner of disgrace or detrimental to the principles of
the organization or charged with the violation of the Constitution and By-Laws of the
National, Department, or District, or having committed any of the offences enumerated in
the Code of Discipline of the National By-Laws of the Veterans of Foreign Wars, shall,
upon the affirmative vote of two-thirds of the Members of this District at any stated
meeting, and upon the recommendation of an investigative committee appointed by the
Dstrict Commander, be disciplined in accordance with the provisions of the national By-
Laws.

                                        Article 9
                                      Miscellaneous

Section 1;     Arrearage: any Post in arrears for Membership dues or returns, District
dues, Quartermaster returns, Trustees Report of Audit, Per Capita Tax, Poppy Money,
Supply Money, or other financial obligations, or failure to have the Post Quartermaster
bonded in accordance with the provisions of the National By-Laws, shall be excluded
from all representation in District Meetings, Department and National Conventions, until
the same are received by proper authorities.

Section 2;    Auxiliary:      the jurisdiction of this District over its Auxiliaries shall be
in accordance with the provisions of the National By-Laws.

Section 3;    Rules of Order: the Rules of order for this District shall be as set out in the
National By-Laws of the Veterans of Foreign Wars.

Section 4;     Parliamentary Procedure: Demeter’s Manual or any other manual adopted
by the National Convention shall be the recognized Parliamentary Procedure of this
District.

                                        Article 10
                       Twelfth District Honor Guard Fund
Section 1;     The Twelfth District Honor Guard Fund shall be maintained as a special
fund by the District Quartermaster. The monies in this fund shall be used solely for the
purpose of maintaining the Honor Guard, such as uniforms and other equipment
necessary for the Honor guard to function as an efficient unit of the twelfth District.

                                        Article 11
                                      Amendments

Section 1;      These By-Laws may be amended or altered only by the District
Convention and then only by a vote in favor there of only two-thirds of the authorized
delegates to the District Convention; provided however, that any such proposed
amendment first has been submitted to the District Adjutant, all Post Commanders, and
District Officers, by mailing a copy thereof of them fifteen (15) prior to the convening
date of said Convention.

Section 2;     No Amendment shall be effective until after approval by the Commander-
in-Chief.
