DECISION NO. 11 DELEGATED EXECUTIVE DECISIONS TAKEN BY PORTFOLIO HOLDERS 20TH SEPTEMBER, 2002 208. LANDFILL GAS INVESTIGATION AT SUNBURY GOLF COURSE, SHEPPERTON Councillor G.E. Forsbrey, the Portfolio Holder for Environment and Planning, had considered the report of the Director of Community Services, approved by the Management Team, on a proposal to seek a Supplementary Revenue Budget of £3,000 to cover the cost of monitoring the boreholes at Sunbury Golf Course, Shepperton during 2002/2003. On 10th July, 2001 the Executive approved a Supplementary Capital Budget of £12,000 for the installation of monitoring boreholes at Sunbury Golf Course, as it was suspected that landfill gas might be present on the site and there might be a risk of contamination. The Borough Council, as the freehold owner of the Western portion of the golf course, was responsible for part of the site. The Executive also approved a Supplementary Revenue Budget of £3,000 to cover the cost of monitoring the boreholes during 2001/2002 (planned as the first year) and a sum of £3,300 to cover the cost of further monitoring during 2002/2003 (planned as the second year). During 2001/2002 a specification for the work required was drawn up and estimates were obtained. However, a change of the Pollution Control staff and a change in the liaison with Carter Properties, who were responsible for the Eastern portion of the site, had meant that work to install the boreholes could not be carried out during 2001/2002 and the budgets for the monitoring of boreholes would therefore need to be carried forward to later years. A previous Portfolio Holder approval in April 2002 had authorised most of the budgets for this work to be carried forward to 2002/2003, but authority had not been sought for the carry over from 2001/2002 to 2002/2003 of the Revenue Budget of £3,000 to monitor the boreholes in the first year. In the circumstances, the Director felt there was justification for seeking approval for a Supplementary Revenue Budget of £3,000 to cover the cost of monitoring the boreholes during 2002/2003. The Management Team supported the proposal set out in the report of the Director of Community Services. RESOLVED to approve the following recommendation made by the Management Team:- That a Supplementary Revenue Budget of £3,000 be approved to cover the cost of monitoring boreholes at Sunbury Golf Course, Shepperton during 2002/2003. None NOTES:- (1) Members of the Community, Economic and Environment Committees are entitled to call in delegated Executive decisions taken by Portfolio Holders for scrutiny before they are implemented. (2) Any three members of either the Community, Economic or Environment Committee are able to "call in" a decision which falls within the functions of their own particular Committee; (3) To avoid delay in considering an item "called in", a special meeting of the relevant Committee will be convened within seven days of a "call in" being received if an ordinary meeting is not scheduled in that period; (4) When calling in a delegated Executive decision taken by a Portfolio Holder for review the members doing so should in their notice of "call in":- outline their reasons for requiring a review; indicate any further information, in addition to the “Record of the Decision Taken” as detailed above, they consider their committee needs to have before it to conduct a review; indicate whether they wish the Leader or his nominee (who will normally be the relevant Portfolio Holder) to attend the committee meeting; and indicate whether the officer making the report to the Management Team or his representative should attend the meeting; (5) The deadline for the five working days "call in" by Members of the Community, Economic and Environment Committees in relation to the above decision taken by a Portfolio Holder is the close of business on FRIDAY, 27th September, 2002.
