1. Call to Order
The Chester Inland Wetlands & Watercourses Agency held its regular meeting on
Monday, February 2, 2009, at the Chester Meeting House, 4 Liberty Street, Chester.
In attendance were Lisa Wahle, George Foulds, Kim Senay, Sally Sanders and Peter
DeLisa. Anna Sweeney, Wetlands Compliance Officer, was also present. Chairman
Wahle called the meeting to order at 7:30 PM.

2. Approval of January 5, 2009 Minutes.
Motion by Foulds, second by Sanders, to approve January 5, 2009 Minutes amended as
follows -
    Under 4. Olsen Sanitation, 2nd paragraph, last sentence should read,
      "Proposed is a 2 foot grass filter strip at the edge of the parking area and
      a 1 foot wide by 1 foot deep crushed stone trench to handle any surface run
      off."

        Under 7. Ferrari, last paragraph should read, "Chairman wahle noted a couple
         other stipulations would be the requirement that the activity be done at the
         time of low water and the applicant keep track of the forecast."

        Under ???, change the ???'s to "Raymond Manierre, 161 Middlesex Avenue."

        Under Wetland Compliance Offier's Report, change 1st sentence to read, "Ms.
         Sweeney noted she received an as of right activity application from Peter
         Marlowe for a logging project (selective harvesting) off of Hoop Pole Hill
         Road."

Voting in favor - Foulds, Sanders, Senay, DeLisa, Wahle.     Opposed - none.   Motion
Carried.

It was noted approval of the January 10, 2009 Site Walk Minutes should be on the
Agenda for the March 2, 2009 Meeting.

3.   Audience of Citizens   - none.

4. Frank Ferrari, 34 Deep Hollow Road - Application to clean pond lilies out of
pond.
Motion by Foulds, second by Sanders, to move Item 4 on the Agenda to after Item 7.

Voting in favor - Foulds, Sanders, Wahle, Senay, DeLisa.   Opposed - none.   Motion
Carried.

5. Raymond Manierre, 161 Middlesex Avenue - Modification of Permit.
Chairman Wahle noted Mr. Manierre has submitted a revised plan. Mr. Manierre
explained the original plan was to have the house at an angle, but the complexity
of the building got very costly. Therefore, this change was to straighten out the
footprint of the house and make it a little smaller at the same time. It was noted
this was actually a little further away from the wetlands review line. Mr.
Manierre noted the barn was made 2 feet longer and 6 feet wider. In summary, the
proposed barn was made a little bigger and the proposed house was made smaller.
Chairman Wahle read the conditions from the previously approved inland wetland
permit. The original permit was issued September 2004. Mr. Manierre noted he will
probably request an extension of that date. A $25.00 modification of permit fee
was submitted. Motion by Sanders, second by DeLisa, to approve the modification
of inland wetland permit as presented. Voting in favor - DeLisa, Sanders, Wahle,
Senay, Foulds. Opposed - none. Motion Carried.

There was discussion as to whether or not this permit should be renewed. This item
will be tabled until the next meeting. Chairman Wahle suggested a short form be
prepared for renewals of inland wetland permits.

6. Olsen Sanitation Company, Airport Industrial Park, Winthrop Road - Industrial
Development.
Chairman Wahle noted a petition for public hearing has been submitted with the
required signatures relative to this application. A public hearing was set for
March 2, 2009. Mr. Foulds read the petition into the record. Chairman Wahle
reviewed the regulations pertaining to the holding of a public hearing. First
Selectman Marsh asked if the petition has been reviewed by Town Counsel. Chairman
Wahle replied yes. Wahle also noted if anyone wished to have their name removed
from the petition, they may submit a letter to do so. Sally Sanders asked if there
would be new notes submitted by the soil scientist. It was noted that would be
handled during the public hearing. Mr. Robida noted the application and all
accompanying data has already been submitted and is part of the record. Mr. Foulds
noted that information will be incorporated into the record during the public
hearing. It was decided to commence the public hearing at 7:00 PM on March 2,
2009.

7. David Michaud, 199 Middlesex Avenue - Restoration.
Chairman Wahle noted there was no status update as this time. Attorney John Bennet
is handling this matter. This should be carried on the March agenda.

4. Frank Ferrari, 34 Deep Hollow Road - Application to clean pond lilies out of
pond.
Chairman Wahle reviewed the additional information requested by the Agency and
submitted by Mr. Ferrari. Motion by Sanders, seconded by DeLisa, to approve the
Ferrari application with the following conditions -

1) The method of weed removal will be bucket loader, track or wheel.

2) The material taken out of the pond will be put along a woodland area (32 Deep
Hollow) away from water.

3) To protect high water, hay bales and silt fence will be put at the dam.    Al
Bisacky and Anna Sweeney to be notified before dredging begins.

4) The digging will start the end of July or in August if the water is low enough.
Digging will not occur during high water or storm events.

5) The impact on fish, if any, will be kept to a minimum.    A hole will be made
for the fish near the dam.

6) The extent of dredging is shown on the shaded area of the map attached to the
application.

7) The dredging will be down to hard bottom - only remove muck, leaves, weeds,
plants.

Voting in favor - Sanders, DeLisa, Wahle, Senay, Foulds.    Opposed - none.   Motion
Carried.

9. Wetland Compliance Officer's Report
Ms. Sweeney noted building and zoning permit applications were received for a
dormer on the old artisan's building in the center of town. There was no change in
footprint. Ms. Sweeney noted she spoke to John Dalton who advised anything taken
off the top will be taken down through the inland side.   Tarps will be installed
to catch any materials from falling into the brook. Mr. Dalton will call Ms.
Sweeney before work starts.

10. Election of Officers
Motion by Foulds, second by DeLisa, to nominate Lisa Wahle as Chairman, Kim Senay
as Vice Chairman and Sally Sanders as Secretary. Voting in favor - Foulds,
DeLisa, Wahle, Senay, Sanders. Opposed - none. Motion Carried.

Mr. DeLisa pointed out he would like a 7:00 PM start time for all meetings.   Other
members also agreed. This will be considered after the March meeting.

11. Correspondence.
Chairman Wahle reviewed a letter from Northeast Utilities regarding maintenance
along the power line corridor through the center of Chester. Wahle noted NEU will
contact individual property owners. Chairman Wahle will discuss this matter with
DEP.

Copies of The Habitat were distributed.

12 Any Other Business.
Chairman Wahle briefly reviewed modifying the Inland Wetlands Regulations and
updating the Wetlands Map.

13. Adjournment.
There being no further business, the meeting adjourned at 8:25 PM.
