									CHARTER TOWNSHIP OF OXFORD BOARD OF TRUSTEES REGULAR MEETING,
WEDNESDAY, APRIL 27, 2005
A Regular Meeting of the Charter Township of Oxford Board of Trustees held April 27, 2005 at
the Oxford Veterans Memorial Civic Center.

Members Present:      Behnke, Bellairs, Dunn, Ferrari, Fitchena, Kniffen, Sanderson

Members Absent:       None

Also Present:         Recording Secretary Exel, Deputy Supervisor Burns, Parks and Recreation
                      Director Davis, Shannon Parry-Rowe, Inc., C. J. Carnacchio-Oxford
                      Leader and approximately five citizens

Supervisor Dunn called the meeting to order at 7:32 p.m.

APPROVAL OF THE AGENDA
Trustee Kniffen requested addition of the following:
       10. i. Professional Services Appointment
       10. j. Water and Sewer Appointment
       10. k. Direction from Board regarding Township Hall Expenditure

Trustee Kniffen moved to approve the agenda as amended.

Supervisor Dunn requested addition of the following:

       10. m. Extend Township Burning Time

Treasurer Ferrari moved, Trustee Bellairs seconded to approve the agenda as presented.

Treasurer Ferrari moved, Trustee Behnke seconded to approve the bills through April 21, 2005
as presented and to authorize Clerk Sanderson to issue warrants and distribute funds accordingly.

SECOND READING AND POSSIBLE ADOPTION: 56.006
AMENDMENT TO ORDINANCE NO. 56 TO PERMIT AND REGULATE THE
PRESENCE OF PETS WITHIN PARKS
Treasurer Ferrari moved, Clerk Sanderson seconded to adopt the Amendment to Ordinance #56,
56.006, To Permit and Regulate the Presence of Pets Within Parks.

Nays:         None

NEW BUSINESS
EQUIPMENT BID RESULTS – WATER TREATMENT PLANTS
Supervisor Dunn moved, Trustee Behnke seconded that the Township Board award the water
treatment system bid for both Oxford Woods and Granger Road to Tonka Equipment Company,
accepting deductions in bid.

       Motion Carried

Treasurer Ferrari moved to accept the voluntary deductions included in the Tonka Equipment
Company bid.

BROOKFIELD SANITARY SEWER DESIGN (SEYMOUR LAKE ROAD TO
HARWOOD DRIVE)
Supervisor Dunn stated that this item would be addressed at the next meeting, following the
notification of residents.

PURCHASE OF LAND
Treasurer Ferrari moved, Trustee Kniffen seconded to authorize the purchase of 14 acres of land
adjacent to the Seymour Lake Township Park for $225,000.00 plus development costs; in
addition, any financing option chosen by the Parks and Recreation Commission is not to be
longer than any voter approved Parks and Recreation operating millage.

beyond Special Meetings or anything like that with the Planning Commission.

Supervisor Dunn called for a short recess at 8:40 p.m.
The meeting reconvened at 8:45 p.m.

GENERAL FUND (101) 2005 BUDGET AMENDMENTS
Treasurer Ferrari moved, Trustee Behnke seconded to approve the 2005 amended General Fund
Budget (101) with revenues and expenditures balancing at $2,031,158.00 and attach the
spreadsheet as an appendix to the minutes.

AWARDING BID TO THE DISPOSAL COMPANY FOR SPRING CLEAN UP
Treasurer Ferrari moved, Trustee Kniffen seconded to award the bid for Clean Up Day to Waste
Management in the amount of $1,259.00 per 25 yard Rear Load Trash Truck, $325.00 per 30
yard container mixed trash, $325.00 per 30 yard container scrap metals, and $35.00 per item
containing Freon. This will be paid from General Fund Account No. 101-299-880.000 Public
Relations.

ACCEPT RESIGNATION AND ADOPT RESOLUTION
Treasurer Ferrari moved, Trustee Fitchena seconded to accept the resignation of Ronald Drake
from the Oxford Township Planning Commission effective May 1, 2005.

       Motion Carried

Treasurer Ferrari moved, Clerk Sanderson seconded to adopt the Resolution honoring Ronald
Drake and also include in that Resolution the period that he served as Oxford Township
Supervisor and corrections as discussed.

PLANNING COMMISSION APPOINTMENT
Treasurer Ferrari moved, Trustee Behnke seconded that based on the Township Supervisor’s
recommendation, appoint Todd Bell to fill the vacancy for the remainder of Ronald Drake’s term
which will commence May 2, 2005 and end December 31, 2005.

PROFESSIONAL SERVICES APPOINTMENT
Supervisor Dunn moved to keep Charles Kniffen on the Professional Services Committee.
       Motion was withdrawn by Supervisor Dunn

WATER AND SEWER APPOINTMENT
Discussion only – no action taken.

DIRECTION FROM BOARD REGARDING TOWNSHIP HALL EXPENDITURE
Supervisor Dunn moved, Clerk Sanderson seconded to direct the Building and Site Committee to
work with the Architect and Township Engineer and come back to the Township Board with a
Township Hall not to exceed $1.3 million.

WIRELESS OAKLAND
Treasurer Ferrari moved, Trustee Behnke seconded that the Charter Township of Oxford seek to
become one of the test sites with other communities in North Oakland County for Wireless
Oakland and appoint Trustee Kniffen and Deputy Supervisor Burns as our contact people.

EXTEND TOWNSHIP BURNING TIME
Trustee Kniffen moved, Trustee Behnke seconded to extend the fire burning time to the end of
May to valid permit holders.

BOARD OF TRUSTEES COMMENTS
Trustee Behnke reminded all of the Relay for Life being held May 14th and 15th stating that there
are in excess of 50 walkers and welcomed donations. Trustee Behnke also reminded all of the
Household Hazardous Waste Day being held at Eagle Valley on May 14th.
Supervisor Dunn offered equipment stored in the Township Hall basement to help feed Relay for
Life volunteers.
Treasurer Ferrari commented on the water projects and stated that the Township has received
$200,000 from the County’s Infrastructure Fund.
