                                             Introduction



INTRODUCTION TO LEED / COST WORKBOOK

    In order to discuss with project users and provide a budget, team members must first understand t
    Green Building Council’s Leadership in Energy and Environmental Design (LEED) Green Building
    System.
    LEED was created to accomplish the following:
        A) Define “green building” by establishing a common standard of measurement.
        B) Promote integrated, whole-building design practices
        C) Recognize environmental leadership in the building industry
        D) Stimulate green competition
        E) Raise consumer awareness of green building benefits
        F) Transform the building market

    Points are earned for satisfying criterion designed to address specific environmental impacts. Diff
    levels of green building certification are awarded based on the total points earned.


    In 2009, a new version of LEED was introduced, known as LEED 2009 or LEED v.3.0. Several sig
    changes were made, including changes in credit weightings and the addition of Regional Priority C
    The section "Advancements in LEED NC 3.0" at the end of this Introduction describes the new fea
    LEED v.3.0 in more detail.


    For LEED-NC, there are four rating levels of certification – Certified (40-49 points), Silver (50-59 p
    Gold (60-79 points), and Platinum (80+ points). Each rating level is reached by achieving the man
    8 prerequisites and the necessary points noted in parenthesis from the available 110 points.


    There are Seven categories for points: Sustainable Sites, Water Efficiency, Energy and Atmosphe
    Materials and Resources, Indoor Environmental Quality, Innovation in Design and Regional Priorit


    For DOD projects, LEED for New Construction & Major Renovation (LEED-NC) is the primary gree
    building rating system used. There are also LEED green building rating systems for Existing Build
    Commercial Interiors, Core and Shell, Schools and Homes. In addition, LEED for Retails, Healthc
    Retail Interiors, Existing Schools, Portfolio Program and Neighborhood Development are under
    development or in pilot.

LEED CERTIFICATION - ADMINISTRATION

     LEED certification is typically handled as part of the contract requirements and the project costs. I
     v3.0, the project registration is undertaken through the Green Building Certification Institute (GBCI
     (http://www.gbci.org/). Project teams pursuing LEED certification: (1) must first register online the
     with the GBCI and then are required to use LEED-ONLINE which enables teams to submit 100%
     documentation online in an easy-to-use format, (2) use the LEED-ONLINE submittal templates an
     complete the templates to document fulfillment of the credit requirements for the project and (3) su
     the application for certification with the documentation for review by the GBCI.



     USGBC LEED Certification Costs. NAVFAC is a USGBC Corporate member. The costs provided
     discounted member fees. Registration fee is $450 - fixed rate for all projects regardless of square
     footage. Documentation Costs. As of April 2009, the approximate cost to complete and submit th
     ONLINE templates for a LEED Silver-level rating, 6-story BQ (100,000 SF) is $14,000. The
     documentation costs will vary on the building type and size, geographic location, credits pursuing a
     LEED experience of the contractor. Certification Fees. The certification fee has been changed in
     v 3.0. Use the new fees effective January 1, 2010. The certification fee is based on the rating s
     that the project is certifying under and the size of the project. The detailed certification rates can b

     LEED certification requires Fundamental Commissioning as one of the prerequisites. As of Augus
     for Fundamental Commissioning on non-complex projects less than $20 M, the estimated cost is 1
     the primary facility cost. For complex buildings such as hospitals and laboratories and projects ov
     M, consider budgeting for Enhanced Commissioning at 0.5% of the primary facility cost. For proje
     between $20 M and $100 M, estimate the commissioning cost between 0.5 and 1% of the primary
     cost based on facility type, size, cost and geographic location.



     Sustainable design may require modeling that carefully considers the symbiotic relationships betw
     building and its subsystems. Examples of modeling and analyses: waterside economizer, air side
     economizer, high efficiency windows, day lighting, vegetative roof and strategies to optimize energ
     performance to comply with Federal Energy Acts. Two to four models/analyses may be required
     depending on credits pursuing. Approximate costs as of August 2008: $10,000 to $30,000 for this
     modeling. The modeling costs will vary on the number of analyses, building type/size and geograp
     location.
LEED PROJECT TEAM

    Ideally for all projects involving LEED budgeting, all key members such as Planners, Design Mana
    Cost Engineers / Estimators, the Customer, Base Representatives, Facility Managers as well as th
    multidiscipline design team should gather in workshops or teaming “charrettes” to evaluate points
    cycle benefits. It is valuable to have experts in LEED design and construction to facilitate or partic
    these sessions.

    These workshops / charrettes should happen at the earliest opportunity in programming phase as
    allow suitable time for a smooth transition of the selected points into the project’s programming an
    design documents. This should happen in the Installation / PWD Final 1391 submittal stage but m
    take place by the Region/FEC Team Final 1391. In-house teaming is encouraged, but for best res

        5) FEAD/ROICC (Construction Management)
        6) Public Works
        7) Facilities Management/O&M
        8) Facility Occupation & Use (customers/occupants)
        9) A/E Design (Private architects & engineers)
        10) Facility Construction (contractors)

POINTS & COST STRATEGY

    The key for planners and the design / cost engineering team is to (a) determine whether a particul
    is achievable for their particular project, and (b) evaluate what each valid point will cost.


    In order to determine whether a particular point is achievable, team members need to identify the
    potential for incorporation of each of the 110 points, the benefits to project mission, appropriatene
    application, worker productivity / worker benefit and potential life-cycle benefits.
Following the identification of the achievable points, the lead team member or cost engineer / estim
can begin to evaluate the cost implications of incorporating each point.

It is important to remember that the costs may either be pure additional costs, premium costs or m
have no cost implications.

For example: incorporating bicycle racks and showers would be a pure additional cost, using certif
wood in lieu of non-certified wood may be a premium cost, and proximity to mass transit will have
implications as this relates purely to the location of the Project site (unless of course the Project ha
options with regards to site location).

The strategy is to first seek the points that comply with the Federal mandates required in Navy pol

Certified- and Silver-level ratings can be achieved at minimal cost. Gold- and Platinum-level rating
typically have a significant cost impact.

management of necessary documentation for final application to the USGBC, etc. will have a cost


The cost of LEED certification depends upon: the level of certification sought, the particular projec
occupancy and requirements, and the economic benefits and pay-back.

LEED credits can be categorized into three areas for cost / value analysis strategy:
    Type 1 – Little or No Cost premium
    Type 2 – Cost premium but short term return on investment
    Type 3 – Cost premium with long term return on investment or no return

NAVY AND LEED CERTIFICATION

     The Navy has mandated that sustainable design principles and energy conservation will be planne
     programmed and integrated into the design, construction operation and maintenance of NAVY pro
     accordance with Energy Policy Act 2005, Executive Order 13423 (implements Federal Leadership
     Performance and Sustainable Buildings MOU), Energy Independence and Security Act 2007, NAV
     Engineering & Construction Bulletin 2008-01 and local directives. The project will be planned,
     programmed, designed and constructed to receive a minimum LEED Silver-level rating certified by
     USGBC.



     As part of the early programming & budgeting process for construction projects the key member is
     typically the planner; however, the design manager or cost engineer may be actively involved. Thi
     individual(s) may have to program and budget projects with sometimes minimal to no assistance a
     input from expert technical staff. This workbook is a tool which assists in preliminary program bud
     establishing a viable assessment of LEED credits to be incorporated into the project.
     This workbook will allow LEED credits to be assigned and determine a preliminary budget. It shou
     be used as a benchmark to assess basis of programming costs until further study, design & RFP
     development sessions and performance / prescriptive specifications are prepared by experienced
     professionals.

ADVANCEMENTS IN LEED NC 3.0

     LEED NC v3.0 includes three major enhancements to the LEED rating system: Harmonization, Cr
     Weighting, and Regionalization.


     Harmonization: Credits and prerequisites from all LEED commercial and institutional rating system
     been consolidated and aligned, drawing on their most effective common denominators, so that cre
     and prerequisites are consistent across all LEED 2009 rating systems.


     Credit Weighting: The second major advancement that comes with LEED 2009 is that credits will n
     different weightings depending on their ability to impact different environmental and human health

     impacts on what matters most – energy efficiency and CO2 reductions. Even with these changes

Process Overview

   To use this tool in planning project costs, the following steps should be followed:

        1)   Save a working version of the tool under a new name reflecting the project title.
        2)   Complete the Workbook Cover Sheet tab to supply key project information.
        3)   Complete the Regional Credit Worksheet to identify relevant Regional Priorities to pursue.
        4)   Review suggested credits in LEED Checklist and change as necessary to reflect project-spe
             Prepare justifications for any mandated credits that will not be pursued in the project.
        5)   Review suggested strategies and costs in Cost Worksheet.
             Adjust as necessary to reflect project-specific requirements.
        6)   Update the EPG for the project by including supplied text and cost items as described in Wor
        7)   Upload Workbook Cover Sheet, LEED Checklist, and Cost Worksheet into EDMS
             as described in Worksheet Instructions.
        8)   Archive workbook for future reference.

    4) Under Additional Cost Information, enter the following information:
       a) Area Cost Factor
       b) Escalation Rate (as a percentage)
    5) Under LEED Checklist Prepared BY, enter the following information:

Regional Credit Worksheet
   1) Click the hyperlink to download the appropriate state spreadsheet from the Green Buildin
      Certification Institute. These spreadsheets contain a list of Regional Priority Credits by zip
      LEED credits determined to be a priority in each state.

    2) Identify the zip code for your project, or the nearest zip code to your project, and review t
       possible credits identified as priorities for your project location. Determine the four credits
       to be achieved for your project, or choose four credits using your best judgment.
   3) Set the values in Column B of the Regional Credit Worksheet to "Y" for your selected R
      Priority credits. These credits will automatically be transferred to the LEED Checklist for
      and the checklist will assign extra points to the project if these credits are achieved on the

LEED Checklist
   1) Based on the selected facility type in the Workbook Cover Sheet, the workbook will pre
      LEED Checklist with a recommended credit strategy for that facility type, based on Fede
      and Navy policy.
   2) The worksheet is color-coded to indicate which credits are recommended vs. required. LE
      Orange are equivalent to the "Guiding Principles" of the Federal Leadership in High Perfo
      Sustainable Buildings MOU which are required by Executive Order 13423 and Navy polic
      Engineering & Construction Bulletin 2008-01.

   3) The Prerequisites for each LEED Category have been pre-populated with "Y"
      a) Verify the prerequisite can be met; otherwise change the "Y" to "N".
      b) All prerequisites must be achieved to pursue LEED Certification for a project. If any p
         are not pursued for a project, written justification must be provided to support the dec

           iii) Credits indicated in orange font are based upon EO 13423 and ECB 2008-01. T
                are required and should be incorporated unless adequate justification can be pro

       b) LEED Credits WE1, WE3, EA1, EA2, MR1.1, MR2, MR3, MR4, and MR5 have a ran

           i) Choose a value in the drop-down menu in the yellow-shaded area to calculate th

   5) The total points are tallied at the bottom of the worksheet.

Cost Worksheet
   1) The Cost Worksheet provides a detailed listing of items available and the cost associate
      items for obtaining LEED credits. Not all items are required for obtaining the LEED credi
      items have a cost associated with obtaining the credit. Many LEED credits can be obtain
      or no additional cost.

   2) Under Include in 1391 column, select "Y" or "N":
      a) Select "Y" to include the specific cost item in the 1391
      b) Select "N" to not include the specific cost item in the 1391
   3) Cost calculations are automatically calculated based upon data in the Workbook Cover
      LEED Checklist, and the Cost Worksheet.
   4) The total cost of all the items to be included in the 1391 should be 2-4% of the primary fa

      a) For ease of review:

          ii) If the Total LEED costs are greater than 4% but less than 9% of the Primary Fac
               following statement will appear in Orange on Line 8 of the Cost Worksheet: "LE
               Cost Exceeds 4% of Primary Facility Cost".
          iii) If the Total LEED costs are greater than 9% of the Primary Facility Cost, the follo
               statement will appear in Red on Line 8 of the Cost Worksheet: "LEED Total Co
               9% of Primary Facility Cost".
   5) Items that affect the calculations:
      a) If Quantity is "0"
          i) No points are assigned for the specific credit under the "Yes" column on the LEE

       b) If Unit Cost is "0"
          i) No cost premium identified with the specific credit
          ii) "N" is entered under the Include in 1391 column for the specifc cost item
                iii) Cost associated with the specifc cost item is captured under a different credit

C)      Once the workbook is completed, the planner must update the project documentation in Elec
        Procurement Generator (EPG).
D)      The user of this tool is to avoid duplicating costs and identify the additional sustainab
        investments or marginal costs as deltas. The unit costs provided for each system are f
        system as a whole - if the system replaces a conventional system, the cost of the conv
        system should be used as a baseline and the additional cost represented as a delta. Fo
        if the cost of a green roof is shown as $10 and the cost of a conventional roof is $8, the
        between the two ($2) should be shown as a green roof premium in the 1391.



     EPG Update
        1) From the Cost Worksheet, transfer those items identified with a "Y" under the Include in
           column that have a cost associated with them into the 1391 in EPG under Block 9.

            a) On the Cost Worksheet, under the Applicable Section of 1391 column, if the item is
               Federal Energy Acts Compliance", enter the cost item and associated cost data in th
