6            Matters

        The Composition of the Board of Directors, Monetary Management and Financial
Markets Committee, and the names of Senior Management Officials of the Bank are given in
Appendices II, III and IV.


        As at end-June 2002, there were 253 staff members at the Bank. The Organisation
Chart of the Bank is shown in Appendix V.

Overseas Mission
The Governor attended:


(i)     a Meeting of the Committee of SADC Central Bank Governors in Sandton, South
        Africa, from 12 to 14 September 2001.
(ii)    a Meeting of the Committee of SADC Central Bank Governors in Livingstone,
        Zambia, on 11 April 2002.


The Managing Director attended:


(i)     a Meeting of the Asia/Pacific Group Money Laundering Methods and Typologies
        Workshop held in Singapore on 17 and 18 October 2001.
(ii)    a Meeting by the Offshore Group of Banking Supervisors in London, U.K., on 6
        November 2001.
(iii)   a Meeting of African Deputy Governors held in Tunis, Tunisia on 22 and 23
        November 2001.
(iv)    a Forum on Terrorist Financing hosted by the Financial Action Task Force in Hong
        Kong from 30 January to 1 February 2002.


Seminars and Conferences


        The Bank, in collaboration with the National Productivity and Competitiveness
Council (NPCC), organised a one-day Workshop on Civic Action Team and Gemba Kaizen
at Maritim Hotel, Balaclava, on 21 July 2001 for the benefit of all staff members.


        The Bank, in collaboration with the Centre for Central Banking Studies of the Bank of
England, hosted a Workshop on "Monetary Analysis for Policy Making" from 6 to 10 August
2001. The objective of the Workshop was to impart to participants econometric modelling
and forecasting techniques for monetary policy advice, and the role of applied monetary
analysis for policy making. Officers of the Research Department attended the Workshop,
which was conducted by Mr Gabriel Sterne and Mr Paul Robinson.


        The Bank, in collaboration with the SADC Central Banks IT Forum, organised an in-
house training Executive Seminar on the "Role of Information Technology in the Modern
Enterprise" from 27 to 29 August 2001.


        The Bank organised a two-day training seminar on Anti-Money Laundering at
Maritim Hotel, Balaclava, on 23 and 25 October 2001. The objective of the Seminar was to
increase awareness of anti-money laundering responsibilities under the Mauritian legal
system and examine the practical ways in which compliance can be achieved both at an
individual as well as at the organisational level. Mr Stephen W. Platt, Managing Director of
the Finance Sector Compliance Advisers Ltd of Jersey, conducted the training sessions.
Participants from the Bank of Mauritius, Class A banks, Class B banks and other non-bank
financial institutions attended the Seminar.


        Mr Paul Collier, Senior Manager at the Regional Security of Hongkong and Shanghai
Banking Corporation Limited in Asia-Pacific, delivered a talk on "Recent Trends in Money
Laundering and Compliance" at the Bank on 12 June 2002. Participants from the Bank of
Mauritius, Financial Services Commission and Offshore Management Companies attended
the talk.


Overseas Visitors


        During the year under review, the Bank had the opportunity to receive several
personalities including:


(i)     Mr Alexandre Barro Chambrier, Executive Director at the International Monetary
        Fund, from 11 to 14 February 2002.
(ii)    Professor Charles Goodhart, Professor of Banking and Finance, at the London School
        of Economics on 21 February 2002.
(iii)   Mr Pierre Cardon de Lichtbuer, Head of Assets Management, and Mr Miklos
        Endreffy, Senior Portfolio Manager, Bank for International Settlements, from 25 to 28
        March 2002.


        Mr Roman Skarzynski, Senior Economist in the Financial Division of the
International Monetary Fund, conducted a technical mission from 18 March to 4 April 2002
to provide assistance in implementing the recommendations of the new 2001 Monetary and
Financial Statistics Manual (MFSM) of the IMF. The mission also assisted the Ministry of
Economic Development, Financial Services and Corporate Affairs in designing a reporting
framework for non-depository financial corporations.




Training Attachment


        Mr Jacques Berlouis, Treasurer from the Central Bank of Seychelles, was on a
temporary work attachment at the Bank from 10 to 12 October 2001 with a view to
acquainting himself with the procedures for the collection, sorting and destruction of soiled
and mutilated notes and to discuss measures against forgery and counterfeit currency.


       Mr Fernando Timbe Junior and Ms Anita Albino Guambe from the Central Bank of
Mozambique were on a training attachment at the Bank from 11 to 16 November 2001 to
acquire experience in the conceptual design process, legal and institutional framework and the
implementation of the Real Time Gross Settlement (RTGS) system.

       Mr Isaack Kilato, Mr Joseph Massawe, Mr Edward Makwaia and Ms Seronga
Wangwe from the Bank of Tanzania visited the Bank from 12 to 15 May 2002 to acquaint
themselves with the Mauritius Automated Clearing and Settlement System (MACSS).




Personnel Matters

Appointment

      Mr J. Pandoo, Administrative Officer, was appointed Assistant Director-Financial
Markets with effect from 15 March 2002.
      Ms M.M.A. Heerah, Research Officer, was appointed Assistant Director-Financial
Markets with effect from 16 April 2002.

        Mr J. Joganah, Bank Attendant Grade III, was appointed Bank Attendant Grade II
with effect from 6 September 2001.

        Mr P. Hamritte was appointed Cleaner with effect from 16 July 2001.

Retirement

      Mr P.M. Nagawa, Director-Information Technology, retired from the service of the
Bank with effect from 1 February 2002.

Resignation

        Ms C.D. Dawonauth, Bank Examiner Grade II, resigned from the service of the Bank
with effect from 16 October 2001.

        Mr I. Mungroo, Dealer, resigned from the service of the Bank with effect from 3 June
2002.

Completion of Studies

       Mr J. Pandoo, Assistant Director-Financial Markets completed an MSc in Finance
from the University of Mauritius in July 2001.

       Mr V. Ramessur, Research Officer, completed an MSc in Applied Economics from
the University of Mauritius in March 2002.

       Mr A.K. Dowlut, Analyst Programmer, completed an ACIB/BSc (Hons) Financial
Services from the University of Manchester, U.K., in April 2001.

       Ms S. Hurrymun, Senior Bank Examiner, completed an MSc in Finance from the
University of Mauritius in July 2001.

        Mr S. Gopaul, Internal Auditor, completed the ACCA final examinations in June
2001.
        Mr N. Munboth, Technical Officer Grade A, completed an MSc in Engineering
Project Management from University of Mauritius in March 2002.
