Rear Admiral Scott R. Van Buskirk Commander, Carrier Strike Group Nine Commander, Abraham Lincoln Strike Group Rear Admiral Van Buskirk, a native of Petaluma, Calif., graduated from the United States Naval Academy in 1979 with a Bachelor of Science in Management Technology. After initial nuclear training, his first assignment was on USS Seawolf (SSN 575), from April 1981 to August 1984, where he served in a variety of division officer billets before finishing his tour as Weapons Officer. His next assignment was as a student at the Naval Postgraduate School in Monterey, Calif. where he earned a Master's Degree in Telecommunications Systems Management. Following completion of Submarine Officers Advanced Course in October 1986, Rear Adm. Van Buskirk reported as Engineer Officer aboard USS Salt Lake City (SSN 716). In February 1989, he transferred to USS Tunny (SSN 682) where he served as Navigator and Operations Officer until August 1990. Rear Adm. Van Buskirk then served in the Navy Office of Legislative Affairs as Congressional Liaison through April 1992. As Congressional Liaison he coordinated Navy Research and Development program testimony to the Senate and House Armed Services Committees and Base Realignment and Closure Committee. For his next sea tour, he served as Executive Officer aboard USS Georgia (SSBN 729) GOLD thru October 1994 where he completed three strategic deterrent patrols. Following his Executive Officer tour, he was assigned as the Flag Secretary and Senior Aide to Commander Submarine Force, U.S. Pacific Fleet. Rear Adm. Van Buskirk assumed command of USS Pasadena (SSN 752) in October 1996. During this tour, Pasadena conducted an Eastern Pacific deployment in support of Teamwork South and a Western Pacific deployment. The ship received the 1998 Commander in Chief Pacific Fleet Golden Anchor Award and earned the Submarine Squadron Seven Battle "E" for 1998. Immediately following his command tour, he reported to the Bureau of Naval Personnel and served as the Special Assistant to the Chief of Naval Personnel for Legislative Matters. In March 2001, Rear Adm. Van Buskirk assumed command of Submarine Development Squadron Twelve, overseeing five submarines and Submarine Force tactical development. Following squadron command, he assumed duties as Chief of Staff, Commander Submarine Force/U.S. Atlantic Fleet, Commander Submarines Atlantic. Rear Adm. Van Buskirk was selected for Flag Officer in 2004 and served his initial Flag assignment as Commander, Task Force Total Force. The task force was established in December 2004 to oversee the development of the Navy's Human Capital Strategy. In December 2005, Rear Adm. Van Buskirk reported as Deputy DCS Strategic Effects, Multi-National Force - Iraq. In March 2007, he reported to his current command as Commander Carrier Strike Group Nine. He is entitled to wear the Defense Superior Service Medal, Legion of Merit (three awards), Meritorious Service Medal, Navy Commendation Medal (five awards), Navy Achievement Medal (two awards) and several unit and service awards.
