Format For Writing The Proposal
The Proposal A proposal is designed to serve three major functions: 1. To describe the need and objectives of the proposed project. 2. To describe in detail the activities to be carried out to accomplish the objectives. 3. To serve as a contract for the receipt and expenditure of funds. Forms to submit a proposal may be found at the CTE Website: www.nde.state.ne.us/CTE/ or are included in the Appendix this document. Section 1. Cover Page Duplicate the cover page found in the Appendix of this Guide or download from the CTE website. Along with the signatures of appropriate individuals representing the applicant organization, the cover page also contains space for the signatures of individuals granting approval from the Nebraska Department of Education. No proposal can be considered as a formal proposal without the appropriate signatures of authorized personnel representing the applicant organization. Section 2 Local Career and Technical Education Advisory Committee List all individuals who serve on the local and/or consortium CTE advisory committee. Section 3 CTE Evaluation and Goals for the Innovation Grant This section is designed to review performance data from Perkins Core Indicators, analyze the findings and use this information to develop the proposal. This assessment should provide the rationale for the grant. The Innovation Grant must focus on one or more of the target areas for CTE improvement in Nebraska. Nebraska Target Areas for CTE Improvement: 1. Student Gains on Performance Measures. Improve the academic and technical skills of students participating in career and technical education programs 2. Enrollment and success of special populations in CTE. Program strategies will be adopted within career and technical education programs to enable special populations, including those students participating in alternative learning options to overcome barriers that result in lowering rates of access to or lowering success in career and technical education programs for special populations. 3. Nontraditional training and employment student results. Recruit and prepare students of nontraditional training and employment. 4. Professional development of CTE instructors and administrators. Comprehensive professional development will be provided for career and technical education, academic, guidance and administrative personnel to improve student performance. 5. Secondary/Postsecondary connections. Secondary and postsecondary career and technical education programs will coordinate and collaborate with secondary and other postsecondary institutions to achieve academic and technical standards and to make successful transitions to next steps including placement in the workforce. 6. Counseling and career development. Students in career and technical education programs will have access to comprehensive guidance/counseling as well as quality career development services. Please respond to the following questions in your Section 3 narrative: 1. Based on data, provide a background that identifies the need for the Innovation Grant. 2. Identify how the Innovation Grant will address the identified need. 3. Identify how funding the Innovation Grant will assist in the improvement of Career and Technical Education in your school/consortium. Section 4 Priorities Provide detailed information regarding the career and technical education improvement target areas, goals, activities and strategies, and the proposed budget. Following is the recommended format for writing this section of the local application.
1. Target Area. Identify one or more of the six career and technical education improvement target areas that are appropriate for the goal. 2. Goal. Write a brief, clear goal statement describing how career and technical education programs will be improved and/or enhanced by the proposed use of funds that support the goal. Example: To provide professional development opportunities for CTE instructors that will strengthen the academic, occupational and technical skills of students. 3. Measurement of Success. Identify the projected impact on the core indicators. This should be a comparison of last year’s data and the projected improvement for this fiscal year. Other measures of success include other evaluation or measurement completed to evaluate the success and accomplishments of the goal. 4. Activities. The activities and strategies form the basis of the work to be completed to accomplish the goal. The activities and strategies must relate directly to the target area goal and must specifically describe what is to be accomplished. 5. Timeline. Identify the projected timeline for the completion of the activities. 6. Projected Budget. Select the category from the list of major categories on the Consolidated Budget page (Section 5). Identify the budget amount for each activity/strategy listed. Section 5 Consolidated Budget The Consolidated Budget is a compilation of budget items from Section 4. Compile and list by line item all expenditures for the proposed use of funds in the local application. The request is made to indicate the local contribution in the Local Funds Column. Please complete this column to the best of your ability.
As a basic grant recipient of Perkins funds, a Statement of Assurances and the required Certification Documents are on file at NDE. These assurances and certification documents are applicable to this Perkins Innovation Grant as well so no additional forms are needed.
