State of Wisconsin Department of Public Instruction Elizabeth Burmaster, State Superintendent July 2007 Dear Colleague: The Department of Public Instruction was invited to participate in The Equal Access to Quality Teachers Project, an initiative sponsored by The Education Trust and funded by The Joyce Foundation to examine the extent to which inexperienced teachers are teaching low-income and high-minority schools in Wisconsin. The study involved three mid-western states – Illinois, Ohio and Wisconsin – and the largest school district in each of the states. A steering team with membership from the legislature, teachers union, business community, higher education, school leadership associations, Governor’s office, Milwaukee Public Schools Teacher Distribution Project, and the Department of Public Instruction led the project work. I was honored to serve as Project Director for the study. The study provided an initial look at the extent to which inexperienced teachers are teaching in lowincome and high-minority schools in Wisconsin and the relationship to student performance. While the data has not been unequivocal, the study seems to corroborate that teachers with less experience are more prevalent in schools with highest poverty, highest number of students of color, and lowest reading and mathematic performance. The findings underscore the importance of recruiting and retaining excellent teachers to work in our high need schools. Recommendations contained in the report are extensive and outline a wide range of action related to recruitment, retention, recognition and policy action. They address the multi-faceted scope of factors that impact teacher quality and present challenges for high need schools. It will take broad-based collaboration to achieve the desired results. As the Wisconsin Department of Public Instruction, along with other education partners, distributes this report, it is hoped that the recommendations will be advanced and generate collaboration for effective action.
