                              BOARD OF MANAGEMENT COMMITTEES

Background

Under Section 355 of the Local Government Act 1993 Council is able to delegate some of its functions
to a Board of Management Committee of Council.

Council has resolved to form Board of Management Committees to assist Council in the management
of its community facilities being the

    •   Bangalow A&I Hall, Station Street, Bangalow http://www.bangalowhall.com/ ; and
    •   Mullumbimby Civic Memorial Hall, 55 Dalley Street, Mullumbimby http://www.mullumcivic.com/

Responsibilities of each Board of Management Committee

•   To provide short and long-term strategic marketing direction for the Hall.
•   To maximise income and promote optimum usage of the Hall
•   To ensure compliance with council policies and all relevant legislation.
•   To provide recommendations to Council for function improvements and/or upgrades to the Hall,
•   To source and secure grant funding opportunities for Council’s consideration.
•   To plan and undertake fund raising activities as required.
•   To develop procedures for equity of access to the Hall for the local community.
•   To strive for a “break-even” or profitable annual financial position (after all operational, short and
    long-term maintenance, building insurance and paid venue coordinator costs).
•   In consultation with the Venue Coordinator:
    o care for and maintain the venue,
    o ensure the safety of the patrons, contractors, and volunteers of the Hall,
    o ensure compliance with Council’s adopted fees and charges, Occupational Health and Safety,
        Place of Public Entertainment, and other legislation relevant to the operations of the Venue.

Membership

The Board of Management membership will number not less than three (3) and not more than five (5)
members as appointed by Council including office bearers. Council reserves the right to appoint one of
its members to each Board of Management.

Qualifications and Selection Process

Whilst no particular qualifications are necessary, a commitment to the activities of the Board of
Management and a willingness to be actively involved in Board of Management issues is essential;
members are to be made up of people with experience in music promotion, theatre production, design,
marketing, event and conference organising, or technical specialists.

Term of Appointment

The term of appointment for Board of Management Committees is to align with the term of Council (ie
September 2012 Local Government Ordinary Elections) unless otherwise resolved by Council.

Each member on the Board is a volunteer position.

Code of Conduct

Byron Shire Council’s Code of Conduct sets the minimum requirements of conduct for council officials
in carrying out their functions see http://www.byron.nsw.gov.au/policies

Council will require you, if appointed as a member to a Board of Management, to comply with its
adopted Code of Conduct.

Insurance

Council has in place ‘Councillors and Officers Liability Insurance’. The terms of this insurance provide
that, among other things, coverage applies to ‘committee members of any special or advisory
committee established by the policyholder under the Local Government Act’.

Closing Date

Expressions of Interests to be a member on a Board of Management Committee must be received by
close of business on Friday 23 April 2010.
