SUBJECT: (All States Log Number P002-0035) Change in Military Education Requirement for
Promotion to the Grade of Rank of Chief Warrant Officer Four


1. Reference memorandum, NGB-ARH, dated 5 August 2002, SAB (see Enclosure #1).

2. Policy contained in Enclosure #1 is forwarded for your information. Effective immediately,
promotion packets under this policy received at this headquarters will contain evidence of
WOSC application “approval” or “waiting” status verification from ATARS. Completion of the
WOSC is required within 24 months from date of promotion to Chief Warrant Officer Four.

3. Particular attention should be made to paragraph 4, reference 1 above, in that a two-year
obligation is required upon completion of WOSC. Failure to comply with this requirement could
effect the highest grade at which retirement will be based upon. Individuals who cannot meet
this requirement for enrollment in WOSC may not be promoted to CW4.

4. This memorandum supersedes 1st Endorsement, DCS-PA-OMT, dated 15 September 2000,
subject: Interim Policy Guidance: Warrant Officers – Federal Recognition and Personnel
Actions (NGR 600-101). This memorandum will expire 31 July 2003 unless rescinded or
superseded.

MEMORANDUM FOR THE ADJUTANTS GENERAL OF ALL STATES, PUERTO RICO,
GUAM, THE US VIRGIN ISLANDS, AND THE COMMANDING GENERAL OF THE DISTRICT
OF COLUMBIA

SUBJECT: (All States Log Number P002-0035) Change in Military Education Requirements for
Promotion to the Grade of Rank of Chief Warrant Officer Four


1. References:

   a. National Guard Regulation (NGR) 600-101, Warrant Officers–Federal Recognition and
Related Personnel Actions, paragraph 7-9 and tables 7-1 and 7-2, 1 October 1996.

  b. Memorandum, NGB-ARZ-HRP-O, 13 March 2000, subject: Interim Policy Guidance:
Warrant Officers Federal Recognition and Personnel Actions (NGR 600-101).

2. As a result of the limited quotas available for the Warrant Officer Staff Course (WOSC),
effective immediately, all warrant officers in the grade of Chief Warrant Officer Three, with a
date of rank on or after 1 October 1995, may be conditionally promoted to the rank of CW4. As
a condition of the promotion, the Warrant Officer must complete the WOSC within two years of
their date of rank to CW4. Although promotion to CW4 may be made without the completion of
the WOSC prior to promotion, all other prerequisites identified in reference 1.a., remain in effect
for promotion.

3. This policy does not delete WOSC as a requirement for promotion to CW4, it does however,
allow a two-year period after the promotion effective date for each soldier promoted under this
policy to complete WOSC. Individuals conditionally promoted to CW4 must have an application
and be qualified to attend WOSC prior to promotion. Command emphasis must also be placed
on this requirement to ensure completion of WOSC remains a top priority for those individuals
conditionally promoted.

4. Individuals failing to complete WOSC within this two-year period will have their Federal
Recognition withdrawn thereby terminating their State appointment under paragraph 10-2a(16),
NGR 600-101. Withdrawal of the State appointment could affect the highest grade satisfactorily
held for retirement purpose. Paragraph 3-10k, AR 135-91 requires a two-year Ready Reserve
obligation for attendance at a service school. Therefore soldiers will not be conditionally
promoted if they cannot complete the two-year obligation prior to either voluntarily or involuntary
removal from the Ready Reserve.

5. Reference 1.b., reduced the Time in Grade (TIG) requirement from four years to three years,
which an individual in the grade of CW3 must meet prior to being eligible for enrollment in
WOSC. This memorandum is rescinded and the minimum TIG requirement will revert back to
four years as indicated in table 7-2, NGR 600-101.

6. To ensure individuals conditionally promoted, or those in the grade of CW3 with the most
TIG and eligible for promotion, receive the first available WOSC training quotas, the following
priorities of attendance are established. Additionally, those individuals most senior by date of
rank in each category below will be given priority within that category.

   a. Individuals conditionally promoted to CW4 who are in a valid CW4/CW5 TOE/TDA
positions.

   b. Individuals conditionally promoted to CW4 who are not in a valid CW4/CW5 TOE/TDA
positions.

   c. Individuals in the grade of CW3, with five years TIG and are assigned to a MTOE/TDA
position rank coded higher than their current grade.

   d. Individuals in the grade of CW3, with six years TIG and are assigned to a MTOE/TDA
position rank coded lower than their current grade.

   e. Individuals with four years TIG who are in a valid CW4/CW5 TOE/TDA positions.

   f. Individuals with four years TIG who are not in a valid CW4/CW5 TOE/TDA positions.

7. This memorandum will expire 31 July 2003, unless sooner rescinded, or superseded.
