					                    REPRESENTATIVE BYE LAWS
              PARRAMATTA AUBURN NETBALL ASSOCIATION
                     AMENDED DECEMBER 2007


1 MANAGEMENT OF REP
     1.1 All decisions pertaining to Representative teams shall be made by the
     Executive Committee and ratified by Council.

2 STATE LEAGUE TEAMS

       2.1 State League No 1 Team
       Nine to 12 players trying out are to be selected having regard to position, playing
       ability and the combination of positions as recommended by the Selectors. This
       is an ‘open Selection’ with no residence or any other qualifications required,
       although they must abide by the remainder of the Bye-laws from Inability to
       attend selections onwards.

       2.2 Remaining State League Teams
       Nine to 12 players in each team in descending order are to be selected having
       regard to Position, playing ability and the combination of positions as
       recommended by the selectors. Players must be a member of club within the
       Association and, as stated in annexure A1 to the by-laws, are required to fulfil a
       minimum commitment of six (6) events, in any combination, excluding those
       commitments LISTED IN BY-LAW 3.5(Opening Day, End of Year Presentation,
       Carnival BBQ)
       .
       2. 3 Night Inter-District
       Nine to 12 players in each team in descending order to be selected having
       regard to Position, playing ability and the combination of positions as
       recommended by the selectors. Players must be a registered member of PANA
       Association within the current year to be eligible for selection, unless being
       injured or illness prevented this, the previous year registration will be sufficient.

       2.4 Inability to Attend Selections
              a) No player will be considered for selection unless prior notification has
              been given to the Representative Convenor of special circumstances, e.g.
              injury/illness to be supported by a Medical certificate or if absent from the
              district (school camp, holidays) to be supported with appropriate
              documentation, except where application is made under Rep By-Law 3.2
              c).
              b) Where a player does not attend the selections, and that player believes
              that special or compassionate reasons prevented the player from
              attending, a written application may be made to the Executive Committee
              within 48 hours of team selections before teams are ratified. The
              reason(s) for non-attendance must be disclosed and include, where
              appropriate, relevant documentary evidence. The Executive Committee
              will decide if the player is permitted to be considered for selection.

       2.5 Paper Selections
              a) Applications must be received by the Representative Convenor by the
              advertised closing date and time.
              b) No late applications will be accepted, unless teams are not full

3 OFFICIALS/PLAYERS

       3.1 Applications by Officials
             a) Applications for representative Coaches, Assistant Coaches, Managers
             and Officials are to be submitted to the Secretary as requested and voted
             on by the executive committee and ratified by Council

       3.2 Eligibility of Players
                a) To be eligible for selection as an Association representative player, the
                following criteria are applicable:
For the No 1 State League team, no criteria apply. Where, in the opinion of selectors,
there are insufficient players of a standard for the relevant playing positions, the
selectors may recommend to the Executive Committee that invitations are extended to
selected players to ensure a team of appropriate standard is selected.
                        ii For the remainder of State League the player must be a current
                        registered member or a past registered member of a Club
                        affiliated with the Association, or become a registered member of
                        an affiliated club within the Association to be eligible for selection.
                        iii) For Night Inter-District the player must be a registered member
                        within the year of nomination or a past registered member if injury
                        or illness prevented them playing in that year of a Club affiliated
                        with the Association and/or have played in the preceding Winter
                        Competition or State League Competition, except where Rep By-
                        Law 3.2 c) applies.
                        iv) For 11 years Development Squads and State Age
                        Championships, the player must be a registered, playing member
                        of the Association, except where Rep By-Law 3.2 c) applies.
                        v) Unfinancial players are ineligible for selection.

               b) For State Championships, the player must be a current registered
               financial member or a past registered member up to 1 year for injury or
               illness of a Club affiliated with the Association, , except where Rep By-
               Law 3.2 c) applies. A selected player who is a past registered member of
               a Club affiliated with the Association must immediately become a
               registered financial member of the Association.
               c) New players who provide proof of moving into the district may be
               accepted into a squad prior to the selection of the team of nine to 12.
               d) For all teams, applications from Clubs on behalf of players will not be
               accepted.
               e) Any player withdrawing from a Representative team after final
               selection, without a reason acceptable to the Executive Committee, will
               not be considered for selection in the current and next calendar year’s
               teams. Appeals must be made in writing to the Executive Committee
               within one month of the decision to withdraw. The reasons for withdrawal
               must be disclosed and include, where appropriate, relevant documentary
               evidence. The Executive Committee will decide if the player is permitted
               to be considered for selection.

3.3 Players’ and Officials’ Responsibilities
       a) Every player selected, or Association Official appointed, to a
       representative team or squad must sign and abide by the Association's
       Representative Code of Conduct.
       b) Excluding NSW commitments, any representative player, coach or
       official must make written application to the Executive prior to agreeing to
       play, coach or officiate for another Association Contravention may result
       in your position within PANA being re-considered.
       c) If a current umpire's theory pass is not held, it is recommended that all
       players in representative teams sit for the theory exam in the year they
       are playing.

3.4 Levy for Players Selected into Junior Squads/State League
       a) All players selected in a Junior Squad or a State League team are
       required to pay a Levy in addition to their player registration fee. The
       payment of the levy is conditional to their selection and will be deducted
       from registration fees in that year.
       b) The amount of the levy will be determined each year by the Executive
       Committee. Part or all of this levy may be refunded if the player is not
       selected. Where a member cites financial hardship application can be
       made in writing to the Executive Committee to pay by instalments.
       c) The levy payable by senior players includes the cost for attendance at
       the Annual Representative Dinner.

3.5 Players’ and Officials’ Commitments
       a) All applicable representative players and Officials are required to be in
       attendance for the following Association events:
               1) Opening Day:
                       1.1 All junior representative players are required to march
                       in teams in their Club uniforms and all current State
                       League players are required to march in Representative
                       uniforms.
                       1.2) All representative Coaches, Managers and Officials
                       are required to march in the Association tracksuit.

                       1.3) A player may apply in writing to the Executive through
                       the Representative Convenor for exemption from
                       attendance at Opening Day, stating reasons in the
                       application.
               2) Players selected in State League teams are, where rostered,
               required to fulfill Association commitments as indicated plus
               attend the Parramatta Auburn Annual Representative Dinner.
               3) Attend a coaching clinic conducted by the Association (State
               League One players)
               4) Attend for duty at a designated barbecue,
               5) Attend a Netta function conducted by the Association (State
               League One players)

               6) Attend with team at umpires’ training camps or Level 1
               Accreditation courses, and/or
               7) Attend at least one other Representative commitment where at
               least four weeks’ notice has been given (State League One
               players)
               8) Where a Representative player misses 3 fitness sessions that
               player will be levied $20.00 per subsequent fitness session
               missed unless approved by the Representative Convenor.
               9) Representative players who are current Association
               representative Coaches, Assistant Coaches or Managers are
               exempt from Rep By-Law 3.5 3), but are still to comply with Rep
               By-Law 3.5 1) (attendance at Opening Day).
               10) Junior players are required to attend and give precedence and
               commitment to all representatives training, fitness sessions and
               competition matches over other sporting commitments.
               11) Senior players are required to obtain the prior approval of the
               coach for absence from any training, fitness or competition
               commitments.

3.6 Withdrawal of Players
       a) State. If a team subsequently drops below the original number ratified,
       Executive and Selectors have the option of calling back eligible and
       suitable players, providing the players concerned are willing to change
       teams. If a player does not wish to change teams, replacement players
       will be taken from the original squad, or, if there are no further suitable
       players, replacements may be selected by invitation through the
       Representative Convenor in conjunction with convenor of selections and
       ratified by executive
       b) State Age. If a team subsequently drops below the original number
       ratified, the Executive and Selectors have the option of selecting a
       replacement player from the original squad, or, if there are no further
       suitable players, replacements may be selected by invitation through the
       Representative Convenor in conjunction with convenor of selection and
       ratified by executive
       c) State League and Night Inter-District. When a player suffers a long-
       term injury during a season (recovery in excess of six weeks) or, for other
       reasons, is unable to continue to play for the remainder of the season,
       suitable player(s) may be drawn from the next lower grade. The reasons
       must be submitted in writing to the Executive Committee for ratification,
       along with supporting medical evidence if appropriate. If no suitable lower
       grade player(s) are available to draw from, player(s) are to be selected
       from original selections, or if there are not suitable further players,
       replacements may be selected by invitation through the Representative
       Convenor. Players returning from long-term injury must obtain a
       clearance from a qualified primary care person.

     3.7 Dismissal of Players and Officials
            a) Any player who contravenes the Association's Code of Conduct may
            on the application of the appropriate Coach to the Executive or at the
            discretion of the Executive, be dismissed from Representative
            commitments. Any player so dismissed retains the right of appeal but
            must do so in writing to the Executive within 48 hours of receipt of the
            written notification of dismissal. Any player who is dismissed from
            representative commitments will be ineligible for selection for the current
            and the next calendar year's teams
            b) Any Official who contravenes the Association's Code of Conduct may

            commitments. Any person so dismissed retains the right of appeal but

            c) Any member who violates Rep By-Law 3.5 b) by training or playing with
            another District Association without Executive Committee permission may
            be dismissed from the Association. Any person so dismissed retains the
            right of appeal but must do so in writing to the Executive within 48 hours
            of receipt of the written notification of dismissal.

4 TEAMS

     4.1 Teams to be Selected
            a) Teams are to be selected for State and State Age Championships as
            per ages set by Netball NSW.

     4.2 Ratification of Teams
            a) Once squads/teams are selected, Executive and Convenor of selectors
            are to meet and discuss if teams will continue on to compete at
            Championships and or State League/Night Inter-District. The Convenor of
            selectors is to present at the meeting an oral report on selection
            decisions. If unavailable a written report must be submitted.
            b) Criteria for teams to be entered in these events are standard of
            players, availability of coaches and availability of umpires.
            c) After selections all teams/squads are to be ratified by the Executive
            Committee before players are officially notified on website of their
            success or non-success.
            d) Notification of player details to Netball NSW for any representative
            event is to occur after players have been advised of their selection/non-
            selection and accepted their position via email.

     4.3 Disbanding Teams
     Representative teams are to be disbanded after State Age (except 15 & 14 years
     teams who continue to play in Association competition), State Championships,
     State League Grand Finals and Night Inter-District, unless specially called upon.

5 UNIFORMS

     5.1 Playing Uniforms
            a) The Association's playing uniform shall be ratified by Council on the
            recommendation of the Executive Committee

6 FINANCE

       6.1 All Officials are to be paid for out of pocket expenses as approved by the
       executive of the Association

       6.2 Player Registrations
              a) State League players and all Officials must be registered in the
              Association and charged the full registration fee appropriate to the Winter
              Competition.
              b) Night Inter-District players and Officials must be registered in the
              Association And charged the full registration fee appropriate to the Night
              Competition

       6.3 Accommodation Expenses and Subsidies
              a) When Championships are held necessitating overnight
              accommodation, bed only accommodation and a $30 per day subsidy
              towards meals and expenses for Executive Committee, Umpires,
              Coaches, Assistant Coaches and Managers is to be paid by the
              Association unless all expenses are part of a package.
              b) Coaches, Assistant Coaches, Managers, Umpires and Executive
              Committee Members who attend are to receive $15 per day subsidy at
              Championships when held in the Sydney Metropolitan area.

       6.4 Honoraria
             a) The honoraria to be paid to officials in recognition and expenses
             incurred will be determined by the Executive Committee on an annual
             basis.

       6.5 Travelling Expenses
       a) Appointed officials may, at the discretion of the Executive Committee, be
       reimbursed for money spent on petrol as per the Association scale. Such
       approvals will be considered on a case by case basis.

7 UMPIRES

       7.1 Nominations for umpires for State Age, State Championships and State
       League, stating days preferred, to be received in writing by a date set by Umpire
       Convenor.
       7.2 National, and selected District badged umpires for State/State Age teams
       participating at Carnivals is to be allocated by the Umpire Convenors. Managers
       or Coaches are to arrange umpires for Train On/Development Squad teams from
       the list of recommended umpires provided to Managers or Coaches by the
       Umpires Convenors.
       7.3 The Association Umpire Convenor is to submit umpires for State Age, State
       Championships, State League to Netball NSW.
       7.4 Clubs are to supply suitably qualified umpires for Representative selections
       as per other rostered duties.

                                          Annex A

PLAYERS, OFFICIALS and PARENTS REPRESENTATIVE CODE of CONDUCT
     1. I agree to abide by all Association Representative By-Laws and other
     regulations as set down by the Association including relevant policies of Netball
     NSW.

PLAYERS
     1. I agree to give priority to all Representative Netball commitments including
     attendance at nominated Association or Netball NSW events. Failure to do so
     can result in suspension or dismissal from a team.

       2. I agree to attend and undertake all skills training required by the coach, and to
       attend and undertake all fitness training sessions. Where injury prevents full
       participation in fitness and/or skills training activities, I agree to undertake an
       approved modified program and to supply required documentation where
       attesting to my injury. Failure to do so can result in suspension or dismissal from
       a team.

       3. I accept that it is my responsibility to notify the coach and fitness trainer if I
       suspect an injury may have occurred during training and to cease any activity
       until the injury has been appropriately assess and/or treated.

       4. I will notify the coach and/or the Representative Convenor in advance of any
       absences, stating reasons.

       5. I agree to accept the decisions of the coach as to their selection of the team to
       play in each match and to accept the directions of the Manager or other
       Association Official.

       6. I will participate in the Opening Day march past wearing Club uniform (Juniors)
       or Association tracksuit (Seniors) as directed by the Representative Convenor.

       7. I agree that all players and officials are required to wear the Association
       representative uniform at all Carnivals, Championships and State League
       commitments and on any other occasion as required by the Association. I
       acknowledge that the approved training uniform is not permitted on these
       occasions, apart from warming up/down for matches. I accept that the
       Representative Convenor has the authority to issue instructions on this matter.

       8. I will always be appropriately attired in approved Representative clothing when
       representing the Association and I am aware of the items that make up the
       Association Representative uniform for my age group/team.

       9. I understand that I am insured under the insurance scheme of Netball NSW
       and I am familiar with the provisions of this cover. I understand that I may take
       out additional insurance cover at my own expense.

PLAYERS, OFFICIALS and PARENTS (for players under 18 years of age)
     10. I accept and understand that I can be suspended or dismissed from any team
     if I am proven guilty of breaching the Code of Conduct relevant to my particular
     situation. For parents, the financial penalties outlined in the Association’s Code of
     Conduct may apply.

        11. I agree to refrain from smoking and/or consuming alcohol with the confines of
        players, the court and tent areas while Association and/or NSW events are in
        progress.

        12. I accept that my behavior should reflect the Association Players and/or
        Officials or Spectators Codes of Conduct. At all times I agree to uphold the
        dignity and good name of the Association and promote the game of Netball in
        NSW.
