CITY OF WHITEHORSE POSITION DESCRIPTION Project Engineer Classification: Band 6 Effective Date: Reports to: Design & Construction Coordinator Tenure: Full time Goal Statement To undertake functions related to the design and construction services for the City of Whitehorse to ensure that the design and construction of roads, drains, traffic management devices and a range of other civil engineering works are undertaken throughout the municipality are completed in a professional, timely and quality manner. Key Responsibilities Position Specific Responsibilities Scoping, design, estimating, consultation with the community and various authorities for a variety of projects in the roads, drainage, special charge schemes, parks, traffic management devices, underground power and car parks in accordance with the principle of Council’s Ecovision Strategy. Project management and administration of the various projects encompassing preparation of contract documentation, writing of Council and other reports, evaluation of contracts, supervision of works, processing of payments and all other associated duties with delivering a quality project Monitor and manage the budgets of the various projects assigned to the position Assist in the development of strategic advice to Council on asset management issues with infrastructure. Contribute to the development of a culture of quality, industry best practice and customer focus across the engineering team. Corporate Responsibilities Adherence to all Corporate Policies, Procedures and the Overarching Principles in the current Whitehorse City Council Collective Agreement. To understand and adhere to the Risk Management Policy (as it relates to the employees work area) and related procedures that are designed to minimise injury and/or loss to individuals, assets and equipment. Reporting of any matters that may impact on the safety of Council employees or citizens, assets and equipment. Authority Budget: Manage budgets on a project by project basis with assistance from the supervisor. Staff responsibility: Nil. Decision making: The position has a variety of industry standards that can be used or adapted to provide the best design and contract management solutions to a number of different problems. It is expected that the incumbent should be able to manage his own workload with minimal consultation with senior staff Key Relationships Liaises with residents, industry bodies, government agencies and a variety of staff, management and Councillors. Selection Criteria (Essential) Qualifications and experience Bachelor of Engineering Relevant experience in design and contract management of civil projects such as roads, drainage, parks, etc. Technology Experience in Microsoft suite of applications (word, excel, outlook, access), GIS systems, Experienced user of Autocad and Civilcad design packages Other technical skills and experience Experience in the development of forward works programs Contract management and administration skills are a necessity Excellent understanding of Occupational Health & Safety responsibilities Interpersonal Excellent written and verbal communication skills, ability to manage a variety of complex tasks concurrently, ability to gain cooperation and assistance from clients, members of the public and other staff members. Leadership/management: Having the skills required to influence and lead other staff in the organisation is well regarded.
