          COUNCIL BILL NO. 2006-029 - AN ORDINANCE authorizing the execution of a Lease
          Agreement by and between the City of Joplin, Missouri, and Toshiba America Information
          Systems, Inc., for the lease of certain photocopiers and related equipment; authorizing the
          City Manager to execute the same by and on behalf of the City of Joplin, Missouri.

          COUNCIL BILL NO. 2006-289 - AN ORDINANCE amending Ordinance No. 2004-256,
      Anyone wishing to address the Council should step to the Podium and state their name and address. If the matter
      is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting. Speaking time
      will be limited to five minutes.

      Sound enhancement units are available for hearing impaired customers. You will be asked to provide a form of

       COUNCIL BILL NO. 2006-033 -AN ORDINANCE authorizing the payment into the
       Circuit Court of Jasper County, Missouri, for the amount of the Commissioners’ Award and
       the Commissioners’ fees in the case styled City of Joplin, Missouri v. The Lamar Companies,
       et al, Case No. 05AO-CC00621, for the acquisition of private property by condemnation
       proceedings of property located generally at the intersection of 3rd Street and Rangeline, for
       the purpose of achieving the objectives of the North Park Crossing Tax Increment Financing
       Plan (“Redevelopment Plan”); and containing an emergency clause. Motion by Mr.
       Woolston, Second by Mr. Harrington, to Adopt Council Bill No. 2006- 033. Voting in

       for the demolition of structure(s) and clearing of lot area located at 1314 Central in the City
       of Joplin, Missouri, for the amount of Two Thousand Three Hundred Seventy Five and
       no/100 Dollars ($2,375.00); providing how the cost thereof shall be paid; how the assessment
       thereof shall be made; and containing an emergency clause. Motion by Mr. Shaw, Second
       by Mr. West, to Adopt Council Bill No. 2006170. Voting in favor were Council

       the City of Joplin, Missouri; providing how the cost shall be made and levied, and containing

       COUNCIL BILL NO. 2006-173 - AN ORDINANCE approving the contract with Polston

       and 40/100 Dollars ($116,955.40) for the Crossroads Industrial Park Sewer Expansion, in the
       City of Joplin, Missouri, providing how the cost shall be paid; and containing an emergency

       AMENDED COUNCIL BILL NO. 2004-660 - AN ORDINANCE approving                           the
       Redevelopment Project for Parcel A of the 1717 Market Place Tax Increment Financing Plan
       and adopting Tax Increment Financing therein. Motion by Mr. Harrington, Second by
       Mr. Shaw, to Pass Council Bill No. 2004-660 on First Reading and Advance to Second
       and Third Reading. Voting in favor were Council Members: Colbert-Kean, Glaze,
       Harrington, Russell, Shaw, Stinnett, Tupper, West and Woolston, 9. Absent: 0.

        COUNCIL BILL NO. 2006-457 - AN ORDINANCE amending Article III., Contractors, of
       Chapter 26, Buildings and Building Regulations, of the Joplin City Code by enacting a new
       section, Section 26-68, Soil testing for lead prior to building permit issuance in designated
       areas. Motion by Mr. Stinnett, Second by Mr. Harrington, to Pass Council Bill No.
       2006-457 on First Reading and Advance to Second and Third Reading. Voting in favor
       were Council Members: Colbert-Kean, Glaze, Harrington, Russell, Shaw, Stinnett,
       Tupper, West and Woolston, 9. Absent: 0.

        COUNCIL BILL NO. 2006-458 - AN ORDINANCE approving a Memorandum of
       Understanding between the City of Joplin and the County of Jasper outlining new building
       permit issuance procedures related to the Jasper County Environmental Contamination
       Ordinance. Motion by Mr. Harrington, Second by Mr. Shaw, to Pass Council Bill No.
       2006-458 on First Reading and Advance to Second and Third Reading. Voting in favor
       were Council Members: Colbert-Kean, Glaze, Harrington, Russell, Shaw, Stinnett,
       Tupper, West and Woolston, 9. Absent: 0.

       Vote to declare the city surplus property for city auction. Motion by Mr. West, Second by
       Mr. Harrington to approve surplus property. Voting in favor were Council Members:
       Colbert-Kean, Glaze, Harrington, Russell, Shaw, Stinnett, Tupper, West and Woolston,
       9. Absent: 0.
       Appointments to Boards and Commissions:
       Solid Waste Advisory Board: James Herron
       Motion by Mr. Russell, Second by Mr. Harrington to approve the appointment to the
       boards and commissions. Voting in favor were Council Members: Colbert-Kean,
       Glaze, Harrington, Russell, Shaw, Stinnett, Tupper, West and Woolston, 9. Absent: 0.
       Mayor Tupper passed the gavel to Mayor Pro-Tem Shaw.
       Ethics investigation report from Howard Wright. – Mr. Wright presented his findings as to
       any ethics violation of Mayor Tupper. Mr. Glaze made a motion for a vote of
       confidence in the Mayor which was seconded by Mr. Stinnett. After discussion the
       motion was withdrawn by Mr. Glaze. Mr. West made a motion of formal censure of
       the mayor; hearing no second, Mayor Pro tem Shaw declared the motion died for a lack
       of second. No further action was taken.
        Vote to go into closed session, which shall pertain to the hiring, firing, disciplining, or
       promotion of an employee or particular employees of a governmental body involving
       personal information as set forth in Section 610.021(3) RSMo, as amended, 2005, more
       specifically for the purpose of evaluating certain Council employees. This meeting, record,
       and vote to be closed to the extent provided by law. The City Council shall adjourn at the end
       of the session. Motion by Mr. Stinnett, Second by Mr. Harrington, to go into closed
       session. Voting in favor were Council Members: Colbert-Kean, Glaze, Harrington,
       Russell, Shaw, Stinnett, Tupper, West and Woolston, 9. Absent: 0.
