Good afternoon. Ladies and Gentelmen, we had very fruitful discussions
in the past two meetings. This ECM should be very easy. Now let me
handover the meeting to Dr. Wang.

6-3 Membership Subcommittee Report
Conclusion:
6-3-1 The proposal for Making a Membership Increase Plan proposed by
JSCE is discussed. (Attachment 6-3)
6-3-2 Chairman Chern and the Membership Subcommittee shall
coordinate the member societies to set up and implement strategy
for increasing new members.
6-4 Subcommittee on ACECC Awards Report (Revised by JSCE on July
31, 2006, Attachment 6-4)
Conclusion:
6-4-1 The Proposal for Subcommittee on ACECC Awards is approved
under the condition that it shall be revised on the principle that
there are two categories of the awards, award for achievement and
award for technology. The number of award for achievement is up to

three. The number of award for technology is up to five. The award
shall be given every three years at CECAR.
6-4-2 The Schedule of the Subcommittee on ACECC Awards shall be
revised to meet the deadline for decision of the awardees in 14th
ECM in January 2007.

6-5 Proposal of ACECC e-publications Subcommittee(Revised by JSCE on
July 31, 2006, Attachment 6-5)
Conclusion:
6-5-1 Proposal of ACECC e-Publications is approved under the condition
that some wordings be revised, like “paper” be replaced by
“publication”. e-Publications subcommittee shall be responsible for
the revision of the proposal.
6-5-2 All reference to paper should be replaced by publication.
6-5-3 English translation of published papers with copyright released by
the author.
6-6 Proposal of Operational Tasks Subcommittee(Attachment 6-6)
Conclusion: Proposal of Operational Tasks Subcommittee on Expert
Resource Pool is approved. The member societies shall offer the
information of expert resource to KSCE within two months, with
supports of each member society.
6-7 Issues of WFEO and WCCE
Conclusion:
6-7-1 Stick to the previous conclusion that ACECC shall not join WCCE.
6-7-2 Collect more information on WFEO and discuss this issue in the
next meeting.

PICE has confirmed to host the 14th ECM in Cebu City, Phillippine on
January 18-19, 2007.
Meanwhile, the proposed ACECC Forum on Disaster Mitigation which will
be organized by PICE will be held on January 18, 2007 in Cebu too.
The tentative schedule proposed by PICE is as following;

Proposal for Making a Membership Increase Plan
– aiming at further expansion of the ACECC network.
Proposed by JSCE June 7,2006
Purpose: Expansion of the ACECC Membership
In Asia, some nations have a civil engineering society/institution
independently, while others have an engineering society/institution to which civil
engineers belong. In such nations, since all of the engineers in all fields, not
only civil engineers, belong to the engineering society/institution, they have
reservations to participate in ACECC that is a civil engineers‟ organization.
In order to establish stronger cooperative relationships with more civil
engineering organizations, we need to lay out a plan to facilitate us inviting
those engineering societies/institutions to join ACECC, and expand the network
of civil engineers in Asia.
Proposal: Planning Measures for ACECC Membership Increase
It is proposed that some measures for ACECC membership increase be
planned. To give some ideas, membership dues should be reduced in
proportion to the number of the civil engineers who belong to the
society/institution, or simply reduced by 50%.
Target: Let‟s make the number of membership two-digit!
Numerical target: Make the number of membership more than 10 by

CODE OF AWARDING
Subcommittee on ACECC Awards
Awarding Subcommittee
[General Rule]
Article 1 - The bylaws stipulated herein provide the rules for nomination of ACECC
Award candidates and selection of awardees.
Article 2 - For selection of ACECC Award nominees and awardees, a Subcommittee on
ACECC Awards shall be established by the ACECC Planning Committee and its
responsibilities shall be determined as follows;
(1) The Subcommittee on ACECC Awards shall select ACECC recommended
awardees from the nominees submitted by ACECC member
societies/institutions.
(2) The Subcommittee on ACECC Awards shall report its selection of
recommended awardees to the Planning Committee.
(3) The decision of the Planning Committee shall be submitted to the Executive
Committee of ACECC for ratification.
[Organization]
Article 3 - The Subcommittee on ACECC Awards shall be responsible to the Planning
Committee and shall consist of no more than one representative from each
ACECC member society.
Article 4 – The Chair of the Subcommittee on ACECC shall be chosen by the members
of the subcommittee by simple majority vote.
[Award Categories]
Article 5 – ACECC Awards shall be presented to the following project(s) and person(s)
that are admitted to be qualified for receiving the Awards.
(1) Award for a project of Outstanding Civil Engineering Achievement
(2) Award for International Contribution by an Individual

[Award for Outstanding Civil Engineering Achievement]
Article 6 – The Award for Outstanding Civil Engineering Achievement shall be granted
to a project, which, in principle has been accomplished in the past three years and
is judged to have achieved a remarkable contribution to the progress of civil
engineering and development within Asia.
Article 7 – The Award for Outstanding Civil Engineering Achievement will honor and
recognize the efforts made by all those engineers who worked for the project. The
person who is registered in the Nomination Form as the “Project Representative”
shall receive the award on behalf of the project.
[Award for International Contribution by an Individual]
Article 8 - The Award for International Contribution by an Individual shall be granted to
a person belonging to a member society of ACECC who has made a significant
contribution to the progress of international civil engineering or to the development
of social infrastructure, and who has gained recognition for that contribution from
the community for which he/she worked.
[Calling for Nominee Recommendations]
Article 9 - Calling for ACECC Award nominees shall be announced within each
economy at the discretion of the local ACECC Member Society.
Article 10 – A Member Society can nominate only one project and one person for the
above stipulated awards.
Article 11 – The Letter of recommendation for the Outstanding Civil Engineering
Achievement shall provide the information on (1) the outline of the project, (2) the
name of the project representative, (3) photographs, (4) reason for
recommendation, and (5) project reports or articles in journals or magazines, if
any.
Article 12 - The Letter of recommendation for the Award for International Contribution
by an Individual shall provide the information on (1) the nominee‟s profile, (2)
reason for recommendation, and (3) presented paper(s) authored by the nominee,
if any.

Article 13 - A nomination must be made using the “Nomination Form” adopted by the
Subcommittee for the purpose including a letter of recommendation for the
nominated person or project.
Article 14 – The Chair of the Subcommittee shall encourage communication among
committee members by any means in the course of selection of the recommended
awardees.
[Decision of the Awardees, Timing and Way of Award Presentation]
Article 15 - The Subcommittee on Awards shall select recommended awardees by
majority vote and report the result to the Planning Committee for its approval to
report to the Executive Committee. Voting may be by electronic communication
without any requirement for attendance at a meeting.
Article 16 - The Executive Committee shall decide the awardees by majority vote.
Article 17 - Awards shall be granted to no more than five projects and three persons at
any one time.
Article 18 - Commendation of ACECC Awards shall be conducted once every three
years coinciding with the CECAR by presenting Award certificates and plaques to
the awardees during that event.
[Funding]
Article 19 - The cost for the Award certificate and plaques shall be borne by the Local
Organising Committee for the CECAR at which the awards are presented.
[Supplementary Provision]
Article 20 - These bylaws are subject to change by the decision of the Executive
Committee.

1. About ACECC
The Asian Civil Engineering Coordinating Council (ACECC) is an organization which was
established in 1999 by five civil engineering societies/institutions: the American Society of Civil
Engineers (ASCE), the Chinese Institute of Civil and Hydraulic Engineering (CICHE), the Japan Society
of Civil Engineers (JSCE), the Korean Society of Civil Engineers (KSCE) and the Philippine Institute of
Civil Engineers (PICE), aiming at sustainable development of infrastructure in the Asian region.
Subsequently the Vietnam Federation of Civil Engineering Associations (VIFCEA), Engineers Australia
(EA), and Mongolian Association of Civil Engineers (MACE) joined and, with those civil engineering
societies/institutions of eight countries, ACECC is now trying to invite other Asian countries.
ACECC organizes a conference that is called the Civil Engineering Conference in the Asian
Region (CECAR) once in three years, in order to provide all the experts in the civil engineering
profession an opportunity to discover some of the most important innovations in civil engineering
technology and R&D, and advance integrated discussions on the infrastructure development in the Asian
region. The CECAR conferences were held in Manila in 1998, Tokyo in 2001, and in Seoul, in 2004.
Approximately 1,000 engineers from all over the world participated in the Seoul Conference (3 rd
CECAR). The 4th CECAR is going to be held on June 25-28, 2007, in Taipei.

2. The outline of the workshop
As part of activities of the above-mentioned ACECC, the importance of mutual coordination on
creating codes to be used in common in Asia has been discussed, and JSCE has been taking initiative for
working on the possible measures. While codes like ISO and Eurocodes are being formulated from a
global perspective, a lot of codes such as in the fields of concrete, geotechnical and seismic engineering
are being transmitted to the world from Asian countries. Under these circumstances, we would like to

hold “Workshop on Harmonization of Design Codes in the Asian Region (provisional)”, for the purpose
of mutually sharing the information and having discussions on international strategy by the
engineers/researchers who are working on code formulations in different areas in civil engineering

Objectives
The purpose of this Expert Resource Pool is to establish the useful resources that
list experts of the technical committees in Asia Region. This Expert Resource Pool
will be useful to all ACECC members and civil engineers in improving the
communication and to form professional ties.
In order to make the Expert Resource Pool successful, it is essential for the
Operational Task Sub-committee members to participate in gathering information
on their Societies' technical committee expert resource pool.
Procedure
Please create the Expert Resource Pool that lists the name of chairmen who are in
charge of the Society's Technical Committees. KSCE Expert Resource Pool (please
see the attachment) lists KSCE Technical Committees, the name of chairman for
each of the Technical Committees, contact number, and email address.
KSCE is planning to create the database for the Expert Resource Pool on
http://www.ksce.or.kr in the future. Until then, Operational Task Sub-committee
members are encouraged to submit the Expert Resource Pool by email at
eson@ksce.or.kr

Report of Technical Coordinating Committee (TCC)
Period of Report: October 2005 to June 2006
Activities of TCC:
Outstanding business – Three TC proposals were conditionally approved in LA in
October 2005; namely, the TC on the Mekong Delta (by JSCE), the TC on
Tsunami (by JSCE), and the TC on Sustainable Development (by CICHE). On the
recommendations of the TCC, updated proposals from the respective TC‟s were
subsequently submitted and have been transmitted to the members of the TCC
for review and final approval. Thus far, however, no further actions have been
taken.
A fourth TC proposal by PICE on Disaster Mitigation and Preparedness was
deferred for further action, with the recommendation to resubmit the proposal
with a reduced scope. No new proposal for this TC has been received from
PICE.
Details of the TCC actions taken on each of the above TC proposals are described in
st
the minutes of the 1 TCC meeting held in LA in October 2005.
New business -- A TC proposal on Quantitative Risk Assessment (by ASCE) has been
submitted to the Secretariat, with copies to the members of TCC for review and
suggestions. The main task of this TC is the organization of a workshop/tutorial
during the CECAR4 in Taipei in June 2007. Participations by other members of
ACECC in the activities of this TC are being solicited.

Proposal of ACECC Technical Committee on
“Inter-regional Cooperation for Great Mekong
Sub-region”

The great success of the Special Forum 1 „Great Mekong Sub-region‟ organized by Prof.

Kusakabe at the 3 CECAR has made us realize the strong interest of ACECC on this topic and
the necessity to keep fruitful discussion for the sustainable development of the GMS: Great
Mekong Sub-region. Thus JSCE proposes to establish a new TC on “Inter-regional Cooperation
for Great Mekong Sub-region”.
GMS consists of Cambodia, Lao PDR, Myanmar, Thailand, Vietnam, and China (Yunnan
Province). There are a number of issues to be discussed, such as environment, water resources,
infrastructure development, and so on.
As for the operation of the TC, JSCE will propose the TC members based on the suggestion by
Prof. Kusakabe. In the GMS, only the VIFCEA is the member of ACECC. Therefore, the
proposed TC needs to invite new members from non-ACECC member societies / institutes.

Proposal of policy to accept non-members to join
ACECC activities
Related to
Technical Committee on Development of the Great Mekong Sub-region
Japan Society of Civil Engineers
In the last 10th ECM, JSCE has proposed a new Technical Committee on
“Inter-regional Cooperation for Great Mekong Sub-region”. It was agreed
that preparing a policy to accept non-members to join ACECC activities is
required beforehand.
Since the last ECM, possible chair, Prof. Kusakabe, has been discussing
with candidates of possible TC members in Thailand, Cambodia, and Laos,
for the preparation of the TC, and has found that starting activities at the
earlier stage would result in more effective activities and fruitful discussions.
JSCE would like to propose the following policy to accept non-members to
join ACECC activities when:
1) it is deemed necessary in order to achieve ACECC objectives, and
2) it is deemed to lead to obtaining new ACECC memberships in the future.
On the above conditions, JSCE would like to request PC to approve the
launch of the TC activities with acceptance of non-members.

Proposal of Technical Committee on the Sumatra
Offshore Earthquake and the Indian Ocean Tsunami

Through the debrief session on the “Sumatra Offshore Earthquake and the Indian Ocean

Tsunami” and the subsequent discussions on the occasion of the 11 Executive Committee
Meeting, the importance of the role of ACECC was highly recognized. This is a proposal to
establish a technical committee as described below, with the purpose of collecting information
and exchanging opinions for tsunami disaster mitigation, and transmit the information to the
world by the cooperation of ACECC members and the disaster affected nations.
1. Committee Organization
1) Chair: Prof. Fumihiko IMAMURA (Tohoku University, JSCE)
2) Sub-committees: Since this area has so many diversified fields to
be studied, such as tsunami education, early warning system, damage
investigation and so on, some sub-committees shall be organized as
needed.
3) Committee members: In order to make the TC activity successful, it is essential to have
participation of affected countries in addition to the ACECC members.
2. Duration of the Committee‟s activity
After the approval of the ACECC Executive Committee Meeting until the end of June,

4. The activity for each term of references shall be carried out as follows.
(1) To collect and provide information concerning the Sumatra Offshore Earthquake and the
Indian Ocean Tsunami.
Rather than the earthquake motion itself, the information centering on the following
points focusing on the tsunami and its damage, which is useful for affected countries,
shall be collected, selected, and posted on the website in English.
· The information on the investigation results obtained from the ACECC members‟
activities.
· The experience of developed countries in terms of tsunami disaster
prevention like Japan and the USA, and the information on the
prevention system.
· The information on education for tsunami disaster preparedness.
· The information on the experts in the area of tsunami and earthquake prevention.
(2) To hold workshops for the purpose of exchanging mutual information.
· To put a crown of ACECC on the workshops and symposiums on tsunami to be
held among ACECC members with the following conditions noted: 1) it should be
conducted in English, 2) A notice of meeting should be sent to each ACECC
member society and each society can have an opportunity to give a presentation if
she wants.
· To hold workshops of ACECC‟s own.
· To plan a special issue on tsunami in the e-journal.

(3) To hold a forum as summarization of the activity result (4 CECAR).

· To hold a forum at the 4 CECAR to report the TC activity. An arrangement to
encourage the participation of affected countries shall be started as soon as
possible.
(4) To transmit proposals for tsunami disaster prevention to the world
· To transmit our proposals as the summarization of the above mentioned forum to

(5) To encourage education for tsunami disaster preparedness.
· To translate the videos and animation for tsunami disaster preparedness into
English and distribute them to the world.

1) ACECC is requested to bear the minimum expense necessary for the activity to
support holding ACECC workshops and encourage the education for tsunami
disaster preparedness.

2) Participation of the tsunami affected countries is absolutely essential for the 4

on the Sustainable Development of Civil Engineering

Chinese Institute of Civil and Hydraulic Engineering
By nature, Civil Engineering deals with public service in our society, i.e., civil engineers design
structures, plan land use, build roads, buildings and bridges, construct water reservoirs, handle
water supply and wastewater treatment; all these functions are to ensure safety and comfort in
our daily life. In the final analysis, civil engineers attempt to improve the quality of life for all
citizens.
Of course, sustainable development involves the entire sector in all levels in our society, from
government to industry to individual, as well as from nation to nation. The role of engineers is
of importance because they implement the policies made by decision makers. However, in this
proposal, the role of civil engineers in conjunction with the sustainable development is
addressed.
If one can understand the simple concept of sustainable development (development which
meets the needs of the present without compromising the ability of future generations to meet
their own needs), one can simply incorporate sustainable development into the Civil
Engineering field. For example, the use of raw materials should be minimized, energy reduced,
design of public works (reservoirs, airport, bridges and roads, etc.) adequate, water supply safe,
pollutant discharge reduced, roads/bridges long lasting, a smart community promoted,
transportation convenient, flood control adequate, response for natural disasters (e.g.,
earthquake and flood) rapid, and infrastructure sound and environmental friendly. These
efforts all lead to sustainability in our society.
To that end, we emphasize the education and information exchange of the sustainability
experience in Civil Engineering. Thus, a technical committee to address this concern was
established within the consensus of the Chinese Institute of Civil and Hydraulic Engineering.
The specific objectives are to: (1) increase public awareness of sustainable development within
the Civil Engineering field; (2) interact with other professional societies, particularly the Chinese
Institute of Environmental Engineering for cooperation; (3) collect relevant information for
sustainable development within the Civil Engineering field; and (4) formulate Civil Engineering
curriculum for sustainability.

Consequently, four (4) subcommittees will be formed to address each of these four objectives.
Furthermore, three major themes will be emphasized in each subcommittee: (1) Water
Environment including water resource protection, water use, wastewater treatment and water
reuse; (2) Transportation including green transportation, mass rapid transit system,
transportation energy and pollutant emission; and (3) Construction Materials including
resource reuse (e.g., fly ash and disposed construction materials).
In consultation with the Executive Committee, ACECC, the formation, goal and function of
different committees may be revised.
1. Committee Organization
Technical Committee
The committee is charged to oversee the activities of all subcommittees and at the end
summarize the findings from each subcommittee. Since some activities of the
subcommittees are intertwined, it is important for the technical committee to identify the
main goal for each subcommittee.
The committee is chaired by Alan Cheng-Fang LIN, Graduate Institute of Environmental
Engineering, National Taiwan University.
Subcommittee - Public Awareness:
The subcommittee is charged to provide means and Identify methods to emphasize the
role of Civil Engineers in sustainable development. Public in general and practicing
Civil Engineers as well as Civil Engineering students in particular should be aware the
important role of civil engineers in the sustainable development.
Subcommittee – Interaction with other Professional Societies:
The subcommittee is charged to interact with other professional societies for input and
cooperation to enhance the role of Civil Engineers in sustainable development.
Subcommittee - Information Collection and Exchange:
The subcommittee is charged to collect relevant information about the role of civil

engineers in sustainable development. In particular, what is the role of civil engineers
in conjunction with other engineers in sustainable development? For example, how is
Sustainable Engineering? What are other
Civil Engineering incorporated into
Civil Engineer(ing) societies (Associations) doing with the sustainable
development? What types of curriculum have other Civil Engineering
Departments (Schools) incorporated or plan to incorporate for
sustainable development for civil engineers?
Subcommittee - Education:
This is the main part of our Technical Committee. The conventional curriculum may
not be applicable. One needs to develop a new set of curriculum, as well as a new
way of thinking in conducting classes. For example, class materials should cover
relevant parts of design and materials as well as construction in Civil Engineering in
relation to sustainability. The introduction and inclusion of sustainability in all classes is

the 1 step to achieve the noble goal of sustainable development. In each class, the
instructor should cover the implication of his/her lecture to sustainable development.
Freshman (or senior) students in civil engineering should design a project emphasizing
in sustainable development.
The importance of engineering ethics, resource recycle/reuse and ecology and
environment restoration should also be emphasized.
2. Committee Activities
The main function of each committee/subcommittee is stated above. The
tasks/activities to achieve its goal are in the discretion of each subcommittee. Each
subcommittee, however, should report to Technical Committee its finding twice annually.
Technical Committee, in turn, shall submit the report to the Chair of the TCC and
general secretary of the ACECC before the Executive Committee meeting.
A workshop (such as forum at the CECAR) may be appropriate for the Technical
Committee to disassemble results to all interested parties.
3. Committee Tasks in 2006 and 2007

Three tasks are proposed:
(1). In collaboration with MACE, it is proposed to hold a Workshop in
June 16, 2006 in Ulaanbaatar, Mongolia to discuss three topics: (1) energy
saving; (2) water resource; and (3) disaster protection. Three representatives,
each from JACE (Japan), KACE (Korea) and CICHE (Taiwan), will be invited for
leading to address each of these three topics. See the attached proposal for
details.

(2). During the 4 CECAR to be held in Taiwan in 2007, a Forum will be established
to redefine the mission and vision of our four subcommittees in general and
future tasks to be completed for each subcommittee in particular.

(3). During the 4 CECAR to be held in Taiwan in 2007, a Declaration on the
“Sustainable Development of Civil Engineering” will be signed in the
ACECC summit meeting. This committee will help to propose the draft of the
Declaration.
4. Duration of Committee Activities
The duration of the Committee/subcommittees defined above should begin from the

approval of this proposal to the end of 4 CEACR.
4. Funding Sources
The proposal will be submitted for National Science Council of ROC and private
enterprises and foundations for possible funding.

Proposal to form Technical Committee on Quantitative Risk Assessment
Technology
1. Name of TC: Technical Committee on Quantitative Risk Assessment Technology
Purpose of TC: To introduce and promulgate the use of quantitative risk assessment
technology in civil engineering world wide, with emphasis on the
formulation of intelligent and risk-informed decisions for natural
hazard mitigation and disaster reduction.
2. Organization:
Sponsoring member society – ASCE (through IAC and CDRM)
Participating member societies (expected) – CICHE, JSCE, EA, KSCE
3. Operational Details:
Duration – 2 to 3 years
Funding Sources – primarily from ASCE, with possible contributions from other
ACECC members
Method and Frequency of Meetings – Organizational meetings within ASCE;
otherwise all communications through emails.
Actual Tasks – The main task of the proposed TC is the development of a
workshop (with tutorial) on Quantitative Risk Assessment for
Natural Hazard Mitigation to be held in Taipei as part of, or in
conjunction with, the CECAR4. ASCE will contribute several
instructors/lecturers to the Workshop. Other ACECC members
will be invited to contribute instructors/lecturers. A task
committee of the Council on Disaster and Risk Management
(CDRM) of the ASCE has been form to initiate the necessary
tasks.
4. Expected Outcomes:
The main result expected of the TC will be the organization of the workshop duri
