Background

The Financial Services Authority (FSA) is an independent, non-governmental body, with statutory powers from the
Financial Services and Markets Act 2000, to regulate the financial services industry in the UK.

Role

The successful candidate will lead the Planning Business Partnering team and play a key role in driving FSA’s
strategic business planning activity across the business.

In collaboration with business partners and colleagues in the Finance division, the candidate will also:

      Lead the planning round across the FSA;
      Deliver expert insight and analysis to the Business Unit senior management teams;
      Challenge the business to ensure the FSA's resources are used as efficiently and effectively as possible;
      Respond flexibly and innovatively to ad-hoc business queries and requests;
      Have overall responsibility for the initiation and management of the strategic business planning round in line
       with organisational strategic objectives, forming part of the Centralised Planning Management Team.

Responsibilities

Drive business planning activity at organisational level:
 Design and implement the business planning execution process, ensuring a risk-based approach is adopted,
    appropriate decisions and actions are made over time and progress can be measured;
 Lead on drafting a detailed work-plan and timetable for the FSA business planning round, idendifying project
    crunch points and forward planning ensuring three year plans are attended;
 Oversight of the end-to-end planning process and close coordination among different stakeholders of the
    planning round, ensuring liaison with Finance.

Division, Chiefs of Staff and Executive Office:
 Lead on cascading and translating strategy and key priorities from Executive Committee (ExCo), and ensuring
    consistency of business plans with FSA strategic priorities and budget financial parameters;
 Leadership role in consolidating unit Business Plans in the FSA Business Plan, and incorporating ExCo
    feedback ready for final sign-off;
 Leadership role in preparing and presenting materials in support of Executive and BU level update meetings;
 Responsibility to co-ordinate BU inputs on cross-BU programmes.

Lead on monitoring performance and driving continuous improvement:
 Develop management information to stimulate discussion and enable the monitoring of the Business Plan
   execution;
 Attend BU Planning committee meetings to steer planning round evolution, and quarterly meetings to steer BU
   Business Plan progress update;
 Lead and coordinate the Business Performance Reviews, ensuring this takes place in line with corporate
   deadlines;
 Proactively identify opportunities to add value within and beyond the scope of formal Planning Round.

Proactive relationship management & cross-team working:
 Proactively and regularly engage with the Executive Office to understand the FSA's strategic priorities and
   plans, ensuring an in-depth knowledge is gained and maintained;
 Build strong relationships with all Chiefs of Staff, ensuring an understanding of BU-level priorities, working
   together to consolidate their plans into an overall plan;
 Work in partnership with the Finance Business Partner who has responsibility for managing the budget
   financials to ensure joined up delivery at both Executive and BU levels;
 Work with other members of Strategy, Planning and Performance, Finance, HR and Risk to find new or better
   ways of managing resources.

People management and leadership:
Lead, manage and develop the planning team to ensure they deliver to the quality and behavioural standards
required through:
 Aspiring to a high performance culture, with team members having clear objectives;
 Providing regular feedback on performance, effectively managing high and low performers;
 Actively coaching and developing staff.

Person Specification

      Proven experience of leading a team, managing performance, supporting development and driving high
       performance;
      Strong track record of successfully initiating and executing strategic planning and performance measurement
       activity;
      Proven ability to quickly and proactively gain an in-depth understanding of business objectives and initiatives
       both at an organisational and strategic level and the impact of these on planning and resource issues;
      Ability to apply own understanding of the business, and of policy and financial issues to guide business
       planning activity, and to exploit business opportunities and manage change and improvement initiatives;
      Ability to think and plan at a strategic level, including proactively keeping up to date with external and
       organisational changes, making robust recommendations based on a good understanding of an organisation's
       strategic priorities;
      Proven experience of managing and leading programmes of work at an organisational level, utilising a range of
       project management techniques to deliver complex projects in partnership with multiple stakeholders;
      Experience of working with multiple stakeholders and managing people directly and indirectly, with the ability to
       work within a complex environment in which judgement, confidentiality and discretion have to be exercised;
      Strong analytical and problem-solving skills with the ability to think innovatively and deliver pragmatic solutions;
      Proven ability to work independently, and a successful track record of taking personal accountability;
      Proven ability to work collaboratively with others, ensuring knowledge is shared and common organisational
       goals are achieved;
      Ability to be flexible in response to changing priorities;
      Strong written and oral communication skills;
      Ability to adapt communication to the needs of the audience and challenge senior stakeholders;

      Computer literacy with well developed skills in Excel, Word and PowerPoint;
      Must be numerate, and able to demonstrate sound numerical and financial reasoning ability.

Please note: This is initially an "acting" role covering maternity leave and subject to review as at 31 March 2011.

Salary

Candidates wishing to join on Secondment:
It is expected that the candidate will retain their current salary and their home organisation’s terms and conditions.
A contribution of up to £78k (total) will be offered by FSA.

Candidates wishing to join on Fixed-term:
Candidates will be offered a salary of up to £78K and will be offered a contract based on FSA’s terms and
conditions.
