              POLICY STATEMENT

              All content made available via the DEET corporate web presence is to be:

                 •   In accord with Australian Government and Northern Territory legislation and
                     policy and DEET business imperatives
                 •   Approved in accordance with delegations
                 •   Displayed in accordance with corporate presentation protocols
                 •   Current
                 •   Accurate
                 •   User friendly

              DEET web content management is to comply with relevant legislation, codes of
              practice and technical standards.

              CONTEXT

              The DEET Chief Executive is the owner of the DEET web presence. With the
              increasing use of the web to provide information, resources and services, the Chief
              Executive has assigned content management responsibilities to ensure that:

                 •   Users do not suffer loss as a consequence of acting upon incorrect or outdated
                     information;
                 •   DEET’s reputation and corporate branding is promoted through accessible, well
                     designed and displayed web content;
                 •   Controversy caused by the release of untimely, unauthorized, inaccurate or
                     inappropriate information is avoided;
                 •   Target audiences’ needs are met;
                 •   Staff productivity and morale is enhanced by easy access to information ;
                 •   Content archiving complies with the Northern Territory’s Information Act 2002.

              DEFINITIONS

              Internet web presence: refers to DEET websites and web content accessible to the
              general public via the World Wide Web.

              Intranet web presence: refers to DEET websites and web content intended for the
              Department’s internal audience only.

              Web presence: refers to the Department’s combined internet and intranet web
              presence.

              Corporate web presence: refers to those DEET websites that are not wholly and
              solely related to the day-to-day business of schools.

              Content: refers to written (including hyperlinks), graphic and multimedia material
              produced in an electronic format.

              Content Management: refers to the process of ensuring that content is authorised,
              accessible, current, accurate and well presented. This also encompasses the
              structured storage of content and its efficient on-forwarding for archiving.

              Publishing: refers to providing access to content via a website.

              DEET Web Content Review Process: refers to the formal document defining the
              process and parameters for maintaining currency and accuracy of DEET web content.

              RESPONSIBILITIES

              Directors and General Managers

              Ownership: Directors and General Managers own all content produced by their
              respective business units until it has been archived.

              Pertinence: Directors and General Managers are responsible for ensuring that content:

                 •   Directly contributes to DEET business outcomes
                 •   Meets identified target audience needs and access requirements
                 •   Unambiguously represents or reflects government policy

              Quality: Directors and General Managers are responsible for ensuring that content is
              of suitable quality throughout its lifespan. Specifically, Directors and General Managers
              are to implement the DEET Web Content Review Process to ensure that content is:

                 •   Formally reviewed for accuracy (facts and figures) and presentation (spelling,
                     grammar and punctuation)
                 •   Formally reviewed to ensure all information is current and accords with
                     government standards and corporate imperatives
                 •   Periodically reviewed to ensure continued accuracy and relevance

              Management: Directors and General Managers are responsible for putting in place
              content management processes that ensure content is:

                 •   Appropriately authorised prior to publication
                 •   Improved through user feedback
                 •   Compliant with copyright requirements
                 •   Costed and funded

              Director Legal Services

              Legal advice: Director Legal Services is responsible for providing advice on:

                 •   Liability
                 •   Copyright
                 •   Privacy Statements

              General Manager People and Learning

              Policy: The General Manager People and Learning is responsible for providing an
              agency-specific policy on the storage, archiving and destruction of electronic content.

              Archiving: The General Manager People and Learning is responsible for ensuring that
              the Departmental processes for storing and archiving web content comply with the
              Northern Territory’s Information Act 2002.

              General Manager Information Technology Services

              Infrastructure: General Manager Information Technology Services is responsible for
              the provision and administration of infrastructure necessary for the reliable display and
              management of web content.

              Advice: General Manager Information Technology Services is responsible for the
              provision of technical advice on:
                 • Outsourcing of web services, including contractors server housing and
                      management
                 • Software licensing
                 • Liaison with vendors

              Director Internal Communications, Media and Marketing
              Policy: Director Internal Communications, Media and Marketing is responsible for the
              provision of corporate policy for:
                 • Corporate website development
                 • Corporate web content management

              Website development: Director Internal Communications, Media and Marketing is
              responsible for the development of all websites in the corporate web presence,
              including:
                  • Provision of strategic and technical advice
                  • Outsourcing graphic design
                  • Outsourcing site development
                  • Outsourcing copywriting
                  • Outsourcing website host services

              Website management: Director Internal Communications, Media and Marketing is
              responsible for the management of and publishing to all websites in the corporate web
              presence.

              Branding: Director Internal Communications, Media and Marketing is responsible for
              developing and maintaining the corporate identity presented on the corporate web presence.

              Promotions: Director Internal Communications, Media and Marketing is responsible
              for the coordinated promotion of:
                   • Corporate websites
                   • Corporate business initiatives through the corporate web presence

              Operating budgets: Director Internal Communications, Media and Marketing is
              responsible for management of the corporate web presence’s operating budget.

              Quality: Director Internal Communications, Media and Marketing is responsible for the
              DEET Web Content Review Process and overseeing the quality assurance of
              corporate websites and content.

              Compliance: Director Internal Communications, Media and Marketing is responsible for
              ensuring that DEET fully complies with all relevant protocols, standards and legislative
              requirements regarding the display of information on the corporate web presence.

              AUTHORISATION OF CONTENT

              Chief Executive

              Sensitive content: The Chief Executive is the authority responsible for the approval of
              content that is potentially sensitive, such as political, commercial in confidence or
              budgetary material.

              Changes to policy: The Chief Executive is the authority responsible for the approval
              of content that reflects, or could be interpreted as, a change in policy.

              Advertising and links to commercial content: The Chief Executive is the authority
              responsible for the approval of content that is, or could be construed as, commercial
              advertising. This responsibility extends to the inclusion on DEET websites of links to
              commercial websites and web content.

              Stakeholder content on DEET websites: The Chief Executive is the authority
              responsible for approving the publishing of content from stakeholders on DEET
              websites, such as information from boards and councils associated with DEET.

              General Managers

              DEET web content on external websites: General Managers are the authorities
              responsible for giving approval to third parties who request permission to either link to
              DEET web content or publish DEET web content on an external site.

              Directors and General Managers

              Business unit web content: Directors and General Managers are the authorities
              responsible for approving the publishing of content produced by their respective
              business units.

              External, non-commercial web content: Directors and General Managers are the
              authorities responsible for gaining approval from third parties for the inclusion of
              content (or links to content) on external, non-commercial websites in web content
              produced by their respective business units.


              CHANGES TO THE DEET WEB PRESENCE

              Chief Executive

              New websites: The Chief Executive is the authority for approving new websites.
