Background

The Multicultural Mental Health Forum
 Recognised that there was a gap in
 measuring organisational cultural
 competency – no current tools
 Explored ways to address gaps
 Conducted international literature
 review identified concept of cultural
 competency
Existing Standards

 National Standards for Mental Health Services 1996
 (NSMHS)
  – Standard 7 specifically focuses on ‘Cultural
    Awareness’.
  – Standards 1.7 and 11.3.9 refer to rights of the
    consumer to language and interpreter use,
    service access, appropriate assessment and
    review
  – Forum wanted to complement and reinforce
    Standard 7.
WHAT IS CULTURAL COMPETENCY?

Definition Of Cultural Competency
   “an attribute of a service provider characterised by a set of congruent
   behaviours, attitudes and skills, policies and procedures enabling staff
   to work effectively and efficiently in a cross-cultural context at all levels
   within the organisation”

     –   Selected and benchmarked performance measures of cultural competency
         in US mental health system
     –   identified strategies to enhance cultural competency and data collection
    Potential to link a MHS’s cultural competency with quality assurance
    processes
The Multicultural Mental Health Forum

 Developed 8 draft cultural competency standards with
 related performance measures
  –   Designed to articulate with existing health and mental health
      standards


 Developed a draft audit tool to map a mental health
 organisation’s policies and procedures against the 8
 CC standards
  –   Audit template based on EQuIP template
What is a Competency Standard?

Each Cultural Competency Standard comprises
  the following:
  –   A statement of the Standard
  –   The principle underpinning the Standard largely
      based on the Western Australia’s Transcultural
      Mental Health Policy
  –   Performance Measures
What is the
Cultural Competency Audit Tool

The purpose of the Audit Tool was to assist the
  MHS to:
  readily measure and record its achievement
  of the Cultural Competency Standards
  provide guidance in improving the quality of
  care delivery to people from CALD
  backgrounds
How the Standards and Tool were
tested

The Feasibility Project
  Objective - to identify
   –   barriers or difficulties in implementing the Audit
       tool
   –   potential or existing flaws in the Standards and
       Tool prior to the Tool’s subsequent state wide
       dissemination and implementation
   –   Qualitative research methodology
   –   Case Study Swan Mental Health Service
Feasibility Research Outcomes

 ‘Managerial’ Language toned down
 Standards and Performance Measures
 modified where required
 Overall willingness by interviewees to
 embrace issues associated with clients
 CALD backgrounds
 Staff wanted to improve their clinical practice
 for this group

Includes:
   explanation of Cultural Competency Standards and
   Self-Assessment Audit Tool
   how to integrate the Cultural Competency Standards
   into the service’s organisational processes
   how to use the Standards to improve service delivery
              The Cultural Competency Self-Assessment Audit Tool


CULTURAL COMPETENCY STANDARD 1:
The Service’s Strategic Business Plan recognises multicultural mental health issues.
Principle
Cultural and linguistic differences must be reflected in all stages of service planning, implementation and
evaluation.
