                     (FOR BITUMEN)

                                   NOTICE
"This document is a copy of one of the Authority's QA Specifications.
The QA Specifications are policy documents within the meaning of the
Freedom of Information Act 1989 (NSW)("FOI Act") and this document is
accordingly made available to you pursuant to Section 15(1) of the FOI Act.
The QA Specifications were developed by the Authority for use with
roadworks and bridgeworks contracts let by the Authority or local councils.
The Authority only uses the QA Specifications in conjunction with its other
standard form documents and under the supervision of professional civil
engineers who are trained and experienced in roadworks and bridgeworks.
The Authority does not use the QA Specifications for any other purpose
and does not consider them suitable for use for any other purpose.
Consistent with the FOI Act, the purposes for which this document has
been made available for inspection or purchase by you are:
•   to satisfy the Authority's obligation under Section 15(1) of the FOI Act to
    make its policy documents available for inspection and purchase by
    members of the public
•   to ensure that you, as a member of the public who may be affected by
    the operation of this document, have access to the document.
The price which you have paid for this document only covers the Authority’s
costs of printing and handling the document.
If you use this document for any purpose which is not consistent with the
above (including, without limitation, for carrying out any construction,
engineering, maintenance or other work), you do so at your own risk.
This document is current as at the date of this notice. However, you should
be aware that the Authority regularly reviews and updates its QA

         NOTICE - RTA SPECIFICATIONS AND GUIDES TO SPECIFICATIONS

RTA Specifications are written specifically as models for adaptation and use on RTA projects and
may not be suitable for other purposes. Copies of RTA specifications and guides to specifications
supplied to the general public do not require the Revision Register and the following guide notes
(if provided) but must include the Notice before the Table of Contents. Paper copies may be
purchased under the Freedom of Information Act on payment of the price listed in the document
“QALIST”.

Electronic copies of specifications in MS Word format are not to be supplied outside the RTA
unless loaned, by the appropriate RTA Project Manager, to professional services contractors or
Councils for preparing tender documents for RTA funded projects. In which cases, the contractors
and Councils are required to return them to the RTA Project Manager.

Electronic copies of specifications may be provided to other State Road or NSW Government
Authorities by Infrastructure Contracts Branch for use on Government funded projects only.

RTA does not permit the possession or use of electronic copies of specifications or guides to
specifications by non-RTA organisations or persons other than as stated above.

                                          NOTICE



This is a Quality Assurance specification.

It is to be used in contracts where a quality system is required to be in place by the
contractor/supplier.

The application of QA in contracts must be appreciated and understood prior to the use of
this document.

the margin of the appropriate paragraph as shown here.



1        SCOPE
This specification sets out the requirements for precoating agents for aggregate used in spray
sealing with bitumen Class 170. Precoating agents may be either ready for use or in a
concentrated form to be blended before use.

Ready for use precoating agents may be cutback bitumen grade AMC00 complying with
AS 2157 or other proprietary materials.



2        REFERENCES
Unless otherwise specified the applicable issue of a reference document shall be the issue
current at the date one week before the closing date for tenders.

Standards, specifications and test methods are referred to in abbreviated form (eg AS 1234).
For convenience, the full titles are given below:

3        QUALITY SYSTEM
The Supplier shall establish and maintain a Quality System in accordance with ISO 9002 as a
means of ensuring that production conforms to the specification requirements.

The Quality System shall include product certification and periodic verification of product
conformance, during production.



4        MATERIAL REQUIREMENTS

4.1      SAFETY

The material shall contain no known component which when handled according to approved
road making practice (NAASRA Principles and Practice of Bituminous Surfacing Vol I) shall
cause any worker to be exposed to any injurious substance above the legal limit concentration.

4.2      HOMOGENEITY OF LIQUID PRECOAT

The precoating agent after agitation and when ready for use shall be homogeneous and remain
free from skinning precipitation or any other deterioration for 72 hours (RTA T590).

4.3      INITIAL ADHESION

When tested in accordance with RTA T238 using Class 170 bitumen and each of the four
aggregates Microgranite (ex Mugga 1 Quarry, Canberra), Basalt (ex Peats Ridge), Quartzite
(ex Marrangaroo, Lithgow) and Nepean River Gravel (ex Emu Plains) and the four surface
conditions of:
(i)    clean and dry;
(ii)   dusty;
(iii) saturated surface dry;
(iv) saturated surface wet,

the stripping shall not exceed 10%.

4.4      STRIPPING

When tested in accordance with RTA T230 using Class 170 bitumen and the four aggregates
and surface conditions in Clause 4.3, the stripping shall not exceed 10% for any aggregate.

4.5      KEEPING QUALITIES

The precoating agent shall be able to comply with Clauses 4.2 to 4.4 after storage in the
temperature range 4oC to 40oC in unopened containers for 6 months from the date of
despatch by the Supplier.

4.6        CONCENTRATION OF THE ACTIVE COMPONENT

The Supplier shall provide details of a reproducible laboratory test which will allow the
concentration of the active component of the material to be determined. The Supplier shall
specify an average value for the concentration of the active component and an acceptable
minimum value above which the material is considered to be effective.



5          PRODUCT CERTIFICATION
The Supplier shall provide a certificate of compliance verifying that the precoating agent
complies with Clause 4 of this Specification, together with test results reported on NATA
endorsed test documents.

The certificate shall relate only to the formulation of the product on which the tests were
carried out. New certification will be required every 5 years or whenever a change in product
formulation is made.



6          IDENTIFICATION OF CONTAINERS
Each container shall be marked clearly and durably to show the following information:
(i)      The name of the Supplier.
(ii)     The trade name of the product.
(iii)    The product reference number or identification number.
(iv)     A batch number or date of manufacture.
(v)      “Use by” date.

The Supplier shall provide a copy of the certificate of compliance with each delivery.



7          INFORMATION TO BE PROVIDED BY SUPPLIER
A Materials Safety Data Sheet including the following information shall be provided by the
Supplier:
(i)     chemical and physical properties.
(ii)    recommended application rate.
(iii) recommended diluent and rate of dilution, where applicable.
(iv) recommended method of mixing.
(v)     storage life of precoat before applying to aggregate, without precipitation or other
        deterioration.
(vi) effective life of precoat when applied to aggregate and stockpiled.

ANNEXURE 3258/1 — SCHEDULE OF IDENTIFIED RECORDS


The records listed below are Identified Records for the purposes of RTA G2 Clause 19 and
RTA G7 Clause 6.

APPENDIX A
The requirements of this Appendix shall apply where the order on the Supplier is placed
directly by the Roads and Traffic Authority of New South Wales.

A1       MEASUREMENT

For precoating agent supplied in drums, measurement for the purpose of payment shall be
based on litres. For bulk delivery, measurement for the purpose of payment will be by net
mass as measured on a certified weighbridge.

A2       PAYMENT

Payment for precoating agent conforming to the Specification shall be made on the basis of
the quantities measured in accordance with Clause A1.

In the case of precoating agent not conforming to the Specification, the cost of loading, freight
and other charges incurred by the Purchaser prior to or subsequent to the material being
rejected shall be a charge against the Supplier.

The Supplier shall provide the Purchaser with a certificate of compliance verifying that the
precoating agent complies with the specification before payment is made.
