       This workbook is designed to be used as part of a community's application to become Work Ready certified.

       Read first:

  1 Read all of the tabbed worksheets in this workbook, then fill in only the yellow-shaded cells in the Applicant worksheet.
  2 After completing the Applicant worksheet, save the workbook to your computer.
  3 Print the Applicant worksheet.
  4 Enclose the signed original Applicant worksheet AND the signed letters of commitment and send to:

Available Workforce        Active job seekers registered on the Oklahoma Job Link database.

Applicant Area             The area within the geographic and jurisdictional boundaries of the applicant "community."

Community                  Any Oklahoma town, city, or county and any collaboration of contiguous Oklahoma cities and/or counties.

CRC                        A Career Readiness Certificate is a portable credential documenting an individual's level of mastery of the fundamental

Existing Workforce         Total number of workers who were employed by the same employer in both the current and previous quarter.


Governor's Council         The Governor's Council for Workforce and Economic Development.

HSGR                       High School Graduation Rate. The 9th-grade cohort model measures the throughput of an area's public school system.
                           Divide the # of new high school graduates in the most recent school year by the 9th-grade Avg Daily Membership 4 years earlier.

KeyTrain                   The training curriculum used in Oklahoma to prepare for the WorkKeys assessment test.

OESC                       Oklahoma Employment Security Commission, a state agency, provides a variety of employment services through its

RDS                        Rural Development Specialist at the Oklahoma Department of Commerce.

Stale date                 The date of expiration for an individual application to become an Oklahoma Certified Work Ready Community.

WF                         Workforce, that is, all of the people who are employed or able to work

WIA                        Workforce Investment Area is one of twelve sections of the state, designated by the Governor, with a Workforce

WIB                        Workforce Investment Board -- the local leaders who plan and coordinate workforce development efforts within a WIA.

WorkKeys                   The assessment test which must be taken to receive a Career Readiness Certificate.

The Rural Development Specialists (RDSs) of the Oklahoma Department of Commerce are responsible for helping communities and
regions prepare for and take advantage of economic development opportunities, including the Certified Work Ready Communities
program.

RDSs are the "face" of Commerce in rural Oklahoma, providing hands-on assistance, as well as referrals to resources.

   #           DUTY OF                                                 TASK

   1          Community            Organize local Application Committee.

                                     The local Application Committee plays an important role in initially
                                     gaining – and subsequently keeping – certification as a Work Ready
                                     Community. Decide on the geographical boundaries of the “community”
                                     that is applying. The committee should have representatives from area
                                     business (e.g., Workforce Investment Boards, industry groups,
                                     manufacturing or employer councils, business clubs); education (e.g., K-
                                     12, school boards, Career Tech, colleges & universities, Parent Teacher
                                     Association, Student Council); local development organizations (e.g.,
                                     Local Economic Development Organizations, chambers of commerce,
                                     utility companies); and government (e.g., city, county, tribal, Workforce
                                     Center, etc.). Enlist this committee's help throughout the year to address
                                     areas of concern and to raise awareness of related school performance
                                     and workforce issues.


   2          Community            Download program info and application.
                                    Go to www.OKcommerce.gov/WorkReady

   3          Community            Notify ODOC of interest / Intent to Apply.

   4             ODOC              Notify:
                                     >> Oklahoma Department of Commerce's Rural Development
                                     Specialists – so they can assist the community through the process
                                     >> Certified Work Ready Community Committee members – so they
                                     can monitor program performance

   5             ODOC              Discover local data.
                                    Find the required data points for the applicant community.

   6          Community            Submit electronic application and letters of support.
                                     Follow the instructions in the Application (including the 'Read First' tab).

                                    Be sure all items are completed and all required letters are in hand or on
                                    file.

   8             ODOC              Complete?
                                    If YES, then go to Step 9. If NO, then return to Step 6.

   9             ODOC              Send electronic copy of application to Data Validation subcommittee.

  9a             ODOC              File originals of the application and letters of support.
                                     Send originals to Jeane Burruss, 405-815-5256.

           Data Validation
  10                               Data validated?

                                     Are the data provided by the applicant current and from the correct
                                     sources? If YES, then go to Step 11. If NO, then go to Step 10a.

 10a             ODOC              Contact Community; explain and assist.
                                    CWRC program manager will contact Community to explain deficiency
                                    and to discuss how to resolve.

 10b          Community            Correct and resubmit to ODOC.
                                    Return to Step 9.

           Data Validation
  11                               Application meets threshold criteria?

                                     Does the applicant meet program thresholds for certification? If YES,
                                     then go to Step 12. If NO, then go to Step 11a.

                                   Create a development plan for community to reach threshold criteria;
 11a     CWRC Committee
                                   notify Rural Development Specialist.
                                     Prepare a written plan for the community to address any deficiencies in
                                     the application. Send copy to appropriate Rural Development Specialist.


 11b          Community            Implement development plan to reach threshold criteria.
                                     Community has 36 months from date of application to achieve
                                     certification. Rural Development Specialist will assist the applicant.

 11c          Community            Re-submit application once threshold criteria are reached.
                                    Return to Step 9.

                                    Workforce Development

  19          Community            Celebrate!
                                    Have an event to celebrate the community's achievement.

  20          Community            Recycle for annual recertification.
                                    Keep the local application committee engaged by planning activities and
                                    communicating regularly (e.g., monitoring and reporting on changes in
                                    the local workforce, CRC levels, Job Profiling, and High School dropout
                                    rates).
