BYLAWS
of the Sacramento City Unified School District (SCUSD)
DISTRICT ADVISORY COUNCIL
ARTICLE I – NAME
Announces the full legal name of the organization.
The name of this committee shall be District Advisory Council, hereinafter referred to as DAC.
ARTICLE II – PURPOSE
States why the organization exists.
The purpose of the DAC shall be to fulfill California education code mandated responsibilities as
an advisory to the SCUSD Board of Trustees, to advise School Site Councils (SSC) on issues
affecting the education of the students in SCUSD and to provide a “voice for parents”.
ARTICLE III – MEMBERS
Explains who can be a member, how to join; and explains rights, duties and obligations of membership.
A. COMPOSITION.
1. Parent Representative Member (Parent Rep): 21 parents/guardians of students participating
in a program of compensatory education. They shall be elected district-wide by parents of
students participating in a school with a compensatory education program (CCR, section 4423).
2. SSC Representative Member (SSC Rep): One parent/guardian, student or community
member and one staff member may be elected in September from each SSC of SCUSD public,
private and charter schools.
3. Advisory Representative Member (Advisory Rep): Any person who commits to DAC’s
purpose as stated in ARTICLE II - PURPOSE.
B. RIGHTS AND LIMITS.
1. Parent Rep members may vote on all business that comes before the DAC, may serve as a
DAC officer, and may serve on all committees as member or chair.
2. SSC Rep members may vote on all business that comes before the DAC, except when the
business fulfills California education code mandated responsibilities their vote is advisory to the
Parent Representatives. They may serve as a DAC officer and may serve on all committees as
member or chair.
3. Advisory Rep members may serve as a committee member and may have vote on the
committee. They shall not have vote on business that comes before the DAC, they shall not serve
as a DAC officer, and shall not serve as a committee chair.
C. TERM.
Members may serve for two years and may serve consecutive terms.
D. TRANSFER OF MEMBERSHP.
Membership is not transferable.

E. RESIGNATION.
A Parent Rep and a SSC Rep member may vote only as s/he retains her/his membership with the
group s/he was elected to represent. A member may resign by submitting a written resignation to
the DAC president. Membership shall be automatically considered resigned by any member who
is absent from three consecutive regular meetings.
G. VACANCIES.
Parent Rep vacancies shall be filled by a special district wide election. SSC Rep vacancies shall
be filled by the respective SSC election process.
ARTICLE IV – OFFICERS
Provides for officers, how they are chosen, how long they serve, and their duties.
A. OFFICERS.
The officers of DAC shall be president, first vice-president, second vice-president, secretary, and
historian.
B. QUALIFICATIONS.
To qualify for any office an individual shall have been a Parent Rep or a SSC Rep and attended
DAC meetings since September with only two (2) absences of the current year.
C. TERM OF OFFICE.
All officers shall serve for a term of two years or until their successors are elected. Terms shall
begin on July 1. Officers may serve consecutive terms.
D. DUTIES OF OFFICERS.
Officers shall perform the duties prescribed by these bylaws and by the parliamentary authority
adopted by the DAC.
1. The President shall be the official representative/spokesperson of the DAC. The president
shall be an ex-officio member of all committees except the nominating committee.
2. The First Vice President shall preside in the absence of or at the request of the president,
perform other duties as may be requested by the president, and shall serve on the Membership
Committee.
3. The Second Vice President shall preside in the absence of or at the request of the president
and the first vice president, perform other duties as may be requested by the president, and shall
serve on the Liaison and SSC Committee.
4. The Secretary shall prepare meeting agendas, record and maintain minutes for all meetings,
update lists of members, voters and committee rosters and shall serve on the Bylaws Committee.
5. The Historian shall be the custodian of the official copies of the district reports applicable to
DAC activities and shall serve on the Analysis, ConApp, and LEAP Committee.

E. NOMINATIONS.
The Nominating Committee shall be elected at the regular meeting in April. The committee shall
report the nominees to the members at the May meeting. No name shall be placed in nomination
without the consent of the nominee.
F. ELECTIONS.
Elections shall be held at the regular meeting in June by ballot. A majority shall elect. In the
event there is but one nominee for any officer, the vote for that office may be taken by voice
vote.
G. VACANCIES.
A vacancy in the office of president shall be filled by the first vice-president for the unexpired
term of the president. A vacancy in any other office shall be filled a recommendation by the
Board with the approval of the DAC membership, at the next available opportunity, for the
unexpired term.
H. REMOVALS.
Officers may be removed from office by the members at any regular or special meeting of the
DAC by a two-thirds vote of members present, provided that written notice has been provided at
the prior regular meeting.
ARTICLE V – MEETINGS
Describes when regular, special, and annual meetings are held, how they are called, and the quorum required.
A. QUORUM.
A quorum shall be a minimum of11 Parent Reps and 21 SSC Reps in attendance providing the
majority of voting members present are parents.
B. MEETINGS.
1. The regular meeting of the DAC shall be held on the second (2nd) Tuesday of the month,
unless otherwise ordered by the DAC
2. The annual meeting shall be in September. Business at the annual shall include the
introduction of the officers, the annual DAC calendar, and the presentation of the LEAP.
3. The orientation meetings shall be in July and August. The business of the orientation
meetings shall be limited to board orientation, including parliamentary procedure, a review of the
current LEAP and the preparation of the annual DAC calendar. All members may attend the
orientations meetings.
4. Special meetings may be called by the president, a majority of the Board, or at the request of
twenty (20) voting members, provided that ten (10) days previous written notice is given.
C. CONFERENCE ITEMS
All agenda items for consideration and recommendation by the DAC shall be presented first as a
conference item. Whenever, because of a time urgency, an agenda item is to be presented for
conference/action consideration, DAC will receive no less than ten (10) calendar days prior to
the scheduled meetings; information concerning the conference/action agenda item and the
reason for the conference/action consideration.

ARTICLE VI – BOARD OF DIRECTORS
Describes the composition and duties of the board, what power is given to the board, board meetings,
action without meetings, and quorum.
A. COMPOSITION.
The Board of Directors shall consist of the five officers, the chairs of standing committees, the
immediate past DAC president, and three Parent Rep members elected by Parent Rep members.
B. DUTIES.
The Board shall facilitate the carrying out of DAC duties and the planning of meetings. It may
conduct trainings and provide evaluations.
ARTICLE VII – COMMITTEES
Provides for standing and special committees and the power to appoint them. May include duties of committees.
A. STANDING.
The DAC Standing Committees shall be the Analysis, ConApp and LEAP Committee; the
Bylaws Committee; the Liaison and SSC Committee; the Membership Committee. Each
committee will have a minimum of three members.
B. ORGANIZATION.
Committee chairs shall be nominated by its members and recommended by the Board with the
approval of the DAC membership. Membership on committees is on a voluntary basis or by
DAC president recommendation and then the approval of the DAC membership.
C. SPECIAL.
Special Committees shall be appointed by the president and recommended by the Board with the
approval of the DAC membership.
ARTICLE VIII - PARLIAMENTARY AUTHORITY
Prescribes the parliamentary authority.
The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall
govern the DAC in all cases to which they are applicable and in which they are not inconsistent
with these bylaws, Sacramento City Unified School District Board Policy and Administrative
Regulations, California Code of Regulations, California Education Code, and United States
Federal Education Law and Regulations.
ARTICLE IX - AMENDMENTS OF AUTHORITY
Establishes the method to change bylaws or rewrite them completely.
These bylaws may be amended by the voting membership at any regular meeting of the DAC by
a two-thirds vote, provided that the written amendment has been provided at the prior meeting.
ARTICLE X – OPEN MEETINGS
Establishes Compliance with Ed Code 35147.
DAC, Board and Committee meetings shall be open to the public. Meetings shall provide for
public comment. All meetings shall be held at regular intervals except for special meetings.
Agendas, times, places and quorums as determined by members shall be properly noticed.
