Executive Summary
The Mayor, City of San Marco in Lamis (Michaelangelo Lombardi) and the Principal of
Istituto Giannone, San Marcos in Lamis (Tonino Cera) has approached the Mayor,
Cr Kariofyllidis and former Mayor and Councillor of Moreland, Joe Caputo, regarding their
upcoming visit to Melbourne during February 2010. Cr Kariofyllidis and Joe Caputo have
been recipients of hospitality during past visits to Italy and would like to reciprocate this
hospitality during their visit to Melbourne.
Council is requested to approve the ‘Welcome to Moreland’ function, budget and overspend
of the budget at year to date.

Recommendation
Council resolve:
1.    To approve the ‘Welcome to Moreland’ function for the visit by the Mayor, City of
      San Marco in Lamis and the Principal, Istituto Giannone, San Marco in Lamis to be
      held on Tuesday 23 February 2010.
2.    To approve the budget of $5,540 for the ‘Welcome to Moreland’ function.
3.    To approve the overspend of the Mayor and Councillors Marketing and Promotion
      budget by $4,575 at year to date.

                                        REPORT


1.    Policy Context
      Moreland City’s Council Plan 2009 - 2013 ‘Planning for a Sustainable Future’ - Key
      Strategic Objective No. 23 states that Council will maintain a clear, transparent and
      ethical decision-making process. This report is in context with this key strategic
      objective. Strategic Objective 23:

2.    Background
      The Mayor, City of San Marco in Lamis (Michaelangelo Lombardi) and the Principal
      of Istituto Giannone, San Marcos in Lamis (Tonino Cera) has approached the Mayor,
      Cr Kariofyllidis and former Mayor and Councillor of Moreland, Joe Caputo, regarding
      their upcoming visit to Melbourne during February 2010. Cr Kariofyllidis and
      Joe Caputo have been recipients of hospitality during past visits to Italy and would
      like to reciprocate this hospitality during their visit to Melbourne.

3.    Issues
      The Mayor, Cr Kariofyllidis and former Mayor and Councillor of Moreland,
      Joe Caputo, propose to hold a function titled ‘Welcome to Moreland’ for the visit by
      the Mayor, City of San Marco in Lamis (Michaelangelo Lombardi) and the Principal of
      Istituto Giannone, San Marcos in Lamis (Tonino Cera). This event is scheduled for
      6.30pm for 7.00pm on Tuesday 23 February 2010. The event will cater for up to 100
      people which include 30 students from Lamis. All Councillors and senior officers will
      be invited to attend.
      The event is proposed to be held in the Concert Hall at Coburg and is to be catered
      for up to 100 people. The proceedings for this event will include Joe Caputo
      welcoming guests, and introducing the Mayors of San Marco and Moreland who will
      each give a brief speech, the exchange of gifts and mingling with guests.
      During the visit to Melbourne, Cr Kariofyllidis and Joe Caputo propose to take
      Mr. Lombardi, Mr Cera and guests to various areas of interest. As such there will be
      a requirement to hire Council’s 12 seater community bus for the weekends of 20-21
      February and 27-28 February respectively.

      Hire of 12 seater bus (2 weekends) @ $70 per day plus fuel                       $380

      Human Rights Consideration
      The implications of this report have been assessed in accordance with the
      requirements of the Charter of Human Rights and Responsibilities.

4.    Consultation
      The Mayor, Cr Kariofyllidis, and the Chief Executive Officer, Peter Brown, have been
      consulted in the preparation of this report.

5.    Financial and Resources Implications
      The Mayor and Councillors marketing and promotion budget 2009 / 2010 totals
      $8,087. Year to date expenditure (as a December 2009) is $7,122. Expenditure
      required for this event is budgeted at $5,540. This will see an overspend of the
      budget to date of $4,575.
