Pursuant to Part 2, Division 2 of the Environmental Protection and Enhancement Act,
S.A. 1992, c.E-13.3, as amended from time to time, approval is granted to the approval
holder subject to the attached terms and conditions for the following activity:

Construction and operation of a wastewater system that includes a Class IV wastewater
treatment plant, a Class IV wastewater collection system, a storm drainage system and snow

        TERMS, CONDITIONS AND REQUIREMENTS ATTACHED TO APPROVAL

PART 1: DEFINITIONS
SECTION 1.1

1.1.1       All definitions from the Act and the regulations apply except where expressly defined
            in this approval.

1.1.2       In all PARTS of this approval:

             (a)        "Act" means the Environmental Protection and Enhancement Act, S.A.
                        1992, c.E-13.3, as amended from time to time;

             (b)        "application" means correspondence between the Department of
                        Environmental Protection and the approval holder in respect of this approval
                        and consisting of application number 003-927;

             (c)        "approved analytical method" means an analytical method that is in
                        accordance with:

                        (i)      the latest edition of Standard Methods for the Examination of
                                 Water and Wastewater published by the American Public Health
                                 Association, American Waterworks Association and the Water
                                 Environment Federation,
                        (ii)     the latest edition of the Methods Manual for Chemical Analysis of
                                 Water and Wastes, Alberta Environmental Centre, or
                        (iii)    a method approved by the Director;

            (d)         "approved laboratory" means a laboratory approved by the Director;

            (e)         "biological nutrient removal (BNR)" means a treatment process where
                        phosphorus, ammonia, and nitrogen are removed from wastewater by
                        specific types of bacteria in specially designed and operated basins;

            (f)         "biosolids" means the accumulated wet or dry solids or sludges that are
                        separated from wastewater during treatment, including the precipitate
                        resulting from the chemical or biological treatment of wastewater;

            (g)         "BOD5" means the Biochemical Oxygen Demand in milligrams per litre
                        measured at 20oC over a 5 day period;

            (h)         "CBOD" means the carbonaceous BOD5 in milligrams per litre which is
                        measured after the nitrogenous demand has been inhibited with an
                        inhibitory chemical;

            (i)      "certified operator" means a person who holds a valid certificate of

                     qualification of the appropriate class issued in accordance with section 3 of
                     Alberta Regulation 120/93;

            (j)      "chemical" means any substance that is added or used in contact with the
                     wastewater or sludge as part of the treatment process;

            (k)      "composite wastewater sample" means

                        (A)      a refrigerated (approximately 4 C) sample consisting of not less
                                 than twenty-four discrete portions of equal volume collected every
                                 hour over a period of twenty-four hours;

             (l)        "construction" means upgrading the Lethbridge Wastewater Treatment
                        Plant to include biological nutrient removal capabilities;

             (m)        (927-01-11) "day" means any sampling period of 24 consecutive hours
                        unless otherwise specified in this approval;

             (n)        "decommissioning" means the closing, dismantling, clean up or remediation
                        of contamination undertaken subsequent to the termination or abandonment
                        of any activity or any part of any activity authorized by this approval;

             (o)        (927-01-11) "Director" means the Director responsible for this approval
                        unless otherwise specified in this approval;

             (p)        "disinfection" means the chemical or physical process of treating the
                        wastewater treatment plant effluent to inactivate some of the bacteria and
                        viruses;

             (q)        "drainage system" means the wastewater collection system, storm drainage
                        system and snow storage sites;

             (r)        "grab sample" means an individual sample collected in less than 30 minutes
                        and which is representative of the substance sampled;

             (s)        "land treatment application" means the controlled application of a substance
                        on the soil surface and incorporation of the substance into the soil surface
                        and incorporation of the substance into the upper soil zone in such a
                        manner that physical, chemical or biological degradation of the substance
                        takes place;

             (t)        "maximum daily average" means the value which is not to be exceeded as
                        determined by the arithmetic average of all daily determinations of mass,
                        concentration or as specified during any month;

             (u)        "monitoring system" means all equipment used for sampling, conditioning,

                        analyzing or recording data in respect of any parameter listed or referred to
                        in this approval including, but not limited to, equipment used for continuous
                        monitoring;

             (v)        "mg/l" means milligrams per litre;

             (w)        "QA/QC" means quality assurance and quality control;

             (x)        "Regional Engineer" means the Regional Engineer of the regional office of
                        Alberta Environmental Protection;

             (y)        "regulations" means the regulations issued pursuant to the Act and as
                        amended from time to time;

             (z)        "snow storage sites" means any site used for the disposal and storage of
                        snow;

             (aa)       "storm drainage system" means any system for collecting, storing and
                        disposing of storm drainage, and includes

                        (i)      the sewers and pumping stations that make up the storm drainage
                                 collection system,
                        (ii)     the storm drainage storage, management and treatment facilities
                                 that buffer the effects of the peak runoff or improve the quality of
                                 the storm water,
                        (iii)    the sewers and pumping stations that transport storm drainage to
                                 the location where it is treated or disposed of, and
                        (iv)     the storm drainage outfall structures;

            (bb)        "treat" means to apply any method, technique or process, including, without
                        limitation, neutralization and stabilization, that is designed to change the
                        physical, chemical or biological character or composition of a substance;

            (cc)        "TSS" means the total suspended solids or nonfilterable residue (NFR)
                        measured in milligrams per litre;

            (dd)        "volume estimated" means approximate volume calculated from field
                        measurements;

            (ee)        "wastewater" means the domestic wastewater and may include industrial
                        wastewater;

            (ff)        "wastewater collection system" means a system of collection pipes, valves,
                        fittings, pumping stations and appurtenances used to collect wastewater,
                        but does not include plumbing or service connections in buildings;

            (gg)        "wastewater treatment plant" means any structure or thing used for physical,
                        chemical, biological or radiological treatment of wastewater, and includes
                        wastewater storage facilities and sludge treatment, storage and disposal
                        facilities;

            (hh)        "week" means any consecutive 7 day period;

            (ii)        "year" means calendar year;

            (jj)        "<" means less than;

            (kk)        "<" means less than or equal to; and

            (ll)        ">" means greater than or equal to.

            (mm)        (927-01-11) "air contaminant" means any solid, liquid or gas or combination
                        of any of them in the atmosphere resulting directly or indirectly from the
                        activities of man;

            (nn)        (927-01-11)"commence operation" means to start up the plant, process unit
                        or equipment for the first time with the introduction of feed material,
                        electrical or thermal energy and the simultaneous production of products for
                        which the plant, process unit or equipment was designed excluding
                        predetermined period of commissioning or testing operation;

            (oo)        (927-01-11)"effluent stream" means any substance in a gaseous medium
                        released by or from a plant;

            (pp)        (927-01-11)"local environmental authority" means the Department of
                        Environment, in the Province of Alberta, or the agency that has equivalent
                        responsibilities for any jurisdiction outside the Province;

            (qq)        (927-01-11)"plant" means all buildings, structures, process and pollution
                        abatement equipment, vessels, storage facilities, material handling facilities,
                        roadways, pipelines and other installations and includes the land located
                        within the municipal boundaries of Lethbridge in Section 12, Township 9,
                        Range 22, West of the 4th Meridian, that is being or has been used or held
                        for or in connection with the City of Lethbridge wastewater treatment plant.

SECTION 2.1: GENERAL (927-01-11)

2.1.1        The approval holder shall immediately report by telephone any contravention of the
             terms and conditions of this approval to the Director at 1-780-422-4505.

2.1.2        In addition to reporting pursuant to 2.1.1, the approval holder shall submit, within 7
             days, a written report to the Director.

2.1.3        The approval holder shall submit an application for renewal to the Director a
             minimum of five months prior to the approval expiry date or otherwise as specified in
             writing by the Director.

2.1.4        Any discrepancy between the application or any document and the terms and
             conditions of this approval shall be resolved in favour of the approval.

2.1.5        The terms and conditions of this approval do not affect any rights or obligations
             created under any other approval issued by Alberta Environment.

2.1.6        The mention of trade names, commercial products or named technologies in this
             approval does not constitute an endorsement or recommendation by Her Majesty the
             Queen in Right of Alberta, her employees, agents and the Director for general use.

2.1.7        The terms and conditions of this approval are severable. If any term or condition of
             this approval or the application of any term or condition is held invalid, the application
             of such term or condition to other circumstances and the remainder of this approval
             shall not be affected thereby.

2.1.8        If the approval holder monitors for any substances or parameters which are the
             subject of operational limits as set out in this approval more frequently than is
             required and using procedures authorized in this approval, then the approval holder
             shall provide the results of such monitoring as an addendum to the reports required
             by this approval.

2.1.9        All abbreviations used in this approval follow those given in Standard Methods for the
             Examination of Water and Wastewater published jointly by the American Public
             Health Association, the American Water Works Association, and the Water
             Environment Federation, as amended, or as otherwise specified in the approval.

SECTION 2.2: RECORD KEEPING (927-01-11)

2.2.1        The approval holder shall record and retain all the following information for a
             minimum of ten years:

             (a)        the names and addresses of all persons who discover any contravention of
                        the Act, the regulations or this approval;

             (b)        the names and addresses of all persons who take any remedial action
                        arising from the contravention of the Act, the regulations or this approval;
                        and

             (c)        a detailed description of the remedial measures taken in respect of a
                        contravention of the Act, the regulations or this approval.

2.2.2        The approval holder shall record and retain all the following information in respect of
             any sampling conducted or analyses performed for a minimum of ten years:

             (a)        the place, date and time of sampling;

             (b)        the dates the analyses were performed;

             (c)        the analytical techniques, methods or procedures used in the analyses;

             (d)        the names of the persons who collected and analyzed each sample; and

             (e)        the results of the analyses.

SECTION 2.3: ANALYTICAL REQUIREMENTS (927-01-11)

2.3.1         Collection, analysis of samples and reporting shall be conducted in accordance with
              the following or otherwise as specified in writing by the Director:

              (a)       for water and wastewater monitoring:

                        (i)       the Standard Methods for the Examination of Water and
                                  Wastewater published jointly by the American Public Health
                                  Association, American Water Works Association, and the Water
                                  Environment Federation, as amended; and/or

                        (ii)      the Methods Manual for Chemical Analysis of Water and Wastes,
                                  Alberta Environmental Centre, Vegreville, Alberta, 1996, AECV96-
                                  M1, as amended.

              (b)       for air monitoring:

                        (i)       the Alberta Stack Sampling Code;

                        (ii)      the Methods Manual for Chemical Analysis of Atmospheric
                                  Pollutants, Alberta Environment, as amended; and

                        (iii)     the Air Monitoring Directive, Alberta Environment, as amended.

2.3.2          The preservation, storage, and handling of all samples collected at the sampling
               locations identified in this approval shall be in such a manner that the validity of the
               samples is not compromised. The analysis of samples shall be in a laboratory with
               documented quality assurance and quality control programs, including participation
               in inter-laboratory studies.

SECTION 3.1: DRAINAGE SYSTEMS

Wastewater Collection and Treatment

3.1.1       The wastewater system shall consist of:

            (a)    an industrial wastewater collection system within the City of Lethbridge,
                   including pumping stations as listed in Appendix I,

            (b)    a domestic wastewater collection system within the City of Lethbridge including
                   sanitary pumping stations as listed in Appendix l;

            (c)    an activated sludge wastewater treatment plant with a nominal capacity of
                   49,000 cubic metres per day located in the City of Lethbridge which includes all
                   of the following:

                   (i)    bar screens,
                   (ii)   aerated grit removal,
                   (iii)  six (6) primary clarifiers,
                   (iv)   plant bypass,
                   (v)    secondary treatment bypass,
                   (vi)   primary pump station,
                   (vii)  aeration basins with biological nutrient removal (Step-Bio P Process)
                          provisions,
                   (viii) six (6) secondary clarifiers,
                   (ix) standby chemical addition for phosphorus removal,
                   (x)    disinfection with ultraviolet light,
                   (xi) gas chlorination facilities for process control,
                   (xii) flow monitoring,
                   (xiii) gravity belt biosolid thickening,
                   (xiv) biosolid digesters, and
                   (xv) two (2) biosolid storage ponds located in the Sec. 12-9-22-W4;

            (d)    treated wastewater outfall discharging from the wastewater treatment plant to
                   the Oldman River at Sec.12-9-22-W4.

3.1.2       The approval holder is authorized to receive wastewater from the City of Lethbridge,
            the Hamlet of Fairview, and institutions in the County of Lethbridge. The approval
            holder shall receive an authorization from the Director for any additional connection.

Storm Drainage

3.1.3       The storm drainage system consists of:

            (a)    a storm drainage collection system within the City of Lethbridge;

            (b)    storm drainage outfalls as listed in Appendix II;

            (c)    storm drainage wet and dry ponds as listed in Appendix lll;

            (d)    storm drainage pumping stations as listed in Appendix lV.

Snow Storage Sites

3.1.4       A snow storage site is situated at the 43rd. St. stormwater dry pond (Plan 7911263).

SECTION 3.2: UPGRADING REQUIREMENT

3.2.1       The approval holder shall upgrade the wastewater treatment plant to include
            biological nutrient removal and disinfection before December 1, 1999.

3.2.2       The approval holder shall upgrade the E-5/6 storm water outfall immediately upstream
            of the water treatment plant to minimize outflow impact on the water treatment plant
            before March 31, 2002 (927-01-05 and 927-01-07 and 927-01-12).

SECTION 3.3: NEW CONSTRUCTION

3.3.1       Repealed (927-01-22)

3.3.2       The approval holder shall submit plans and specifications for the construction of the
            ultraviolet disinfection process and the biological nutrient removal process to the
            Director and receive a letter of acknowledgement prior to the commencement of
            construction.

3.3.3       If construction of the upgrade does not commence on or before April 1, 1998, the
            approval holder shall apply to the Director and receive an amendment to this approval
            prior to commencing construction. (927-01-01)

3.3.4       The approval holder shall notify the Regional Engineer a minimum of one month prior
            to commencement of the operation of the ultraviolet disinfection process and the
            biological nutrient removal process.

3.3.5       The approval holder shall submit the special reporting requirements as outlined in
            SECTION 9.6.

3.3.6       The approval holder shall complete construction of the upgrading relative to BNR
            disinfection before December 1, 1999.

3.3.7        The approval holder shall construct the storm interceptor drains complete with two (2)
             storm outfall structures to service the Paradise Canyon Golf Resorts according to the
             according to the plans and specifications submitted to the Director on
             September 4, 1998 by UMA Engineering Ltd.

             If construction has not commenced on or before December 1, 1999 the approval
             holder shall apply to the Director and be in receipt of an amendment to this approval
             prior to commencing construction. (927-01-02)

3.3.8        The approval holder shall construct:

             (a)         the stormwater management dry pond to service the Heritage Heights
                        Phase 17 residential subdivsion according to the plans and specifications
                        submitted to the Director on August 20, 1999 by IBI Group; and

             (b)        If construction has not commenced on or before December 1, 2000, the
                        approval holder shall apply to the Director and be in receipt of an
                        amendment to this approval prior to commencing construction. (927-01-03)

3.3.9        The approval holder shall construct the dry stormwater detention pond located in the
             Glenwood Heights Phase 14 Subdivision and connect the pond to the City of
             Lethbridge storm drainage system as per the plans and specifications submitted to
             the Director on October 3, 2000 by UMA Engineering Ltd. (927-01-06)

3.3.10       If construction as per Section 3.3.9 does not commence by December 1, 2002, the
             approval holder shall apply to the Director for an amendment to this approval unless
             otherwise authorized by the Director. (927-01-06)

3.3.11       The approval holder shall upgrade the existing wet stormwater detention pond
             located at the south end of 28 Street South adjacent to Six Mile Coulee as per the
             application and the plans submitted to the Director February 6, 2001 by Associated
             Engineering Alberta Ltd. (927-01-08)

3.3.12       If construction related to the upgrade as per Section 3.3.11 does not commence by
             December 1, 2002, the approval holder shall apply to the Director for an amendment
             to this approval unless otherwise authorized by the Director. (927-01-08)

3.3.13                 The approval holder shall construct a dry stormwater detention pond for
             (927-01-09)
             the Paradise Canyon Phase 2 Subdivision according to the following:

             (a)        as per the application and the plans submitted to the Director
                        February 16, 2001 by UMA Engineering Ltd.; and

             (b)        if construction does not commence by December 1, 2002, the approval
                        holder shall apply to the Director for an amendment to this approval unless
                        otherwise authorized by the Director.

3.3.14                 The approval holder shall construct a wet stormwater retention pond for

             the Uplands Subdivision according to the following:

             (a)        as per the application and the plans submitted to the Director March 2, 2001
                        by UMA Engineering Ltd.; and

             (b)        if construction does not commence by December 1, 2002, the approval
                        holder shall apply to the Director for an amendment to this approval unless
                        otherwise authorized by the Director.

3.3.15                 The approval holder shall construct the Glenwood Middle School
             (927-01-13)
             stormwater detention pond according to the following:

             (a)        the application and the plans and specifications submitted to the Director on
                        April 16, 2002; and

             (b)        if construction has not commenced on or before December 31, 2003 the
                        approval holder shall apply to the Director and be in receipt of an
                        amendment to this approval prior to commencing construction.

             (c)        the approval holder shall submit as-built construction drawings to the
                        Director within 90 days of completion of construction.

3.3.16                 The approval holder shall construct the Southridge Phase 3 dry
             (927-01-15)
             stormwater detention pond according to the following:

             (a)        the application and the plans and specifications submitted to the Director on
                        September 11, 2002;

             (b)        if construction has not commenced on or before December 31, 2004 the
                        approval holder shall apply to the Director and be in receipt of an
                        amendment to this approval prior to commencing construction; and

             (c)        the approval holder shall submit as-built construction drawings to the
                        Director within 90 days of completion of construction.

3.3.17       (927-01-16)The approval holder shall construct the West Highlands Stormwater Pond
             according to the following:

             (a)        the application submitted to the Director on February 14, 2003; and

             (b)        if construction does not begin on or before December 31, 2004 the approval
                        holder shall apply to the Director and be in receipt of an amendment to this
                        approval prior to commencing construction.

3.3.18                 The approval holder shall construct the Sandstone Ridge Phase 1
             (927-01-17)
             stormwater pond according to the following:

             (a)        the application recevied by the Director October 15, 2002; and

             (b)        if construction does not begin on or before December 31, 2005 the approval
                        holder shall apply to the Director and be in receipt of an amendment to this
                        approval prior to commencing construction.

3.3.19                 The approval holder shall construct the Shackleford II Industrial
             (927-01-18)
             stormwater detention pond according to the following:

             (a)        the application received October 1, 2002 and the plans submitted to the
                        Director on October 21, 2002;

             (b)        if construction has not commenced on or before December 31, 2004 the
                        approval holder shall apply to the Director and be in receipt of an
                        amendment to this approval prior to commencing construction; and

             (c)        the approval holder shall submit as-built construction drawings to the
                        Director within 90 days of completion of construction.

3.3.20                 The approval holder shall construct the Heritage Heights Phase 26 dry
             (927-01-19)
             stormwater pond according to the following:

             (a)        the application recevied by the Director July 22, 2003; and

             (b)        if construction does not begin on or before December 31, 2005 the approval
                        holder shall apply to the Director and be in receipt of an amendment to this

3.3.21                The approval holder shall construct the Paradise Canyon Upper Bench
             (927-01-20)
             Phase 2 wet stormwater pond according to the following:

             (a)        the application recevied by the Director on June 13, 2003 and subsequent
                        information;

             (b)        if construction does not begin on or before December 31, 2005 the approval
                        holder shall apply to the Director and be in receipt of an amendment to this
                        approval prior to commencing construction; and

             (c)        Prior to water in the Paradise Canyon Upper Bench Phase 2 wet stormwater
                        pond reaching the high water level elevation (914.10 metres) the approval
                        holder shall apply for authorization to construct an outlet to the pond and
                        complete any authorized construction.

3.3.22       (927-01-21) The approval holder shall construct the Lakemount Boulevard dry
             stormwater pond according to the following:

             (a)        the application received by the Director February 23, 2003; and modified

SECTION 3.4: POWER PLANT CONSTRUCTION (927-01-11)

3.4.1        The approval holder shall construct the power plant at the City of Lethbridge
             wastewater treatment plant as described in application 017-927 and shall include, at
             a minimum, the two (2) 857 kW reciprocating engines each with associated 810 kW
             generator.

3.4.2        The approval holder shall construct all stacks according to the following height
             requirements as prescribed in TABLE 3.4-A.

             approval holder shall apply for an amendment to this approval unless otherwise
             authorized in writing by the Director.

3.4.4        The approval holder shall notify the Director in writing at least 14 days before
             commencing operations of the power plant at the City of Lethbridge wastewater
             treatment plant as described in application 017-927.

PART 4: OPERATIONS
SECTION 4.1: CERTIFIED OPERATOR

4.1.1        (927-01-22) At all times, the operation of the wastewater system shall be performed
             by, or under the direction of, people who hold the following valid levels of certification:

             (a)        for the wastewater treatment plant, a minimum of:

                        (i)     one operator with a Level IV Wastewater Treatment (WWT)
                                Certificate,

             (b)        for the wastewater collection system, a minimum of:

                        (i)     one operator with a Level IV Wastewater Collection (WWC)
                                Certificate,

                        (ii)    one operator with a Level III Wastewater Collection (WWC)
                                Certificate,

                        (iii)   two operators with a Level II Wastewater Collection (WWC)
                                Certificate.

SECTION 4.2: BIOSOLIDS HANDLING

4.2.1        (927-01-22) The approval holder may dispose of dewatered sludge at a municipal
             landfill approved to receive sludge.

4.2.2        (927-01-22) The approval holder shall not commence application of sludge;

             (a)        to agricultural land, unless the Director has been informed in writing of the
                        intention to apply sludge to agricultural land; or

             (b)        to land other than agricultural land, except in accordance with the written
                        authorization of the Director for the sludge application.

4.2.3        (927-01-22) The written information in 4.2.2(a) and the application for a written
             authorization in 4.2.2(b) shall contain, at a minimum, all of the following:

             (a)        the approval number issued by the Department for the Lethbridge
                        wastewater system from which the sludge will be taken for application to
                        land;

             (b)        the location of the land on which the sludge is to be applied;

             (c)        the proposed sludge application rate and how that rate was derived;

             (d)        a completed copy of the form in Appendix B of the Guidelines for the
                        Application of Municipal Wastewater Sludges to Agricultural Lands,

                        published by the Department, as amended or replaced from time to time;

             (e)        written consent to the proposed project from:

                        (i)     all registered owners of land on which the sludge will be applied, and

                        (ii)    the local authorities of all municipalities in which the land on which
                                sludge will be applied is located, and

             (f)        any other information required by the Director in writing.

4.2.4        (927-01-22) In addition to any requirements under the Act, the regulations or this
             approval, the design of a sludge application program shall comply with the sludge
             and site characterization requirements set out in Guidelines For The Application of
             Municipal Wastewater Sludges to Agricultural Lands, published by the Department,
             as amended or replaced from time to time, for the following:

             (a)        determining the suitability of the site for application of the sludge;

             (b)        determining the suitability of the sludge for application on agricultural land;

             (c)        determining the most limiting application rate for the sludge, based on the
                        sludge and site conditions;

             (d)        determining the need for application of lime and the required lime
                        application rate; and

             (e)        determining the method of sludge application.

4.2.5        (927-01-22) Sludge from the plant shall be disposed of only:

             (a)        by application to land in accordance with this approval;

             (b)        in accordance with a written authorization of the Director; or

             (c)        by other methods in compliance with the Act and the regulations.

4.2.6        (927-01-22) The approval holder shall conduct the sludge application in accordance
             with the requirements for land treatment program design as set out in Guidelines For
             The Application of Municipal Wastewater Sludges to Agricultural Lands, published by
             the Department, as amended or replaced from time to time.

4.2.7        (927-01-22) No person shall apply sludge on land unless that person has obtained
             prior written consent to the proposed application from:

4.2.8        (927-01-22) The approval holder shall not apply sludge at a rate that exceeds the
             application rate specified in the written information provided to the Director in
             accordance with 4.2.3.

4.2.9        (927-01-22) Sludge shall not be released from the land on which it was applied.

4.2.10       (927-01-22) If, in the determination under 4.2.4, the soil pH requires adjustment, lime
             shall be applied in accordance with the determination in 4.2.4.

4.2.11       (927-01-22) Sludge shall be incorporated into the land within 48 hours following the
             sludge application.

4.2.12       (927-01-22) Sludge shall not be applied to soil that is frozen or snow covered unless
             the sludge can be incorporated in accordance with 4.2.11.

4.2.13       (927-01-22) No sludge shall be released in any location other than the land specified
             pursuant to 4.2.3.

4.2.14       (927-01-22) In addition to the Monitoring and Reporting requirements of Part 9 of this
             approval, each year, within two months following the end of the sludge application
             program, the approval holder shall prepare and submit to the Director an annual
             sludge application program summary report including:

             (a)        actual sludge and lime application rate for each section of land;

             (b)        location of land to which sludge was applied; and

             (c)        a record of any public concerns respecting the sludge application program.

4.2.15       (927-01-22) Any release, spill, or discharge into a watercourse or on land not
             designated to receive sludge shall immediately be reported in accordance with 9.2.1.

SECTION 4.3: CHEMICALS USED

4.3.1       The following chemicals may be used in the wastewater treatment process;

            (a)    chlorine for process control,
            (b)    aluminum sulphate for phosphorus removal, and
            (c)    ferric chloride for phosphorus removal.

SECTION 4.5: POWER PLANT OPERATION (927-01-11)

4.5.1        All storage tanks shall meet the requirements in the Guideline for Secondary
             Containment for Above Ground Storage Tanks, 1997, as amended, unless otherwise
             authorized in writing by the Director.

4.5.2        The approval holder shall not emit any effluent streams to the atmosphere except as
             provided in this approval.

4.5.3        The approval holder shall only emit effluent streams to the atmosphere from the
             following sources:

             (a)        the two (2) 857 kW reciprocating engine exhaust stacks;

             (b)        the boiler stack;

             (c)        the natural gas pressure safety valve vents;

             (d)        the cooling air vents;

             (e)        the space ventilation exhaust stacks; and

             (f)        the space heater exhaust vents.

              (g)       the flare stack

4.5.4        The approval holder shall treat the digester gas through the iron sponge scrubbing
             unit in the gas conditioning system as described in application 017-927.

SECTION 4.6: POWER PLANT WASTE MANAGEMENT (927-01-11)

4.6.1        Hazardous waste or hazardous recyclables stored in containers or tanks shall be
             stored in accordance with the Hazardous Waste Storage Guidelines, June 1988,
             Alberta Environment, as amended.

4.6.2        The approval holder shall dispose of waste generated at the plant to facilities holding
             a current Approval, Registration and as otherwise authorized under the Act, or to
             facilities approved by a local environmental authority outside of Alberta.

4.7.1        Prior to the completion of construction of an authorized storm water outlet from the
             Paradise Canyon Upper Bench Phase 2 wet stormwater pond the approval holder
             shall ensure that the level of the water in the pond does not exceed the high water
             level elevation (914.10 metres).

4.7.2        Prior to the completion of construction of an authorized storm water outlet from the
             Paradise Canyon Upper Bench Phase 2 wet stormwater pond the approval holder
             shall do all of the following if the level of water in the pond reaches an elevation of
             914.00 metres:

             (a)        immediately notify the Director at 1-780-422-4505;

             (b)        immediately propose options and a preferred option to reduce the level of
                        water in the Paradise Canyon Upper Bench Phase 2 wet stormwater pond;
                        and

             (c)        immediately proceed with the option from (b) that is acceptable to the
                        Director.

5.1.2       The water treatment plant is designed for a maximum daily flow of 85,000 cubic
            metres per day, a maximum monthly average daily flow of 57,000 cubic metres per
            day, and an annual average daily flow of 49,000 cubic metres per day.

5.1.3       The Director may require, after five years of operation, the need for a further reduction
            of Ammonia-N concentration to 6 mg/L during the months of November to April and 3
            mg/L during the months of May to October.

            (c)    maximum daily value of each parameter monitored, as outlined in PART 7 for

            (b)    calibration and maintenance records in respect of monitoring equipment;

            (c)    the names and addresses of all persons who discover any approval
                   contravention;

            (d)    the names and addresses of all persons notified or contacted of any approval
                   contravention;

            (e)    the names and addresses of all persons who take any remedial actions arising
                   from the contravention of this approval;

            (f)    the remedial measures taken in respect of a contravention of this approval.

8.1.4       All records referred to in this part shall be made available at any time upon the
            request of an inspector or investigator as appointed under the Act.
8.1.5        (927-01-11) Approval holder shall compile an annual air emissions report which shall
             include information related to the following:

             (a)        power plant operations;

             (b)        performance of air pollution control equipment; and

             (c)        air contaminant emissions.

                        (ii)    accidental spills, bypasses or overflows from the wastewater

                        (iii)   bypasses or overflows from pumping stations,

             (b)        any unauthorized wastewater discharges;

             (c)        if any substance other than storm water is spilled or discharges accidentally
                        or intentionally into or from the storm drainage system.

SECTION 9.4: MONTHLY REPORTING

9.4.1       (927-01-22) The approval holder shall retain a copy of the monthly wastewater report
            referred to in PART 8 at the wastewater treatment plant.

9.4.2       (927-01-11) The approval holder shall submit a copy of the monthly summary of
            approval contravention(s) referred to in Condition 2.1.1 to the Director on or before
            the end of the month following the month in which the information on which the report
            is based was collected.

SECTION 9.5: ANNUAL REPORTING

9.5.1       The approval holder shall submit one (1) copy of the annual wastewater report,
            outlined in PART 8, to the Director on or before March 31st of the year following the
            year in which the information on which the report is based was collected.

9.5.2       (927-01-11) The approval holder shall submit a copy of the annual summary of
            approval contravention(s) referred to in Condition 2.1.1 to the Director in conjunction
