Ballot Initiative A. School Bond and Tax Rate Statement. Bond Measure. Our Rec Yes Why? This $450 M bond raises money for improvements to schools across the district. These repairs are at least partly because of the settlement terms of a disability access lawsuit, which means that if this doesn’t pass, much of the money will have to come out of the school district’s budget. Currently, board members cannot vote by proxy and must be physically in the room to participate in commission meetings. This initiative would allow commission members who are pregnant or on parental leave (following the birth or adoption of a child) can participate in commission meetings via teleconference. This would authorize the Civil Service Commission to conduct a survey of elected officials (mayor, the city attorney, the public defender, the assessor-record, treasurer, and the sheriff) in nearby counties, to determine and average pay as a baseline for salaries in SF. Salaries would increase with the Consumer Price Index for 5 years, when the CCC would conduct another survey. Adds privacy restrictions to Chapter 12 M of the Municipal Code, which regulates the Housing Authority. It further adds wording that prohibits the City and County of San Francisco from disclosing private information to contractors without the person’s approval, unless “by Contract,” or where law or judicial order requires it. Currently, there is a parking tax of 25%. This would raise the tax to 35%. The revenue goes to fund public transit. Would require employers to offered paid sick leave. G. Limitations on Formula Retail Stores. Ordinance. H. Relocation Assistance for No Fault Tenant Removal. Ordinance. Yes Yes Would create a community process to approve or veto the opening of formula retail stores in SF. Currently, renters are entitled to $1,000 in relocation expenses for a legitimate no-fault eviction. This proposition would increase this to $4,500 (per person, up to a cap of $13,500 per household). There is an additional $3,000 for each tenant aged 60 or older, disabled, or living with at least one minor child. The question here is how to facilitate better communication between the executive and the legislative branch. This initiative appears a reaction to the relationship between the Board and the current office holder. This is also a policy statement, and non-binding, so it would not actually create a system to facilitate communication. Apparently the impeachment of Nixon started with local actions. This could create momentum towards removing Bush and Cheney from office. Sets policy, doesn't create any new programs.
