5.15    INITIATIVES TO FURTHER ADDRESS AMENITY ISSUES AT LAKE PERTOBE AND
        THE FORESHORE AREAS

PURPOSE

This report proposes a number of initiatives to further address amenity issues at Lake
Pertobe and the Foreshore areas, following discussions with the local Police regarding the
2008/09 Summerbool Program.

1.      BACKGROUND

A meeting was held on 8 October 2008 with senior Police and Council officers to review the
success of last year's Summberbool Program and to plan the 2008/09 Summerbool Program,
which is a joint WCC/Police initiative, aimed at crime reduction in the tourist precincts. Background
information supplied included crime statistics, alcohol consumption, Police/Council enforcement
and benchmarking with other coastal councils.

In 2007, similar meetings were held to determine the extent of the problem and to address specific
issues of graffiti, vandalism and littering (especially broken glass). As a result, some crime
prevention and detection initiatives were introduced at that time.


2.      ISSUE

The specific issues identified from crime statistics, Police and Council officer reports in the tourist
precincts included:-

a.   Theft from vehicles and caravan parks.
b.   Increased assaults and alcohol related crime, including vandalism and graffiti.
c.   Broken glass from bottled alcohol, particularly at Lake Pertobe.
d.   Underage "drinking sessions".
e.   Late night disturbances to campers from the carnival site.
f.   Unrestricted areas for alcohol consumption in foreshore areas.
g.   Inadequate patrols and enforcement of Council's Local Laws at night.

A number of strategies are proposed which will assist in addressing these issues - refer Appendix
A.


3.      COMMUNITY IMPACT/CONSULTATION

Key stakeholders have been previously consulted during meetings in 2007 on safety and amenity
issues when many of these ongoing issues were raised. Several concerning reports have been
received regarding litter, vandalism, graffiti, assaults and intimidation – refer Appendix B.

Having had discussions with the Carnival operators about the potential time changes of operation,
they have suggested that the Sunday to Thursday time be extended to 10.30pm. This is based on
their time of operation commencing at 7.30pm and not having any customers until well after
8.30pm. However they were willing to compromise the operation time by not having music after
10pm and still closing at 10.30pm. The Carnival operators have accepted the other times of 11pm
closure on Friday and Saturday and 12.15am on New Years Eve with no further change.

The Carnival operators have appreciated Council's cooperation in the past on a number of issues
and would accept Council's final decision on this matter.

4.       FINANCIAL IMPACT

There is a considerable cost to council from repairs to vandalised structures and for the removal of
graffiti. The removal of litter rubbish from areas under council control is also significant and it is not
uncommon for Lake Pertobe staff to spend up to 7 hours on Monday mornings to remove broken
glass from the barbecue areas and wading pools.


5.       ENVIRONMENTAL/RISK IMPACT

Gatherings of youths, often in secluded locations and including alcohol, are a common source of
damage to natural and physical structures in the foreshore areas and Lake Pertobe. Previous
strategies have resulted in a reduction in reports received these additional initiatives should further
assist the police in their enforcement and detection of crimes.


RECOMMENDATIONS

1.     That Council assist with the production and distribution of posters and pamphlets
       developed by the Police to raise awareness amongst campers of security needs.

2.     That bicycle locks be made available to campers for purchase from the Council
       caravan parks.

3.     That the Police be requested to increase their routine patrols, including foot patrols, in
       known problem areas and to provide a response to legitimate reports of offences being
       caused, including Local Law offences.

4.     That Council extend its security patrols to include a minimum of two nightly checks of
       known problem areas, including Lake Pertobe and the kiosk/carnival site, and that
       approval be granted to the security guards to patrol with dogs if considered necessary,
       including areas where dogs are prohibited under existing Local Laws.

5.     That the additional cost of security patrols be 25% funded from revenue generated
       from the carnival site lease fees.

6.     That revised operating times be a condition of operation of the carnival as follows:-
           10pm closure on Sunday – Thursday
           11pm closure on Friday and Saturday
           12.15am on New years Eve (or earlier at the discretion of the Police).

7.     That Council staff ensure where possible, that public litter bins in the Foreshore/Lake
       Pertobe areas be not permitted to overflow during the tourist season.

8.     That Council further review amenity issues in February 2009, to consider the
       implementation of extended alcohol free areas and/or reduced alcohol consumption
       times at Lake Pertobe and any newly designated areas.

9.     That the public be informed of these initiatives via the media
