Right Light 6 – The first major international recognition
of the CFL Quality issue
• Special Session at Right Light articulated that CFL “quality” was a
  barrier to the shift to more efficient lighting
        • Dissatisfied consumers
            – Encouraged to buy products but in practice there was little confidence in
              products ultimately providing good service
        • Dissatisfied “programme” managers
            – Seeking to encourage markets for better performing products but efforts
              soured by the poor products
        • Dissatisfied legitimate manufactures
            – Reputable manufacturers seeing investments in “good” CFL production
              and design being undermined by cheap “poor” products

Efforts had already been made to improve the situation
• A test method was in place (IEC 60969). However, it was developed
  when C FL volumes were small and not targeted at the “general
  consumer”
   • Did not measure all “performance” criteria that were becoming increasingly
     important (eg start time, run-up time, …), therefore regulators/programmes
     developing increasing diverse measurement methods
   • Some problems with reproducibility/interpretation
• Performance standards had been developed by a number of countries
  (at the time 19 in the Asia Pacific Region alone)
   • Little enforcement/compliance at the local level, and due to lack of
     resources
   • NOT possible to share data between countries/programmes as both test
     methodologies and performance requirements differed

But the International CFL Harmonisation Initiative (CFLI)
was born aiming to…
• Help encourage the refinement of IEC60969
• Develop/propose some method of defining different “quality” CFLs (eg
  good, better, best)
• And potentially a marking system to assist regulators in specifying
  enforcing these levels
• Investigate opportunities to improve product compliance

What’s happened since Right Light 6
• Large stake involvement – input from approximately 450 individuals
   • Including 7 stakeholders forums in Asia, Europe and the USA
• 1.5 years of lamp testing in 9 government, private and manufacturer
  owned laboratories
• A large amount of thought and effort by some very talented experts
• Also over the period
   •   C FL supply/demand doubles
   •   Product performance/production capabilities improved greatly
   •   Even more focus on product “quality”
   •   ME GETTING 20 YEAR S OLDER!


                 But what did it (or didn’t it) achieve?

CFLI Achievements and Disappointments
• Update IEC testing methodology (revised 60969):
   • Covers (almost) all performance criteria
   • Significantly reduces uncertainties in results (but care still needs to be taken
     in interpreting results)
   • Many of the methodologies refined by CFLI verification testing and final
     results about to be submitted with additional observations
• Methodology probably “available” in July but not formally adopted by
  the IEC for around 12 months

CFLI Achievements and Disappointments
• Incremental Proposals for Good, Better, Best measures for CFL
  performance
   • Initial proposals based on analysis of existing standards
   • Further revisions through consultation/stakeholder forums
       • Not very successful as difficult to reach consensus
       • Everybody likes the idea as long it is like theirs
   • Finally proposals from CALI for thresholds for defining three levels of
     performance

   • To be re-submitted to IEC as a concept, however, no real sign of market
     adoption

CFLI Achievements and Disappointments
• Development of a Compliance Framework/staircase to help develop,
  manage and enforce schemes better
  • Includes protocols to use as basis for scheme development

So 3 years and 4 days later…
• Have the problems been solved?
  • Quite clearly not, quality is still an issue, particularly in Asia
  • However, a number of pieces of the “infrastructure” are now in place to help
    move us forward


  • So time to reconsider the current situation, and how to move forward
    with addressing the quality issue…
