                                            TRAINING

                            YEARLY TRAINING PROGRAM - 2002

SUMMARY. This circular establishes training guidance for the execution of 5-117 Cav training during
Training Year 2002.

APPLICABILITY. This circular applies to all units assigned/attached to the 5th Squadron, 117th
Cavalry.

SUGGESTED IMPROVEMENTS. The proponent agency of this circular is the Squadron Operations

1. PURPOSE: This Circular establishes the command guidance and coordinating information
for the execution of the 5th Squadron 117th Cavalry’s training operations during Training Year
(TY) 2002 (1 OCT 01 – 30 SEP 02)

2. COMMANDER’S INTENT:

     a. It is my intent to provide the best training available to the soldiers of this command. The
focus for this training year is integrated maneuver training, which will culminate in a collective
validation and live fire exercise integrating all cavalry systems (scout, armor, indirect fire, aero
scout) on the same battlefield.

     b. In order to improve our readiness posture and to continue to operate at troop level,
integrated maneuver training will be scenario based, centrally resourced at Squadron level and
executed and evaluated at the Troop level. Commanders will be limited only by their imagination
and safety considerations in implementing the training guidance as set forth by the Squadron S3
and approved by myself.

     c. All training must be meticulously planned, vigorously executed and methodically
assessed. Good training retains soldiers and to that end it is the essential of our #1 priority –
strength maintenance and soldier management. In order to facilitate training, which is planned,
rehearsed and properly resourced, training plans will be “locked in” within a 90-day window in
accordance with the training management directives as stipulated in FM 25-100 and FM 25-101.
To clarify this point, you can expect that I will not entertain changes to the training program as
long as resources are available to support that training. Failure on your part to forecast required
resources will not constitute a valid reason for canceling or changing a scheduled training event

    d. To ensure that we are well prepared for the upcoming challenges of training Year 02, I
have instructed the Squadron Staff to prepare the Squadron Yearly Training Plan. The YTP will
be briefed to all Troop Commanders, First Sergeants, Platoon Leaders and Platoon/Section
Sergeants a time to be determined during our annual training period. Troop Commanders will
prepare their Troop training plan and be prepared to backbrief during the August drill.

      e. In the training arena, the first priority for TY 02 is MOS qualification for all Squadron
Troopers. This means that Commanders and First Sergeants must identify soldiers requiring
MOSQ and bring this to the attention of the Readiness NCO. It is the responsibility of each First
Sergeant to ensure that each soldier under his charge is mentally and physically prepared to
receive and successfully complete MOSQ and professional development training. It is the
responsibility of the full time support Readiness NCO to ensure that soldiers are properly and
expediently placed in the required course via ATRRS and that they follow up to ensure that the
soldier has reasonable notification of his/her selection for training. MOSQ is not a privilege – it
is a requirement and takes precedence over participation in any other training event!

    f. Tactical/maneuver training will always be a Cavalry focal point. During IDT we will train
individuals, sections and platoons so that we can collectively evaluate our IDT program during

annual training at the Troop level. We will again make maximum usage of Mobile Close Combat
Tactical Training (MCCTT) systems during IDT training periods. Scouts, mortars and armor
crewmen and those scouts designated at ITV crewman will train together whenever possible to
promote inter-crew proficiency. Training will be evaluated at the Troop level. MCCTT training
will be scenario driven exercise. The squadron in the form of a warning order will provide the
scenario for each training event.

      g. The Squadron tank gunnery sustainment program will consist of unit training to support
tank screening, TCGST, UCOFT, TT IV and a modified TT VII using TWGGS and will be
executed at Ft Dix, NJ. The Squadron Tank Gunnery sustainment program will be conducted
IAW HQ, 5-117 Cav Cir 350-2002-2. We will complete TT VIII for crews that did not have
range time during TY-01. As part of the tactical/maneuver training we will conduct TT XII for
50% of our available platoons. For those crews that qualified on TT VIII during TY-01 they will
fire for sustainment during TY 2002. Tank gunnery success will be defined as having all assigned
crews completing all gate tables and TTVII.

     h. After Action Reviews (AAR) are in integral part of training assessment. Troop
Commanders are responsible for conducting Troop Level IDT AARs and forwarding a report to
the Squadron S3, to arrive with the post-drill packet.

     i. As stated in my TY-02 Command Strength Management Plan, we have policies in place
to keep our No-Val in check and our attrition rates low. In order for us to improve our readiness
level, we will again employ a two pronged attack – close the back door and open the front door!
Therefore, Troop Commanders will again deploy a stay-behind-recruiting team to produce IDT
leads for our station recruiters to follow-up on. Troop Commanders will canvas their station
recruiters to determine the most productive recruiting areas. Troop Commanders will define a
success criteria and ensure that your criteria is focused, measurable and attainable.

     j. In order for the Squadron to execute this ambitious training plan, our vehicles, tracked
and wheeled must be mission capable. We will not successfully conduct mission requirements
and we will jeopardize our crew ratings, if our combat vehicles are not mission capable.
Therefore, it is again my intent to employ a three-phased maintenance plan, under the control of
the Squadron Executive Officer and the Squadron Motor Warrant. The Squadron Maintenance
Program for TY-02 will be based on the following:

              (1) Off-Drill Maintenance Program: this team will consist of 1/3 of the Squadron
maintenance assets, which will conduct IDT pre-drill maintenance in a SUTA at UTES one week
prior to the Squadron IDT weekend. This mission will be rotated between the HHT and the three
ground troops. Troop Commanders will schedule their assigned rotations on their YTC. The
Squadron Executive Officer will liaison with 50th Spt (M) to ensure that direct support
maintenance is available.

              (2) UMCP: this team will consist of 1/3 of the Squadron maintenance assets and
will conduct IDT maintenance on Squadron IDT weekends from a designated UMCP site. This

responsibility will be rotated between the HHT and the three ground troops and will address
wheeled and tracked vehicle maintenance requirements.

              (3) Range Support: this maintenance team will consist of 1/3 of the Squadron
maintenance assets and will provide maintenance support for all range operations. This
responsibility will be rotated between HHT and the three ground troops and will address wheeled
and track vehicles utilized in support of range operations.

              (4) Troop Commanders will ensure that their monthly IDT plan reflects 25% of
available training time is dedicated to maintenance of weapons and equipment for non-
maintenance MOS personnel and 50% of available maintenance time id dedicated to
maintenance for those holding a maintenance related MOS.

     k. Annual Training TY-02: annual training will be conducted at Fort Drum, NY during 6-
20 July 2002. The focus of this annual training period will be to conduct scenario-based
integrated tactical training and culminate in a Troop live fire range with our aero scouts. All
maneuver tactical training will be “force-on force” and troop units will rotate between passive,
aggressive and rehearsal box tactical scenarios. All maneuver tasks will be evaluated during this
timeline. Once a unit has been validated, the Troop will move to the live fire range for the troop
level live fire exercise.

     l. Staff Training: primary staff officers are directed to prepare their sections for
participation in a Squadron Battle-Staff ramp up exercise in preparation for our participation in
the 42d (Rainbow) Infantry Division WARFIGHTER exercise. The Squadron Battle Staff ramp
up exercise will be scheduled during the 1st Quarter TY-02.

    m. Organizational Inspection Program: the Squadron Staff will conduct two Organizational
Inspection Program inspections during this training year.

3. OBJECTIVES.

    a. MOSQ - a unit will be a success when it has an MOSQ rate of 85% of assigned
personnel, with remaining Non-MOSQ personnel scheduled for MOSQ school, or are in a non-
duty performing status.

     b. Weapons qualification - The Squadron will embark on a qualification/maneuver cycle
similar to the armor crewman qualification now in use. This will enable us to conduct team
training at the Troop level during IDT and extend the optempo of our maneuver training during
AT. This year (TY 02) will be a maneuver year. A Battle Roster of crews is essential to plan,
resource and conduct maneuver training. We will continue to conduct SAQ during IDT as we
have done.

         (1) SAQ -.
              Category I - 80% (standard is: record qual, NBC qual, and night qual)
              Category II - 80% (standard is: verify zero, day practice and record qual)

          (2) M60 and M2 MG – The S3 section will conduct PMI and familiarization firing
training on the M60 and M2 prior to the Squadron SSPC.

         (3) M1 Tank – the Squadron will qualify the armor crews who did not qualify on Table
VIII during TY 01.

           (4) M901 ITV the 19Ds who crew M901 ITVs will conduct maneuver training during
this TY.

           (5) AT-4 – the Squadron will not conduct AT-4 firing during TY 02.

      (6) M47 Dragon – the Squadron will conduct Dragon Trainer training during January
MUTA. We will not conduct live fire Dragon training during TY 02.

           (7) 120mm Mortar

             CPT Donnelly will be the Sqdn mortar training coordinator. He will organize and
evaluate the mortar training and provide feedback to the Troop Commanders and the S3.
Successful mortar training will be shown by the following qualification rates:

               80% of squad leaders, gunners and assistant gunners pass the Mortar Gunner's
Exam
               80% of Section leaders, squad leaders pass the FDC exam.

         (8) M203 Grenade Launcher - a unit will be a success when four grenadiers each from
the 19D platoons in Troops A, B and C qualify IAW FM 23-31 day record fire qualification
course. Mortar Sections will provide four grenadiers for M203 GL training for cross training.
These 11C grenadiers will receive weapons training IAW chap 4 of FM 23-31 during the
September 2001 MUTA in preparation for live fire on 13 Oct 01.

        (9) M18A1 Claymore Mine – the Squadron will not conduct Claymore mine training
during TY 02.

    c. The 5-117 Cav METL, Battle Task List and METL assessment are at Annex B.

    d. Safety/Risk Assessment - Training in the Squadron must be planned, prepared and
conducted using appropriate risk assessment criteria. The Squadron’s risk assessment
methodology is provided at Annex C.

    e. Training Schedules will be turned in 150 days out from the date of training at the
Command & Staff meeting immediately prior to the three-month suspense. This will include the
AT training schedule.

4. EVALUATED EXERCISES - TBAN

5. SPECIAL EVENTS

          COMMON TASK TESTING (CTT). Key aspects of sergeant’s business are ensuring
their soldiers are proficient on Common Tasks. Common Tasks should be integrated into other
training, as Commanders are discouraged from conducting CTT in a round robin environment.
The CTT objective will be to test 100% of assigned/eligible E1-E7s as often as necessary to
achieve a pass rate of 90%. CTT is a biennial event for testing and units should plan to conduct
this testing during non-Gunnery years, as a result. FLLs will maintain Leader Books with the
status of each of their soldiers in CTT. Units will maintain CTT results in their Training Files, as
this is an inspectable item. The CSM will publish a MOI concerning the conduct and
management of the CTT.

6. SMALL ARMS QUALIFICATION (SAQ)

   a. We will conduct SAQ twice during the TY. The primary period for SAQ will be our
November MUTA. A make up period will be conducted during our March MUTA.

     b. Responsibilities for conduct of SAQ will rest with the unit commanders delegated the
conduct of the ranges. Conduct of the ranges will be IAW FM 23-9 (M16 Rifle) and FM 23-35
(Pistol). Unit Commanders will be held to task for the following specifics:

         (1) Qualified OIC, SO and Instructors that are prepared and rehearsed.

         (2) Ranges that are resourced to provide the tools, personnel and expendable supplies to
conduct the range efficiently and with professionalism.

        (3) All ranges will begin with preliminary marksmanship training and a safety class on
the weapon and the range operation.

        (4) Units that conduct the range in November will qualify their range personnel during
the make up qualification in May.

    (c) SAQ range responsibilities:

          (1) November 2001 (primary SAQ)

              (a)M16A1 rifle, PMI, zero range and Cat II qualification – HHT
              (b) M16A1 rifle Cat I qualification – B Troop
              (c) M9 pistol PMI and Cat I and II qualification - C Troop

          (2) March 2002 (make up SAQ)

              (a) M16A1 rifle, PMI, zero range and Cat II qualification – HHT
              (b) M16A1 rifle Cat I qualification – B Troop
              (c) M9 pistol PMI and Cat I and II qualification - C Troop

         (3) Each range will conduct PMI prior to allowing a soldier on a firing order.

7. CREW SERVED WEAPONS TRAINING

    a. Machineguns M2 Caliber .50 and M60 7.62

         (1) The Squadron will conduct the 10-meter qualification firing for assigned gunners
and assistant gunners during TY 03.

    b. The Squadron will conduct M1 Tank Table VIII and Table XII. See Squadron Cir 350-
2002-2.

     c. Annex E has the format for a battle roster that will be in use during this TY. This battle
roster will be submitted NLT 15 September 2000. This battle roster will be the basis for planning
resources. Battle rosters will be submitted quarterly to the S3 at the Squadron Command & Staff
meetings 3 Oct 01, 19 Dec 01, 17 Apr 02 and 5 Jun 02.

8. ANTI TANK TRAINING

   a. Troops will utilize appropriate components of the Precision Gunnery Training System
(PGTS). The PGTS is a family of five complimentary trainers replacing M57 LET and M70
TOW trainers, and is available through TASC.

         AT 4 - the Squadron will conduct AT-4 qualification firing in TY 03.

    c. DRAGON - the Squadron will conduct PGTS qualification firing in TY 03.

     c. TOW - A, B and C Troops will conduct TOW Gunner’s Skill Test and Tables 1 through
        8 in TY 03.

9. GRENADE TRAINING

    a. The Squadron will not conduct hand grenade training during TY 02.

    b. The Squadron will conduct M203 GL on 13 Oct 01. C Troop will have responsibility for
conducting the qualification range.

10. PHYSICAL FITNESS TRAINING

    a. The Squadron will conduct its APFT on 4 Nov 01 and 28 Apr 01. C Troop will be
responsible for conduct of the APFT. The annual APFT will be conducted with soldiers and
leaders concurrently. Semi annual weight checks will be conducted prior to the APFT.
Successful units will have 100% of all medically cleared; drilling soldiers take the APFT.

    b. Diagnostic APFT will be under control of individual Troops.

    d. Soldiers identified for weight control will be strictly monitored and formally counseled
in writing and flagged. All Troops will implement a weight control program IAW AR 600-9.

     d. Our goal is a 90% APFT pass rate of those personnel that take the APFT. Our leaders will
strive for a score of 230 for their best personnel performance

11. NBC TRAINING. Individual and unit NBC survival task proficiency will be conducted
concurrent with individual and collective training. The following tasks will be scheduled on unit
yearly training calendars averaging one per MUTA.

    a. Individual

         (1) Put on remove and store M17/24/25 mask

         (2) Decon skin/equipment

         (3) Drink, use latrine in MOPP 4

         (4) Maintain your M17/24/25 mask

         (5) Use M8/9 paper

         (6) Put on CPOG gear

         (7) React to Cml/Bio hazard

         (8) Administer nerve agent antidote to self and buddy

         (9) Decontaminate your skin and personal equipment

         (10) Use M256A1 Chemical Agent Detection Kit

         (11) Prepare and submit NBC-1 report

12. OPERATIONS OTHER THAN WAR

    a. The Squadron will conduct its state mission, civil disturbance control during 24-25 Aug 02
    at home station. Line Troops will conduct 16 hours of CD training and HHT will conduct 8
    hours.

    b. Junior Leadership for Civil Disturbance will be conducted 9 Feb 2002 at Fort Dix in Code
51 RMA status. JLT-CD is a classroom exercise designed to provide training in rules of
engagement, legal ramifications and an awareness of the responsibility of the NJ National
Guardsman involved in civil disturbance operations. JLT-CD is a one time in career training for
leaders in the grades of E5 and above. We have a large number of personnel that require JLT-
CD. Rosters of personnel requiring to participate in JLT-CD will be forwarded to the S3 NLT 3
Nov 01. If the number of personnel requires more than one class of 25, we will schedule the
remaining leaders in TY 03. The format for the roster will be UNIT-RANK-FIRST NAME-
LAST NAME.

13. BATTLE STAFF TRAINING

   The Squadron staff will participate in the 42d ID WARFIGHTER (WFX) during 12-16
August 2001 at Ft Leavenworth and various ramp up training exercises.

14. MEDICAL TRAINING

     a. Medical training will focus on those tasks/skills required for transition to the new medical
MOS of 91W. Additional guidance will be published for those personnel requiring 91W
transition. The purpose of Medical Task Training and Validation is to verify the proficiency level
of assigned medical support personnel against required Skill Level 1 tasks and basic life saving
procedures. Medical Training will be accomplished IAW the STARC-NJ Medical Training
Circular.

    b.   The Brigade Medical Task Training and Validation Program will consist of five phases:

    Phase I is the indoctrination phase. The Bde Surgeon will present the Medical Training
Program to the Brigade Commander.
    Phase II is the commander’s awareness phase. The Brigade Surgeon will brief the unit
commanders of the Medical Training Program.

     Phase III is the medical training team phase. During this period, the training coordination
team will resource, schedule and implement the training program.
     Phase IV is the unit implementation phase. The unit training team will implement the
training program under the supervision of the Brigade Coordinating Officer.
     Phase V is the validation phase. During this phase, all training tasks conducted during Phase
IV are validated for proficiency level. A report is generated through command channels that will
identify medical readiness/proficiency – strengths and weaknesses for the medical section of that
unit.

    c. The Squadron will participate in the 50th Brigade Medical Training Program (tasks
provided below) and will ensure compliance with BLS-CPR and PHTLS training initiatives. The
Bde Surgeon will provide additional information on BLS-CPR and PHTLS under separate cover.

    The following schedule is provided and will be adhered to for unit medical training in TY02:
             SEP – Patient Assessment/Management
             OCT – Airway/Ventilation Management
             NOV – Shock Resuscitation and Thoracic Trauma
             DEC – Trauma Triage Assessment
             JAN – Basic Life Support (CPR) and IV Therapy
             FEB – Medic Weekend (ALL Brigade Medics)
             MAR – Abdominal Trauma
             APR – Vehicle Extrication and Head/Spine/Extremity Trauma
             MAY – Mass Casualty Evacuation Exercise
             JUN – Thermal Trauma and Vector/Anthropod Evaluation
             JUL – NBC Operations
             AUG – Year in Review

15. TRAINING BACK BRIEF AND AFTER ACTION REVIEWS

     a. After Action Reviews (AARs) are critical to effective training. An after-action review is a
professional discussion of an event, focused on performance standards, that enables soldiers to
discover for themselves what happened, why it happened, and how to sustain strengths and
improve on weaknesses. It is a tool leaders and units can use to get maximum benefit from every
mission or task. It is a critical task that must be performed by each Troop after each training
event, tactical, range live fire and sustainment training such as maintenance during a MUTA.
AARs must be performed NLT the end of the MUTA. It provides--
     Candid insights into specific soldier, leader, and unit strengths and weaknesses from
        various perspectives.
     Feedback and insight critical to battle-focused training.
     Details often lacking in evaluation reports alone.
     Are conducted during or immediately after each event.
     Focus on intended training objectives.
     Focus on soldier, leader, and unit performance.
     Involve all participants in the discussion.
     Use open-ended questions.

       Are related to specific standards.
       Determine strengths and weaknesses.
       Link performance to subsequent training

    b. Evaluation is the basis for the commander's unit-training assessment. No commander, no
matter how skilled, will see as much as the individual soldiers and leaders who actually conduct
the training. Leaders can better correct deficiencies and sustain strengths by carefully evaluating
and comparing soldier, leader, and unit performance against the standard. The AAR is the
keystone of the evaluation process. The AAR is structured as follows:
     Introduction and rules.
     Review of training objectives.
     Commander's mission and intent (what was supposed to happen).
     Opposing force (OPFOR) commander's mission and intent (when appropriate).
     Relevant doctrine and tactics, techniques, and procedures.
     Summary of recent events (what happened).
     Discussion of key issues (why it happened and how to improve).
     Discussion of optional issues.
     Discussion of force protection issues (discussed throughout).
     Closing comments (summary).

16. OFFICER DEVELOPMENT PROGRAM

         a. The Executive Officer will conduct an ODP program on the dates and on the subjects
specified in an LOI to be published.

        b. The CSM will conduct an NCODP program on the dates and on the subjects specified
in an LOI to be published.


17. MAINTENANCE TRAINING

   a. The maintenance goal for TY 00 is to achieve an Equipment Availability rate of 80% as
measured by the Squadron’s quarterly USR.

    b. Leaders are required to enforce the standard that pre, post and during maintenance
checks and services are performed on all vehicles during operations.

     c. All vehicles will be properly dispatched. All drivers will complete and turn in a DA Fm
2404/DA5988E at the completion of mission. Officer’s that are unable to prioritize or plan their
time so that they can complete this task will have a training session with the Squadron XO to
assist them in completing this task.

18. SLICE INTEGRATION TRAINING

    a. Support from the 50th SB(M) will be provided during our Squadron Maintenance
Program, maintenance and missile firing for the TOW and Dragon weapons systems.

     b. A company from the 101 EN BN will provide support for Battle Staff Training and
conduct annual training with us at Fort Drum. Troop requests for engineer support for annual
training will be submitted NLT 15 Feb 02.

     c. Det 2, 42d DIVARTY provides the Sqdn FSE for Battle Staff Training and annual
training.

    d. These three slice components will be involved in the Battle Staff Training and the 42d
ID WARFIGHTER.

19. SERGEANTS TIME

Sergeant’s time will be built into each unit’s training schedule. Sergeant’s time must be well
planned and focused only on critical individual and crew related tasks. Commanders will allot
time for sergeants to conduct individual training and require that individual tasks are included in
all collective METL training. As a minimum, training will be conducted on those individual tasks
that support the Commander’s METL tasks, train up of Common Task Training (CTT) skills and
combat vehicle crew related tasks/skills.

20. RECRUITING AND RETENTION TRAINING

     a. To reinforce the Squadron’s recruiting and retention mission the following training will be
scheduled. Providing structured training to our soldiers on the benefits and advantages of
remaining in the National Guard is a cornerstone of effective retention. Also, educating our front
line leaders on issues concerning retention has proven effective. Details for all of the training
listed below are found in the How You Can Retain Soldiers handbook, Chapter 8 of The Green
Book, dtd 1 Feb 00. The following training is MANDATORY during TY02:

         (1) Additional Duty Unit Retention NCO (ADURNCO) Training: All ADURNCOs
will attend training during TY-02. This training will be scheduled during the Bde designated
RED periods. (Bde Bulletin TBP)

        (2) Attrition Management Training (AMT): This training, formerly known as Front
Line Leadership (FLL) training, is the first part of training for all front line leaders. AMT will be
scheduled once every three years for all 50th Brigade Front Line Leaders.

         (3) Sponsorship Training (Train the Trainer): MANDATORY for 1SG and ADURNCO
every three years.

        (4) Sponsorship Training: Designed to train first line leaders the skills necessary to
perform the duty of a sponsor to new members of the unit. Execution of this program will be

detailed in the 50th BDE NCODP for TY-02. It will be scheduled by Battalion Command
Sergeants Major as a part of the Battalion’s NCODP.

         (5) FTSF Retention Training: Recommended training for all full-time support force
members every other year. This training was accomplished in TY00 and will be requested, by
the Brigade Headquarters, for all FTSF members of the 50th Brigade for TY-02 and every other
year thereafter. Training will be conducted in the intervening years if the number of new FTSF
members are significant.

        (6) Leadership, Strength, and Readiness (LSR) Training: This course is the
recommended follow-on to Attrition Management Training listed in paragraph 21.b. above. It is
suggested for all first line leaders following completion of that course. Units will train their own
personnel utilizing those individuals trained by RRM, as instructors.

        (7) Units can request training assistance from RRM, if so desired. Requests should be
submitted at least 120 days prior to scheduled training.

1. Safety is a command responsibility that cannot be delegated. All commanders will insure
   that:

2. Risk Management Worksheets (NGB Form 100-14-1, dtd Jul 99) will be used for all training
events. These worksheets will be in the possession of all training leaders. The overall risk on
each worksheet will be signed off by the appropriate risk decision authority IAW TAG Policy
Letter 99-5, dtd 20 Dec 99.

3. Specific safety actions to be accomplished for every training exercise are:

    a. Risk management will be briefed to the personnel being trained to make them aware of
the specific risks or threats in the training being conducted.

   b. Safety awareness briefings will be conducted prior to training events following the
Task, Condition and Standard statement to the soldiers being trained.

    c. Safety will be integrated throughout all OPORDs and summarized as paragraph six in
all OPORDS and OPLANS published in the Brigade.

  d. Formal risk management instruction will be included as a part of all subordinate unit
OPD and NCODP programs.

4. Army accident analysis has shown that accidents are caused 80% by human error, 15% by
environmental conditions and 5% by equipment failure. Of that 80% human error factor the
individual is responsible for 48% of the human error accidents in that his attitude was not
concerned about safety, he was overconfident, he allowed haste to supercede safe practices, he
was fatigued and then lastly alcohol or drugs played a part. Additionally leaders not enforcing
safety standards were responsible for another 18% of the human error factor. Training that did
not result in a definite, measurable training product allowed soldiers to believe that they were
trained to operate safely, but this failure of leadership in the preparation and conduct of training
results in another 18% of the human error factor. The remaining 16% are made up of safety
standards provided by the US Army for that operation and inadequate facilities or support for the
operation.

5. The following safety training will be accomplished in TY02 and will be addressed in the
Troops’ YTCs, as well:

     a. POV Safety IAW AR 385-55 para 3-2(a). The Accident Avoidance Training will be
conducted by the Troop, utilizing the Accident Avoidance CD program. Commanders must
certify soldier’s completion. All drivers are required to receive this training once every four
years. This TY’s Accident Avoidance Training will be conducted on 24 August 2002

     b. Army Motor Vehicle (AMV) training IAW AR 600-55 para 4-4 and 4-5 and AR 385-55
para B-4(a). Training will be accomplished. Additionally, completion must be annotated on the
individuals military driver’s license and record.

    b. Hearing Conservation Training IAW DA Pam 40-501 and NGR 385-10.

    c. HAZCOM Training IAW NGR 385-10.

5. The Squadron Safety Officer is the S3. He will answer questions or forward issues to the
NJARNG Safety Office.
