                                                                           cross-departmental services in the districts and in tackling and resolving
                                                                           district issues to respond positively to district needs. Continue to develop
                                                                           and maintain a close, cordial and effective working relationship with the
                                                                           DC.

                                                With regard to robbery, there were only 5 cases of robbery
                                                 reported in the past six months, there has been a decrease from
                                                 7 in the second half of 2006. Once again, the said crime has
                                                 been kept at a low level.

                                                There were 8 cases which 2 young persons involved in drugs
                                                 activities.   Indeed youth crime remains very low. Although
                                                 the number of persons arrested stands at 8 during the reporting
                                                 period, it was primarily the result of a dedicated operation
                                                 being conducted. In Sai Kung youth crime usually involves
                                                 either shop theft or minor assaults.


                                           To tackle street level crime involving visitors, tourists and illegal
                                             immigrants


                                                Illegal immigrants are involved mainly in the theft of buddhist
                                                 pine and aquilaria sinensis.   In the past six months 165 illegal
                                                 immigrants were arrested, 12 were arrested for theft of
                                                 Buddhist pine cases and 3 were arrested for theft of aquilaria
                                                 sinensis.

                                                                                  There are no traffic accident blacksites in the division but the
                                                                                   reduction of traffic accidents and traffic offences remains a
                                                                                   priority area for policing. During the same period of last year,
                                                                                   there were no fatal but 50 injury accidents. This has increased
                                                                                   in the same period of 2007 to 70 injury accidents only.
     SUMMARY

          As members will note, Sai Kung is being policed very effectively and crime remains at a low levels; full statistics on crime are attached at annex.

           The only area of concern remains burglaries and significant resources from the division, district and regional headquarters are being
     utilised. In the first half of 2006 there were 68 cases of burglary, which dropped to 52 cases for the period of 2007. During the second half of
     2006, there were 66 cases of burglary reported. Therefore, in comparison, the division has made significant reductions; almost a 23.5% reduction
     compared to 2006 which indicates that the policing strategies for this offence are having a significant effect. Two villages have adopted the
     village CCTV system but the other villages are still reluctance to participate which is a pity as the scheme has proven to be very successful at
     eliminating burglaries. Many village houses do not have alarm systems and householders still leave windows open allowing easy ingress for
     thieves. Letters have written to every household in the division urging them to upgrade security but very few heed the entreaties. Burglary
     remains at a high level despite significant reductions and we will continue to give this top priority.

                                            Kwan O Division during the first half of this year, representing an increase of 125
                                            cases (+55.8%) as compared with 224 cases in the same period of 2006.
                                            Amongst these, there was a significant increase in wounding and serious assault
                                            cases caused by different kinds of disputes. A total of 86 cases were recorded,
                                            representing an increase of 29 cases as compared with 57 cases in the same
                                            period of 2006.    Besides, 62 cases of criminal intimidation were recorded,
                                            representing an increase of 25 cases as compared with 37 cases in the same
                                            period of 2006. Most of these cases were caused by various kinds of disputes.
                                            There were 34 indecent assault cases, representing an increase of 15 cases when
                                            compared with 19 cases in the same period of 2006.



                                                    A total of 76 crime cases involving domestic violence were reported
                                            between January and June 2007, representing an increase of 44 cases as compared
                                            with 32 cases in the same period of 2006. As the public are concerned about
                                            cases of domestic violence, the police has implemented a series of new measures
                                            to enhance their ability to handle and investigate those cases.     Moreover, we
                                            will continue to work closely with Wong Tai Sin and Sai Kung District Liaison
                                            Group on Domestic Violence in the hope of reducing the number of these cases.
                                            At the same time, the police has adopted the „one family one       team‟ model in
                                            dealing with individual family problem to ensure proper assistance will be
                                            rendered to the victim.

   (Tseung Kwan O Division)                           In the first half year of 2007, Tseung Kwan O Division responded to a
                                             total of 11,336 „999‟ calls, of which 866 were emergency ones. There were a
                                             total of 3 occasions that police failed to meet the pledged response time. The
                                             overall successful response rate was 99.7%.



                                           Strengthen our intelligence system to target triad personalities, including
                                             youth gangs, by taking prompt and professional action in response to all
                                             triad-related crime, and adopting proactive measures to attack the sources of
                                             triad income, including illegal debt collection activities.


                                                     A total of 22 cases involving triad societies were recorded in Tseung
                                             Kwan O Division between January and June 2007, of which 13 were detected,
                                             representing an increase of 9 cases (+69.2%) as compared with 13 cases in the
                                             same period of 2006. A total of 64 cases involving illegal debt collection
                                             activities were reported in the first half of this year, representing an increase of
                                             18 cases as compared with 46 cases in the same period of 2006. Police will
                                             continue to liaise and work with the caretakers of buildings to prevent
                                             suspicious persons from entering the buildings to commit crimes. Meanwhile,
                                             it is also hoped that the public will continue to help each other and co-operate
                                             with police in reducing crimes.

     (Tseung Kwan O Division)                        Overall speaking, the triad and youth gang problems in Tseung Kwan O
                                            Division are not serious. Yet, police will continue to work hard to combat triad
                                            activities and step up their patrols at the hot spots where youth gangs used to
                                            gather to prevent the youth from committing crimes. Besides, the police will
                                            deploy uniformed and crime officers together with the Police Dog Unit and the
                                            Police Tactical Unit to carry out a number of special operations such as
                                            “Operation KEYMAN” and “Operation LEVINGTON” and patrols from time to
                                            time at places where youth gangs frequently gather to combat juvenile crime.


                                                  The School Liaison Officers of this district will also maintain close liaison
                                            with all schools in the district, targeting the students at risk, by holding seminars
                                            at some schools to promote “Operation EARLYBIRD”, telling them about the
                                            evils of triad societies and drug abuse on the youth. They will also carry out
                                            patrol with the school teachers in the area of the schools during lunchtime so as to
                                            achieve an educational and deterrent effect. Meanwhile, the police will spare no
                                            effort in promoting “Operation BREAKTHROUGH” to encourage the youth to
                                            take part in recreational activities arranged by the police and youth groups.

                                                      A total of 16 robbery cases were reported in Tseung Kwan O Division

                                                with 21 cases in the same period of 2006. The number of bully-type robbery
                                                cases committed by the youth decreased from 8 in the first half of 2006 to 6 in
                                                the first half of 2007, representing a drop of 2 cases (-25%).


                                                      On the burglary front, a total of 62 cases were recorded in Tseung Kwan O
                                                Division in the first half of 2007 (38 cases in low-density village houses, 14 cases
                                                in public housing estates and 10 cases in other areas), representing a drop of 27
                                                cases (-30.3%) as compared with 89 cases (49 cases in low-density village
                                                houses, 32 cases in housing estates and 8 cases in other areas) in the same period
                                                of 2006.


                                                      Upon completion of Wave III of the Public Rental Housing Estate Access
                                                Control Project implemented by Kowloon East Regional Crime Prevention Office
                                                in late March 2007, Wave IV of the project has already been launched right after,
                                                in which this Wave of the project will carry on for another 12 months.        Since
                                                Wave I to Wave III of the project launched in the past has achieved an expected
                                                result, Wave IV will extend the security management of the passages and access
                                                to the buildings to all private residential buildings, public housing estates and
                                                Home Ownership Scheme estates.

                                               representing an increase of 6 cases as compared with 68 cases in the same period
                                               of 2006. The number of taking conveyance without authority cases decreased
                                               from 43 in the first half of 2006 to 24 in the first half of 2007. The police have
                                               adopted a flexible deployment of human resources by strengthening targeted
                                               patrols.   Meanwhile, police have also maintained close liaison with the
                                               management of car parks and given appropriate briefing to them on the modus
                                               operandi and the trend of taking conveyance without authority cases to enhance
                                               their security guards‟ awareness of crime prevention.



                                             Mount intelligence-led operations against trafficking of dangerous drugs,
                                               and adopt a multi-agency drug prevention approach, particularly aimed at
                                               young people.


                                                     In respect of drug abuse amongst the youth under the age of 21 in Tseung
                                               Kwan O Division, a total of 6 cases were reported and 6 people were arrested in
                                               the first half of 2007. In the same period of 2006, 1 case of similar nature was
                                               recorded and 1 person was arrested.    Although drug abuse amongst the youth in
                                               the district is not serious, the police remain highly concerned about the issue, and
                                               will adopt a “multi-agency co-operation” approach in conveying the message of
                                               drug prevention to the youth. Kwun Tong Police Community Relations Office
                                               and Anti-Triad Section will continue to host seminars at all schools in the district
                                               and promote Junior Police Call Scheme to strengthen the effects.    On the other

                                                       The police are highly concerned about the problems of street gambling
                                               amongst the elderly, such as occupying leisure facilities in parks over a long
                                               period of time.    Their action attracted criticism from other residents. To curb
                                               the trend, the police have strengthened patrols at the blackspots in the district
                                               and issued warnings to the gamblers.     Arrest will be made should there be no
                                               signs of improvement.


                                                       Meanwhile, the police have also launched the scheme of “utilization of
                                               CCTV”, suggesting that management offices, incorporated owners and Leisure
                                               and Cultural Services Department consider the installation of CCTV at some
                                               hidden corners and blackspots of gambling to assist the police in the collection
                                               of evidence and for crime prevention.


                                                       A total of 26 people were arrested for street gambling in the first half
                                               of 2007 and 12 were arrested in the same period of last year.

                                                       Street deception is another concern of Tseung Kwan O Division.
                                               There were 12 cases of street deception in the first half of 2007. Amongst
                                               these, the victims of 9 cases lost a total of $550,000. 2 cases were detected
                                               and three female two-way permit holders were arrested. District Crime Squad
                                               and the Intelligence Section of Kwun Tong District have been specially tasked
                                               to tackle these cases. To prevent such crimes, the police have closely liaised
                                               with banks, put up posters in housing estates and distributed leaflets to
                                               residents.


                                                       In the first half of 2007, Tseung Kwan O Division officers arrested a
                                               total of 2 illegal immigrants for miscellaneous theft and deception respectively.
                                               Police arrested 7 mainlanders coming to Hong Kong on legal travel documents
                                               for minor offences including shop theft, robbery, assault, conspiracy to defraud
                                               and using a forged document.         In the same period of 2006, 2 illegal
                                               immigrants and 9 two-way permit holders were arrested for various criminal
                                               offences.


                                                       There is no syndicated prostitution activities or vice establishment
                                               found in Tseung Kwan O Division.

                                                       In the first half of 2007, the traffic team of Kwun Tong District and
                                               Tseung Kwan O Division officers carried out a total of 285 operations.         The
                                               police dealt with the problems of illegal driving, jay walking, cycling in
                                               improper manner and public light bus passengers‟ failing to fasten seat belts etc
                                               through education and law enforcement actions so as to enhance the safety of
                                               road users and their awareness of compliance with the law. There are two

                                                       All along, the Hong Kong Police Force has put in full effort in
                                               combating terrorist activities.    For raising the alertness of each officer in
                                               combating terrorist activities, the Force has launched a webpage in the Force
                                               Intranet concerning anti-terrorist intelligence.   It provides some information in
                                               relation to anti-terrorist activities and the latest information of such activities.
                                               Besides, the Force will also regularly introduce some information in relation to
                                               anti-terrorist activities to our district colleagues in the Training Day.

     (Tseung Kwan O Division)                                                        Moreover, the police will also hold publicity campaigns in the
                                                                             community.     It is hoped that various tiers of the community will maintain
                                                                             their alertness over terrorist activities and so provide the police with related
                                                                             intelligence. Tseung Kwan O Division officers have also maintained contact
                                                                             with the community in line with police operations.



     Conclusion



        Police have reviewed and studied the overall crime cases and individual key crimes in Tseung Kwan O Division for the first half of 2007. Although the number of the
     overall crime cases has risen, decisive actions have been taken accordingly in tackling the causes of the crimes.       Robbery and burglary cases, over which the public have
     expressed their concern, dropped obviously.    Fight crime operations saw its effectiveness.

        Police will continue to maintain a strong frontline police presence in Tseung Kwan O Division and spare no effort in preventing and combating all kinds of street level
     crimes. All kinds of burglaries including those which occurred in the low-density village houses in the area of Clear Water Bay Road will continue to be our considerable
     concern and actions will be taken accordingly. Besides, the police will continue to spare no effort in combating all triad activities in the district and will put in additional
     resources to tackle juvenile delinquency including illegal activities such as bully-type robbery and drug abuse, etc.

        Moreover, Tseung Kwan O Division and Kwun Tong District will continue to maintain a good relationship with the public, encourage them to assist the police in
     maintaining law and order, especially the management and security personnel of housing estates. Even more important is to enlist the support of various District
     Councillors, District Fight Crime Committee Members and all local representatives to help the police convey anti-crime messages to the public to enhance their awareness of
     crime prevention.
