Foreword by Councillor Richard Nicholson, Leader of Thanet District Council
IT GIVES ME much pleasure in introducing Thanet’s first Local Agenda 21 strategy.
Safeguarding the environment is one of the challenges we face as we enter the new millennium.
Recently a number of people and organisations have been working with the Council to tackle this issue
and develop plans for a safer, healthier environment in Thanet.
Some of these people are members of the Local Agenda 21 Steering Group whose concern is for the
environment in the widest sense. This includes the quality of our surroundings and our well-being, the
way we use resources available to us, the air we breathe, the water we drink, the energy we use, the
waste and pollution we produce and its impact on our health and the natural world. More and more
people are recognising that we must make changes to the way we live now to avoid storing up trouble
for our children and our grandchildren.
But we must act now and the Steering Group has been working with the Council in drawing up this
Local Agenda 21 Strategy – a blueprint for action in the 21st century.
Tackling global environmental issues such as global warming, renewable energy and acid rain must start
locally.
This Local Agenda 21 Strategy is not and can not be set in stone. It is a living document and will be
subject to the widest public involvement. Thanet’s Local Agenda 21 Strategy is precisely that – a
Strategy for the whole of Thanet to be owned and acted upon by each and every one of us.
Nor is it yet another document singing the praises of the Council’s green credentials. It is as much
about job creation and social justice as about the environment. Because we realise that, if we don’t get
Thanet’s economy right, then our local environment and the people of Thanet will suffer too.
I would like to take this opportunity to thank the many people who have helped us with the production
of this strategy. Their guidance, expertise and occasional criticism have enabled a document to be
produced which has true community value. This is a document for us all – something that we can all act
upon in safeguarding our future.
Please take the time to read this LA21 Strategy. It is a crucial document about Thanet’s future. I very
much hope that you will feel able to contribute.

Local Agenda 21 is an outcome of the 1992 Rio Earth Summit, but what caused that Earth Summit to
take place? Why did representatives of over 100 nations decide to meet and talk about sustainable
development?
Perhaps back in the 1980's or even before then, you were one of the people who joined a campaigning
group, wrote letters alerting decision makers to the terrible social, economic and environmental
catastrophes looming on the horizon - pollution and poverty; environmental degradation and greed;
breakdown in communities and climate change; rainforest destruction and and and . . . . or maybe you
were putting forward solutions and pledging to get involved in positive actions for change.
Well that’s how Local Agenda 21 came about and at last everyone in Thanet has a chance to make
those changes come about. Real partnerships - the council, the community, businesses and individuals -
in co-
operation and working towards a sustainable society, for now and for the future.
Local Agenda 21 is a very exciting opportunity for us all, however ‘green’ we are or would like to be,
for real change and empowerment. This is our chance to create a society that doesn’t destroy the
environment, exploit the underdeveloped countries, or confuse quantity of goods with quality of life.
More importantly it is an opportunity to be valued for our creativity, resourcefulness and sense of fun!
We can all do our bit and I think you will agree that there’s no shortage of ideas in this Local Agenda 21
Strategy! Now there’s no excuse for inaction. Time for us all to pick on an action point that appeals to
us and get cracking, either by ourselves or to find other people on the same ‘wavelength’, see page 29.

Sustainable Development
A Strategy & Action Plan
for Thanet
INTRODUCTION
The Earth’s capacity to meet the demands of the expanding population and people’s lifestyles is under
increasing pressure. This is giving rise to mounting environmental damage manifest in species
elimination, deforestation and global warming.
The 1992 United Nations Earth Summit in Rio de Janeiro, attended by representatives from the UK and
over 100 other nations, committed to a programme to counter the damage. Delegates discussed
environmental and development issues aimed at improving everyone’s quality of life whilst at the same
time looking after the planet and preserving its resources for future generations. This concept is called
‘sustainable development’, officially defined as “development which meets the needs of the present
without compromising the ability of future generations to meet their own needs”.
We all want a good quality of life, but we shouldn’t try to achieve this at the expense of the
environment that we will hand on to our children.
Leaders at the Earth Summit wrote an action plan for the 21st century called Agenda 21 which outlines
ways in which we can all work towards sustainable development. They realised that, in order to achieve
real changes in the way we treat the Earth, we must all act locally, within our own families and
communities, to help make a difference – hence Local Agenda 21. Local authorities were identified as
having a key role in enabling sustainable policies within their borough or district area under the Local
Agenda 21 initiative. These can also often bring additional benefits of reducing costs. Local value-for-
money (VFM) audits therefore focus both on authorities’ strategic response to the LA21 initiative and on
their environmental stewardship initiatives that have a direct impact, such as waste management, energy
use and water conservation.
However, we must ALL think global and act local. Rather than the authorities deciding what your local
area will be like, every resident should have the opportunity to have a say because everyone has a stake
in the future.
Thanet’s Local Agenda 21 Strategy is not intended to be another council document, but a vision
that has been developed by ‘the whole community’.
WHO can get involved?
YOU! As an individual you can play an important part in what you do and how you live your life.
Actively on your own or with others you can make a difference. You can be a good role model for your
friends and relatives by your actions at home, such as using low energy light bulbs, not wasting water
and other similar positive activities. This can reflect what you already do or what you can change even in
a small way today. We have all been bombarded for some time now with ‘green’ things we can all do
and many people have already made changes and started to make a difference. Or you could join local
focus groups that meet to discuss and influence Thanet’s future.

WHAT has happened so far?
A Local Agenda 21 Steering Group was formed in 1997 with its members representing a cross section of
Thanet’s ‘stakeholders’ - business, community and council - and some focus groups and fora have been
established; three Annual Green Fairs have taken place and Local Agenda 21 Awards presented.
The District Council itself has established a set of corporate objectives and key priorities:-
• Reducing the level of unemployment in Thanet
• Improving the personal and employment skills of those who live in Thanet
• Providing needed and high quality public services within budget
• Reducing social and economic exclusion in Thanet
• Ensuring access to good quality and safe housing
• Improving the quality of life for residents and visitors, making Thanet a safer place in
which to live
Council strategies have been developed or are being finalised. These will be linked to the LA21 Strategy
to underline the sustainable direction for the future of Thanet.

developed with Thanet’s other ‘stakeholders.

The Local Agenda 21 Action Plan
It is suggested that Thanet’s first Action Plan will cover the three year period 2000-2002 and 11
important issues. There are opportunities for joint action right across the community. The Plan will be
reviewed each year and every year to identify what has been achieved and will be enhanced and
amended as we progress. Performance measures and target times have been included in this draft. Short
term means 1-18 months, medium term 18 months to 3 years and long term is beyond three years.
In the following Action Plan each of the 11 issues lists one or more key objectives to aim for, followed
by a number of proposed actions with performance measures and a target time. The final column lists
those who need to be involved to achieve the target. Also listed is the Council’s Link Officer (L/O)
responsible for each action. The responsibility of the Officer is not to achieve the action but enable
appropriate people, whether in organisations, groups or as individuals to make it happen - a joint
responsibility. However, the action falls within that Officer’s area of work and hence is a contact point
for further information or support.
There are three cornerstones to a Sustainable Thanet -
Economic, Environmental and Social – and everyone can play their part.

1. Air Quality
1.1 Air quality is becoming a major issue as the detrimental
health effects of pollution become better understood. The
Government has committed itself, through the National Air
Quality Strategy, to ensuring consistently good air quality
throughout the country by 2005. Thanet Council and other
authorities are also contributing locally to this through
their planning, transport and parking policies.
1.2 Thanet Council has already completed a District Wide Air
Quality Review to determine priorities for monitoring and
pollution reduction. However, the responsibility for
improving air quality is not just someone else’s problem –
we can all help.

2. Community Well-being
2.1 Thanet is home to over 120,000 people. There are a lot of pressures with
this number of people in a relatively small area. We all desire a safe and
healthy place to live, work and for people to visit. With over 4,000 years
of development, it is difficult to be radical to resolve some problems.
However, it is possible and necessary to make continuous improvements
both to the infrastructure and the morale of the community.

3.1 For some years now Thanet Council has made the regeneration of the area its highest priority. The
creation of jobs with long-term initiatives is the major element of making Thanet succeed in
becoming truly sustainable. Community well-being is contingent upon jobs and education.
Employment, which provides an acceptable wage and standard of living, leads to personal fulfilment
and well-being giving social and environmental benefits for individuals and the whole community. It
is important that the momentum of recent years is continued.

4. Energy Efficiency
4.1 Collectively we are using up finite energy resources 100,000 times faster
than they are being replaced. According to some estimates natural resources
such as oil and gas could run out in as little as 50 years. The use of fossil
fuels for energy has resulted in increasing emissions of carbon dioxide and
other greenhouse gases which are likely to lead to a significant climate
change during this century causing rising sea levels and severe weather
patterns. The threat to coastal areas such as Thanet, whilst not certain, could
be devastating.
4.2 The environmental benefits of reducing energy consumption are considerable, in
tackling the above problems for instance – and saving money!

The Council is committed to energy conservation by, for example, rewiring its Cecil Street
offices, Margate and Albion House, Ramsgate.
E The replacement of high energy lighting with low energy equipment has led to a reduction in
X CO2 emissions and a saving of some 7% on their electricity bill.

M During 1998 the Council completed a full stock condition survey of its Council.
P The Council’s ambitious target to reduce CO2 emissions from Council housing by 80% and save
L tenants some 60% on their fuel bills is being realised.
E Home energy saving measures to the year 2000 include double glazed PVCu windows, boiler
replacement, using high efficiency units, and decorative overcladding insulation to non-standard
constructed properties. The programme of cavity wall and top-up roof insulation has now been
completed and has made a major contribution to the Council’s energy conservation initiative to
address Home Energy Conservation Act (HECA) legislation.
4.3 Businesses, Housing Associations, local groups and householders are able to make significant
improvements in energy efficiency, thereby achieving real environmental and financial savings.

8. Nature Conservation and Biodiversity

8.1 Biodiversity represents the richness of plants, birds and animals that exist throughout the world.
8.2 Biodiversity is being lost at a faster rate than ever before as a result of human activity, both
globally and in the UK. We have lost over 100 species in the UK in the last century, including 7%
of our dragonflies, 5% of our butterflies and more than 2% of our fish and mammals. Many more
have declined in number, range or both. We must do something to reverse this trend by creating
the right conditions for our wildlife to survive.
8.3 Thanet, consists of 40 sq.km (15.4 sq. miles) of land and its 30.5 km (19 miles) of coastline has
been identified as one of the most sensitive marine areas in England. The mudflats at Pegwell Bay,
for example, support large wintering populations of waders, such as grey plover and sanderling
which regularly reach levels of international importance. The significance of Pegwell Bay as an
area of outstanding wildlife means that it is now the second largest national nature reserve in
England outside of the national parks.
8.4 Protecting biodiversity makes sense in economic terms too, because if we degrade our coastline
and countryside then our tourism base – so important to our local economy – will also suffer.
There are many reasons why we should conserve Thanet’s biodiversity:-
• We should be handing on to future generations a world that is richer than the one we
inherited.
• Species that have evolved over thousands of years may be lost and cannot be replaced.
• Natural processes help to protect our planet.
• Biodiversity is a quality of life issue giving us pleasure, interest, knowledge and
understanding.
• In conserving the biodiversity of Thanet, not only will we be taking responsibility for the
quality of our local environment, we will be contributing to global diversity.

9. Transport
9.1 In accordance with the Government’s White Paper “A
New Deal for Transport – Better for Everyone” Thanet
District Council has produced a District Transport Plan
which was integrated into Kent County Council’s
Local Transport Plan in early 2000. This plan focuses
on the setting of targets within the District in order that
social economic and environmental conditions are
enhanced, whereby sustainable transport alternatives to the car are promoted and encouraged.
Future funding for highway works will only be provided from the Government through the targets
set within the Local Transport Plan, and the final document will only be submitted following full
consultation with those directly affected.
9.2 Funding is currently available for the development of phase 1 of a “Safer Routes to Schools”
initiative. This will link the existing cycle tracks in Stirling Way, Ramsgate and Dane Court Road,
Broadstairs, so as to create a safer cycling alternative for school children at The Ramsgate School
and three Broadstairs Secondary Schools, St Georges, Dane Court and Charles Dickens. TDC is
funding an extension to this scheme to provide safer routes to work as well.
9.3 The extension of the National Cycle Route (Regional Route 15) from Ebbsfleet to Ramsgate
Harbour was completed in early summer 2000. Feasibility studies are continuing, through Thanet
District Council’s Cycling Working Group, on the provision of a coastal cycling route in Thanet,

extending from Ramsgate Harbour to the District boundary at Minnis Bay, due to be completed in
the summer of 2001.
9.4 National planning legislation is also being amended whereby car parking provision is being
critically assessed so as to discourage the use of the car and making other forms of transport more
attractive. Town centre parking regimes are being examined with long term parking discouraged.
Additional secure parking in town centres has been provided.

10 Waste and Consumerism
10.1 There are three main ways of dealing with the
increasing problems of waste. The first is to
reduce or eliminate the amount of waste
generated. This can involve anything from
writing/printing on both sides of a sheet of
paper to taking unwanted things to a charity
shop or encouraging less packaging on the
products we buy.
10.2 The second is to increase the recycling of products, by for instance using waste paper as
animal bedding, composting garden and kitchen waste or taking bottles and tins to the
recycling point. There are problems of cost of recycling on a national scale that need to
be addressed, as it currently costs more to collect and recycle products than buy new.
Government and manufacturers must address this problem, but there is still much that can
be done at a local level.
10.3 The third is disposing of the waste in more environmentally-friendly ways. Kent County Council
is responsible for this. Much waste locally is still going to landfill.
10.4 It is necessary to look for good practice examples of what is happening elsewhere in this country
and overseas.

11. Water
11.1 The quality and quantity of our drinking water supply is
paramount. Southern Water are responsible for this and provide good
quality water. An eye must be kept on consumption to make reductions
where possible to reduce the amount of water abstracted to aid
conservation of water levels.
11.2 As a major tourist attraction, Thanet’s beaches must be the highest
quality in terms of the bathing water. The situation with respect to the
treatment of wastewater from Margate and Broadstairs is still the subject
of debate and a final conclusion is yet to be drawn. Thanet clearly wants
the best treatment for its wastewater to remove any possible
contamination that may enter the sea.
