Brief Description: Taking into account the former project and in order to support the government in
the restoration of the productive sector of the local economy, this project aims at: i) revitalizing the
fishing and agricultural activities, income generation activities, community capacity building,
agriculture and salt production; ii) building capacity of female hawkers and/or inhabitants of Ambriz
Municipality through actions of capacity building in business management; iii) supporting and building
capacity of the fishermen’s Cooperative (Sanga-Kia N’Ganga) in the management; iv) creating
integrated projects (communal projects) in the selected communes providing infrastructures linked to
access to water, education, health and basic sanitation to the resident communities; v) supporting and
building capacity of IPA staff working for the project. With this project, the community rehabilitation
of Ambriz Municipality shall have as its main focus the baseline indicator of the number of jobs and
creation of sustainability at the community level in order that at the end of the project the foundations
would be laid for local development. The final result of the integrated project shall create strong
partnerships between State institutions and their social partners.


PART I. A.                  SITUATION ANALYSIS

A. 1.        Challenges of the Artisanal fishing and productive sector

The new context of peace that has sat in Angola since 4 April 2002 shall invert the economic and
social situation that the country has been undergoing since the mid 80s. The high inflation rates, low
production, destruction of most of the basic infrastructure and internal communication have been the
key factors that have mostly affected the economic and social structure of the country. The plan for
lasting peace within the framework of the signature of the MoU of 4 April 2002 on the one hand
means hope in the rebuilding and development process of the country, and on the other, means
continued efforts for the mobilization of financial, material and human resources needed to
rehabilitate the productive, economic and social fabric of the country.

As at Independence on 11 November 1975, Angola was the second major fish exporters in Africa.
However most of stocks are now showing a decreasing trend due to specifically to the heavy
industrial fishery. The policy of the Government is to reduce the industrial fisheries and increase the
capacity of the artisanal fishery. Bengo Province is one of the Provinces where “per capita”
consumption is still very low when compared with the costal Provinces 1, 11 Kg/inhabitant/year, and
it is estimated that the national average is 14 Kg/inhabitant/year. The potential of Bengo Province is
enormous, especially in demersal and crustacean species, normally caught in Ambriz Municipality at
Barra do Dande and in Cabo Ledo.

The Artisanal fishing sector is by default the complementary sector of the large fishing industry.
When this sector is functional, it enables the creation, both on a local and regional scale, of
sustainability and reduction of the food needs of the resident communities. Fish is part of the staple
food of Angolan families and is eaten fresh, dried or smoked. Thus, the processing of catch from
Artisanal fishing is an enormous added value in terms of creation of jobs with all the attendant direct
and indirect effects.

To have impact, the artisanal fishing will depend on the local productive potential (human, material
and organizational), which either allow or disallow the population from having a sustainable
economic and social status. Bengo Province generally and Ambriz municipality in particular, have
all the conditions to make the integrated re-launching of the local economy possible and consequently
lead to the reduction of poverty.

Agriculture is another productive sector that will directly benefit from the project. Three decades of
war devastated the agricultural communities at all levels. The government is distributing land to the
farmers, but they need technical, economical, financial, managerial and social support.

A. 2.        Problem to be approached

The productive sector, in this case, Artisanal fishing, agriculture and its derivatives, could serve as
instruments or means for Angola to stop dependence on food imports. The different policy
instruments designed by the Angolan government to respond to the basic needs and the high poverty

rates in the country include capacity building and development of the fishing sector and development
of the agricultural sector and capacity building and development of the fishing sector within a
coherent and secure macro economic framework.

One of the factors to enable the local and regional levels reinforce the existing potentials, is contact
with the reality of the locations. However, considering the guidelines of the UNDP Strategic Results
Framework (SRF) for the Poverty Reduction and Special Development Situation practice areas and
according to the outputs of the former project, there is the possibility of implementing activities that
can support the government (Ministry of Fisheries) to rehabilitate and relaunch the productive
activity starting with the reinforcement of Artisanal fishing activities in the specific case of Bengo
Province. Furthermore, there is the possibility of building the capacity of the women, through their
participation in the Fishermen Cooperative and in the activities related to fish processing and sale, as
well as relaunch agricultural activities and other income generating activities aiming at reducing
poverty through micro realizations and job creation.

All these aspects could be approached within the framework of a project aimed at supporting
Artisanal fishing and reinforcing the productive agriculture sector. Community rehabilitation with the
implementation of integrated projects in communes and neighbouring areas that do not have basic
infrastructure could also be added (these projects could be referred to as Integrated Communal
Projects). The communes selected by the Municipal Administration of Ambriz are: (i) commune HQs
in Kapulo, at about 18 Km from Ambriz – (ii) commune of Tabi in Kinkala at about 40 Km from
Ambriz but only from 12 Km from the main road that links Caxito to Ambriz; (iii) commune of Bela
Vista in Kizonvi at about 75 Km from Ambriz.

In this last point, partnership is being established with the World Food Programme to create
conditions to develop “Food for Work” activity. This kind of activity will be necessary for roads
rehabilitation between Caxito (Bengo province) and Ambriz and between Ambriz and projects
beneficiary locations. Tertiary roads for will also be targeted for fishing transportation to the main

The rehabilitation and/or construction of basic social infrastructures will be made through a
partnership between the project (UNDP) and Fundo de Apoio Social (FAS). This partnership will be
established through sub-contracting.

A. 3.       Past Initiatives and lessons learned

Ambriz Municipality is situated at 140 Km from the capital city of Bengo Province (Caxito) and at
185 Km from Luanda has a population of about 15,000 inhabitants2. The population reside there due
to its location along the coast and its big fishing tradition. About 11,500 people live from fish and
related activities, artisanal production of salt and subsistence farming. The productive activity starts
with the implementation of an Artisanal fishing operational unit installed through project
ANG/97/B02 funded by UNDP and private oil sector of Block 18 comprising Sonangol, Shell,
British Petroleum, Amoco and Equator Bank. The real duration of that project was for about 3 years
and was on “Support to Artisanal Fishing in Ambriz”. The project created conditions for a

Fishermen’s Cooperative (Sanga-Kia N’Ganga Ponta) to start to explore the existing opportunities in
that area.

The project allowed job creation and profits for the direct beneficiaries and their families as well as for
the community members (about 1000 indirect beneficiaries).

There is however need to reinforce the capacity of this Cooperative and to create mechanisms for it to
carry out its activity. The former project was unable to create an integrated space where fish processing
and similar activities could improve the lives of the communities residing in that area in a sustainable
manner. The results of the project show that an enabling environment should be created for the
execution of activities such as subsistence farming, micro enterprises, reinforcement of Ambriz
Communities and other communes of the Municipality and surrounding ones.

The former project also recommended, via its results, that there should be a population awareness
campaign strengthening their capacity to use the knowledge acquired through training with social
responsibility in terms of improved management and care of acquired property. In order for this
awareness to be acquired, the capacity building shall include relationship equalities, development
capacity and attention for others. The capacity building should promote the appropriation of the of
the property acquired to enable the generation of community systems with respect for the common
property and sustainable management – basis for a peaceful and responsible solution for internal
relationship conflicts of the communities, with the aim of creating healthy relations in the day to day
living. These principles will form the basis of this new project.

A. 4.   Development Objective (Pertinent Result)

The major expected result as per above is the reinforcement of local development activities such as
artisanal fishing with the establishment of additional 30 micro enterprises that will be included in the
Fishermen Cooperative, subsistence farming, by supplying tools and financial support to about 50
families, rehabilitation of 1 hectare of salt mound for the production of salt, micro enterprises,
reinforcement of capacity of the communities of Ambriz and other sorrounding or neighbouring
communes of the Ambriz Municipality. Likewise, at least 3 integrated communal projects are
foreseen to enable the needy communities have access to the major basic social services such as
education, health, water and sanitation in terms of infrastructure. These integrated communal projects
as well as the other project components shall be placed within the UNDP Strategic Results
Framework in the Poverty Reduction and in the Special Development Situation practise areas namely
Community Rehabilitation sector and the Government Poverty Strategy (Interim Poverty Reduction
Strategy, Medium-Term Development Strategy, etc.). For the fishing sector and the action plan for
the sector during the two-year period of 2003/2004, artisanal fishing represents an important axis
because of the potential that the country has and particularly in this Province and Ambriz

A. 5.   National Institutional and Legal Framework

The Ministry of Fisheries is the major government body in charge of designing, formulating and
implementing fishing policy in Angola. There are two bodies under the Ministry that have been
supporting development in the fishing sector, namely Artisanal Fishing Development Institute (IPA),
which handles policies related to the promotion and regulation of small fishing activities. The other

institution is the Industrial Fishing Development Fund (FADEPA), which is a government financial
body. The Ministry of Fisheries, as well as IPA are represented at the Provincial level by their
respective Provincial Directors. In Bengo Province, the representation of the two organs is articulated
at the Provincial Directorate, located in Caxito, capital of Bengo Province. Due to the former project,
IPA and FADEPA have gathered vast experience during their work with Artisanal fishing.

The creation of the National Artisanal Fishing Association in May 1997 is a valuable instrument for
the defence of artisanal fishermen and the fishing communities. Thus, all the conditions have been
created for the development of the project in terms of Artisanal fishing. The Artisanal Fishermen
Association of Ambriz founded in 1997 became Cooperative in 2002, shall serve as an operational
framework for most of the project activities.

In relation to agriculture activities, IDA has defined procedures to support community projects, which
will guide the activities in this sector. FADA can support farmers association through credit for
material, seeds and other goods.

The project components will be implemented in a sustainable way taking environmental protection
into account. To this effect partnerships will be created for the sensitisation of stakeholders in
environmental protection.

A. 6.   Beneficiaries

The direct beneficiaries of the focus of the project shall be: (1) the artisanal fishermen through the
establishment of about 30 micro enterprises in the existing Cooperative and its reinforcement through
training; (2) women of the municipality that either sell or work in the local market. The number of
beneficiary women shall later be defined there is an estimate of more than 500; (3) Communities that
are residing in three neighbouring communes that do not have access to basic social services due to
lack of adequate infrastructure (4) establishment of about 50 agriculture micro enterprises; (5)
Reinforcement of Ambriz Municipality Administration due to the dynamic that the project will bring
for the municipality and its impact for example in improving water supply.

Direct Beneficiaries: The resident population including those in other Municipalities of Bengo
Province and some markets in Luanda Province, through fish supply, salt and agricultural products.

PART I. B.              STRATEGY

B.1.    National Commitment to Achieve the Result

The government has been completely engaged in the process of fight against poverty through the
relaunching of the national economy and restructuring of the productive sectors so as to reduce food
dependency. These objectives are included in the major targets of the Government program for the
period of 2003/2004 as well as in the Interim Poverty Reduction Strategy that is being prepared by
the government with the support of different local and international partners.

There are many programs of government and NGOs, social Funds or international institutions in the
area of community rehabilitation. Programs such as FAS or PAR, which major partners are
international institutions, have been working with the government to reduce the weakness of the
resident communities. Considering the former project, its achievements and expected outputs, this

project has the support of the communities themselves that could get engaged and thus compel the
authorities to create conditions that are required by the project implementers.

The activities of the former project were carried out in a scenario of war and insecurity. The present
project approaches issues linked to development in the post-conflict context, capacity building and
community rehabilitation activities. However, there is also activities related to the emergency
situation such as tertiary road rehabilitation, that will allow, in some cases, access to poor the
population and the return to their areas of origin (for example Bela Vista).

To get results in the five components (artisanal fishing, agriculture, capacity building and technical
assistance, commune projects and tertiary roads rehabilitation) a Management Unit will be
established and will be staffed with a National or International Technical Adviser (CTA) who will
work in close collaboration with the project staff (the Coordinator, the Admin/Finance Assistant, the
Logistics, the Driver (2), the Secretary). The CTA will be responsible for the technical management
of the project giving support to the planning, coordination and implementation of the activities of the
five components. The Terms of Reference of the CTA is in the Annex of the Project Document.

The Management Unit will be supervised by UNDP and IPA in the framework of UNDP monitoring
and evaluation procedures. Strategic support will be requested to Ambriz Municipality
Administration for making land for agriculture, salt-mine to be explored by the beneficiaries
available, and for organizing brigades for tertiary roads rehabilitation work once every quarter.

From the local viewpoint, FADEPA, which has been very active in Ambriz, shall sign and agreement
aimed at implementing and managing the loans on behalf of the implementing agency (Artisanal
Fishermen Association). This exercise has already been achieved with the former project for the first
micro enterprises with the Fishermen Cooperative. Legal support shall be provided by FADEPA, an
institution trained for this purpose core objective.

The new entrants into micro enterprises shall select a representative from 4 or 5 suitable fishermen to
sign the contract with FADEPA. This group shall have the Fishermen Cooperative as the guarantee
and thus will also sign the contract. The regulations of the Association shall manage non-compliance
with sanctions. The Cooperative shall create a Development Fund from proceeds derived from the
reimbursement of loans (through fishing boats and related equipment supply) that shall be granted
through the project, payment of interests and dividends from the net profits of the support unit, which
already exists, or from other sources such as subsidies and Fishermen Association fees. It shall
operate as a rotational credit unit and appropriate administrative rules shall be established together
with FADEPA and IPA.

For the agriculture component, IDA’s collaboration will be based on the methodological support for
the national strategy for community agriculture or agricultural micro enterprises. During the project
implementation, the possibility of loans through tools and seeds will be considered. If possible, this
task should be carried out by FADA in line with the procedures used with FADEPA for Artisanal
Fishing. The communal projects may be included as a way of supporting the resident communities
that are directly or indirectly linked to productive and/or Artisanal fishing activities. Besides this, the
duality of “Development of Artisanal Fishing and Community Development” is one of the most
important components of sectorial policies defined by the sector through its Plan of Action, thus
enabling the placement of all activities to be carried out through the project.

To this effect, a Memorandum of Cooperation between UNDP and FAS will be established to define
responsibilities. The model of collaboration between UNDP and NGOs or Associations can be found
in the Programming Manual. It is necessary to stress that FAS actions will accommodate the needs
of the local Administration mainly the target communities.

World Food Programme (WFP) will collaborate in the tertiary roads rehabilitation by providing food
to each member of the brigades organized by the Municipality Administration supervised by the
Project Management Unit. WFP and the Project Executing Agency IPA, on behalf of Ministry of
Fisheries, will sign the MoU.

The project is looking at the possibility of collaboration with United Nations agencies (FAO, IFAD,
and UNOPS) to contract experts in Artisanal Fishing and Agriculture to provide: (i) technical
assistance to personnel involved in the project; (ii) capacity building in organization, coordination,
and supervision of the development through technical demonstration. These actions should be
developed in the framework of the overall project and provided by consultants/specialists of one of
the institutions who will visit Angola two or three times a year for periods of 30 to 45 days.

B. 2.   Strategy for the use of UNDP Resources

The project is consistent with the UNDP mandate that aims to support countries in their efforts to
achieve sustainable human development. The project shall fit into the Country Cooperation
Framework for Angola 2001-20033. In Angola, UNDP has been a strategic partner of the government
in the area of combating poverty through programs such as the Community Rehabilitation Program

The strategy for the use of UNDP resources shall be implemented as follows:

 UNDP shall provide support for the implementation of the global project strategy. UNDP shall
  perform the relevant role at the support level in terms of management support and in the
  reinforcement of the capacity of communities and project managers.

 Ensure full involvement of the major actors and beneficiaries in designing the project
  implementation. UNDP shall promote a favourable environment for the government

 UNDP shall strengthen the local partnerships involving the key actors in joint exercises in terms
  of strengthening implementation at the regional or local level as a way of better assisting the
  government in its fight against poverty.

 UNDP will establish partnerships with FAS through a contract for rehabilitation and/ construction
  of basic social infrastructures services;

 UNDP will facilitate the signature of an agreement between IPA and WFP for the rehabilitation
  of tertiary roads through “food for work” programme;

  Intends to contribute to two strategic results in the areas of the strategic development of fight against poverty and
community reinforcement. This type of activity, whether at the regional or local level, will enable UNDP have a basis for
the achievement of its results and extrapolate them to the national level with better placement.

 UNDP will establish a partnership with United Nations agencies to accommodate several
  components. This partnership will support the good development of activities impact in the

 A participatory and consensus approach shall be formulated based on the indicators that shall be
  specific, measurable, achievable, relevant and identifiable;

 UNDP resources shall also contribute to the continuation of wide knowledge in issues of fight
  against poverty from the community reinforcement based on key government papers;

 UNDP will create conditions for resources mobilization for the project. These funds can be raised
  from the private sector and country donors.

PART II.              RESULT FRAMEWORKS (annexed)


A.1.   Execution Mechanisms

The government shall manage the project through the National Execution (NEX) modality. The
experience acquired by the Ministry of Fisheries through IPA in the former project will certainly
enable this institution to implement this project according to the National Execution procedures.
UNDP in conjunction with the Ministry of Fisheries through IPA will supervise the Project
Management Unit at the central level and will coordinate the work of national and international
entities including United Nations agencies that should participate in this project building capacity in
the various components more specifically in Artisanal Fishery, Agriculture, and Capacity Building in
general. These bodies shall serve as implementation technical agents. However, the global
coordination and the synergies shall be guaranteed at the level of the Project Supervisory Committee.
The Ministry of Fisheries and UNDP, as key partners, shall be fully involved in the planning
components at the local level, as well as in correct budget management issues.

Ministry of Fisheries will be requested to facilitate partnership with training centres under its
jurisdiction, for example CEFOPESCA. The project will use these training centres to create a mobile
unit to support the maintenance and rehabilitation of the project equipments.

For the integrated community projects the subcontracting of FAS, which is already in Bengo
Province, is an added advantage for the quality of its implementation and for its good locally and
internationally renowned performance in community rehabilitation and reinforcement sectors.

For the productive sector in the area of agriculture, one of United Nations agencies shall be the
alternative for capacity building and component organization. This option had already been foreseen
in the former project but for security reasons was not totally implemented by FAO. To guarantee the
results planned by the government and UNDP, if the National Technical Adviser (NTA) is not
identified, a national or international NGO will be subcontracted to integrate the Project Management
Unit for capacity building and community reinforcement activities.

The recruitment of a fully funded United Nations Volunteer (UNV) is foreseen to support the project.

The implementation shall be based on the following mechanisms:

The Project Steering Committee Mechanism composed of one representative of each institution
appointed by: Ministry of Fisheries, Ministry of Planning, UNDP (Poverty Cluster programme
officer), United Nations agencies, Ministry of Agriculture (Agriculture Development Centre of
Bengo), representative of the Provincial government of Bengo (dealing with fishing agriculture and
environment), representative of the Administration of Ambriz and a representative of the Donors, if
any in the project.

The Ministry of Fisheries shall be the national counterpart of UNDP in the project implementation.

The Project Management Unit shall convene this committee for meetings once every quarter to
discuss project operations.

At the request of UNDP the Ministry of Fishery shall appoint the Project Coordinator and the Project
Focal Point. The Project Coordinator can also be recruited by public announcement and the Project
Focal Point should be a Ministry high rank official at the level of National Director or higher. The
Terms of Reference are in the Annex of the Project Document.

The National Coordinator, in close collaboration with the CTA shall be responsible for:

 preparing the plans of activities, coordinating and directing their implementation;

 ensuring the supervision and technical follow up of the work, global coherence of the project
  activities and information dissemination between the various actors; and,

 ensuring financial management and control of the resources allocated to the project through a
  filing and information system, as per UNDP rules and regulations, which shall be accessible at all

The Terms of Reference of the Project Management Unit composition (Project Coordinator,
Technical Advisor, Admin/Finance Assistant, Logistic Assistant, Secretary, Driver) are in the Annex
of the Project Document.

A.2    Monitoring Measurement and Evaluation

A.2.1. Work Planning, Monitoring and Reports

The project shall be monitored, evaluated and reported according to the procedures set out by UNDP
for monitoring and evaluation, which shall be made available to the Project Management Unit at
project start up. At the beginning of the activities and subsequently at the beginning of each calendar
year, the Project Management Unit shall prepare quarterly and annual project plans of activities. The
plans of activities shall be submitted to UNDP and to the Project Supervisory Committee as well as
the Quarterly and Annual Reports so as to prepare for the annual meeting of project stakeholder. The

plans shall be approved after the annual meetings. The Supervisory Committee and the Project
Management Unit, as well as other partners or experts shall participate at these meetings in order for
them to put in their respective contributions during the evaluation of reports and working plans.

UNDP supervision shall involve follow up visits to the project location, regular reports on the
progress and meetings with the implementation technical agents and project coordination. The Project
Management Unit shall work closely with the government sectorial agencies; namely, IPA and
FADEPA, with the Provincial Government of Bengo and Municipal Administration of Ambriz,
community structures and private sector operators.

The Project Management Unit shall be based in Ambriz for operations aspect of the project
coordination. Caxito shall be the Administrative Headquarters of the project. This arrangement is due
to Caxito location near the State partners (IPA, IDA, FADEPA, FAS), which will thus facilitate
follow up and cooperation with the coordination. For both the operations and administrative
headquarters, the former project structure shall be used as possible.

The Project Management Unit, in collaboration with the Fishermen Cooperative, shall create timely
conditions for the public announcement necessary to identify a company to manage the conservation
and fish processing unit. In case the private operator is not identified, the project should empower
IPA (if the legal and juridical conditions allow) to manage the enterprise once the project is finished.
During the project implementation profits from sale and fish processing should revert to Fishermen
Cooperative as credit return to allow establishment of more micro enterprises.

A.2.2. Evaluation

A detailed evaluation shall be conducted at the end of each project year as an integral part of the
implementation of UNDP Monitoring and Evaluation procedures. Theses evaluations shall mainly be
on the activities and compliance with the plans of activities and impact analysis of the beneficiaries.
This will correct eventual malfunctioning and define internal synergies of UNDP interventions in this
area. The terms of reference for the evaluation shall be proposed by UNDP for discussion and
approval of the Supervisory Committee.

The project will be integrated in the auditing plan of UNDP, one year after its start up. In the
meantime, the component executed by FAS will be audited according to FAS procedures and the
results will be shared with UNDP. In case no unfavourable elements are encountered, it will be used
as attachment to the project auditing exercise.

A.2.3 Risks

Risks to the implementation of this project include difficulties in identifying a qualified national
NCTA who would meet the Terms of Reference. In this case, the NGO operating in Bengo shall also
assume the responsibility of managing the Management Unit. With regard to the state of the road
network, if the bad conditions persist, mainly the state of the national road number 100 in the area
from Caxito to Ambriz, the equipment supply and products transportation to the markets in Caxito
and Luanda will be affected. The necessary services will then be made in Luanda, and the project
activities will be delayed. The weakness of the communities, Local Administration, local market in
general, agriculture sectors, and community capacity building are considered factors of risks. By

signing the present project document, the government commits itself to work with the partners in
order to minimize these risks.


This project shall be the instrument referred to in Article 1 of the Basic Assistance Standard
Agreement between the Government of Angola and the United Nations Development Program
(UNDP) signed by both parties on 18 February 1977. The implementation agent in the host country
shall within the framework of the Basic Assistance Standard Agreement, referred to the Government
Cooperation Agency referred to in this Agreement.
