					                        Proposed Portfolios for Cabinet Members




All Cabinet Members have collective responsibility to:

   Ensure that the Council meets its agreed corporate objectives, as set out in the Best
    Value Performance Plan;

   Ensure that the Council continues to improve performance in all services, consistent with
    Best Value principles and within the policy and budgetary framework agreed by the
    Council. This includes responding appropriately to statutory reports on external
    inspections and service reviews, together with all Best Value Review Action Plans;

   Facilitate and encourage public participation in the Council's activities by effectively
    engaging local residents, businesses and other key stakeholders in the authority's
    decision-making processes. This includes overseeing the publication of Green Papers
    on key issues, and appropriate public consultation;

   Consider budget priorities within the overall policy and budgetary framework agreed by
    the Council;

   Consider action on the delivery of Council services and the discharge of the Council's
    functions within the overall policy and budgetary framework agreed by the Council. This
    includes the formation of partnerships and contracts and the disposal and acquisition of
    land, property and assets;

   Consult with local ward Members about policy developments or service initiatives which
    have a specific relevance to their areas;

   Ensure that good industrial relations are supported and promoted, through appropriate
    and effective consultation with trades union representatives;

   Oversee the investigation of and responses to all Local Authority Ombudsman reports,
    including any findings of maladministration;

   Recommend research, study or the collection of information relating to policy issues or
    service delivery.
Specific Portfolios
                                       Leader of the Council
Remit:

   To provide clear political leadership for the Council, relating to all Members, citizens,
    staff and stakeholders;

   To act as the Council spokesperson on all key corporate issues, consistent with the
    overall policy and budgetary framework agreed by the Council;

   To lead the development of local and regional policies which fulfil the Council's corporate
    policy objectives as stated in the Best Value Performance Plan;

   To lead on the Council’s effective decision-making processes and supporting
    administration

   To lead the budget making processes of the Council, closely linked to performance
    management;

   To lead the Council's regeneration initiatives, particularly the Going for Growth
    programme;

   To lead the Council's public participation activities, encouraging local people to take part
    in the authority's decision making processes;

   To lead on all regional affairs;

   To chair all Cabinet meetings;

   To represent the City at local, regional and international levels, acting as ambassador
    and leading the development of key strategic partnerships with local communities,
    outside agencies and key stakeholders to deliver the Council's corporate objectives and
    provide quality services to residents;

   To lead on all civic ceremonial matters, including the work of the Lord Mayor and Sheriff;

   To lead on the appraisal of the Chief Executive.

   To Chair meetings of the Council Joint Committee, involving Members, staff and trades
    union representatives.



                             Deputy Leader of the Council
Remit:
 Deputising for the Leader of the Council in his / her absence;


   Chairing Cabinet meetings in the absence of the Leader of the Council;

   Acting as the Council's spokesperson on all key corporate issues, consistent with the
    Council's overall policy and budgetary framework, in the absence of the Leader;

   Monitoring the Council's overall performance management, in line with the Best Value
    Performance Plan, and including Benchmarking and Performance Indicators;

   Holding the Cabinet portfolio for Lifelong Learning and Training.
                         Portfolio: Lifelong Learning and Training
Remit:
Leading on all initiatives which contribute to lifelong learning and training, including:

   Early years provision
   Support for schools, particularly to raise standards in educational achievement ;
   Lifelong Learning Strategy;
   Literacy and Numeracy Strategy;
   Libraries;
   Training initiatives ;
   Co-ordinating the Council’s response to the Learning & Skills Council
   Chairing meetings of the Directorate Joint Committee;

To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.

                          Portfolio: Housing and Regeneration
Remit:
Leading on the implementation and co-ordination of all major initiatives which contribute to
the sustainable regeneration of the City, together with effective housing services, including:
 Going for Growth strategy
 Housing Strategy, including positive participation initiatives with tenants and residents
    such as compacts;
 Support for asylum seekers and refugees;
 SRB Partnerships
 New Deal for Communities Delivery Plan
 Partnerships with other housing providers in both the private and voluntary sectors
 Chairing meetings of the Directorate Joint Committee;
 Play and Youth Services to Children and Young People
To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.

                  Portfolio: Environment, Public Health and Safety
Remit:
 Leading on all major initiatives which sustain an improved local environment, including:
 Effective environmental maintenance programmes, including area based environmental
  audits and action plans;
 Public health and environmental protection
 Public safety
 Local Agenda 21 initiatives
 City Council Trading Businesses
 Car Parking and Enforcement
 Chairing meetings of the Directorate Joint Committee


To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.
                           Portfolio: Culture, Tourism and Sport
Remit:
Leading on all major initiatives which promote the City as the cultural capital of the north in
terms of heritage, artistic activities, tourist attractions and sporting events, including:
 Cultural strategy
 Leisure strategy
 Sports development
 Tourism and City Heritage
 European Capital of Culture
 Community events, including the Newcastle Mela and the Hoppings
 Theatre Royal


To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.

                            Portfolio: Social Services and Health
Remit:
To lead on the Council's initiatives and activities, working closely with Newcastle and North
Tyneside Health Authority and NHS Trusts and other agencies to provide social services and
health care in the City particularly for:
 Children and Young People
 Older People
 Carers
 Disabled People (Learning Disability; Physical and Sensory Disability)
 Mental Health Service Users
 Welfare Rights
 Chairing meetings of the Directorate Joint Committee


To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.

                              Portfolio: Community Planning
Remit:
Leading on the development and implementation of community participation and effective
community planning in Newcastle, particularly:
 New area structure
 Community forums
 Youth parliament
 Crime prevention and community safety, including the Crime and Disorder Reduction
   Strategy
 Community participation methods
 Electoral reform and improving electoral turnout
 Customer services


To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.
                         Portfolio: Development and Transport

Remit: Leading on all major initiatives which support and promote sustainable development
of the urban environment, together with effective transport systems, including:


   Regional Planning Guidance/Regional Transport Strategy
   Unitary Development Plan
   City Centre Action Plan
   Marketing Strategy
   Local Transport Policy and Plan
   Biodiversity/Tree Plans and Strategies
   Conservation and Heritage Plans
   Competitive Newcastle Economic Development Strategy
   Council Property Portfolio
   Special events of regional and national significance, including the Tall Ships Race and
    New Year celebrations
   Chairing meetings of the Directorate Joint Committee

To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.


                            Portfolio: Electronic Government

Remit:

Leading on all major initiatives which improve the Council's use of information and
communications technology, both internally and externally, including:

   Information Systems and Information Technology Strategy
   Communications Strategy, including media relations
   Regional and national information and communication technology networks, including
    Telematics;
   Promoting and supporting the use of E commerce for City Council business

To act as the Council's spokesperson and policy advocate on all matters relating to this
particular portfolio.
                               Portfolio: Corporate Services

Remit:

Leading on the Council's corporate initiatives and support services, including:

   Strategic, corporate finance and audit services
   Human Resources strategy, including staff training
   Equalities issues
   Members' Training and support services
   Best Value Performance Plan and five year programme of reviews
   Legal services
   Electoral, Registrar and Coroner’s Court services
   Members’ Support Services
   Chairing meetings of the Directorate Joint Committee
