Comment/Recommendation: This sentence about “regular and
responsible” reporting needs more clarification on what is expected.
Rationale: The sentence does not state a subject or type of reporting
for the communications. Also should read responsive instead of
responsible.

Comment/Recommendation: This does not tell what reports should
be submitted. Also the reference to minutes should be deleted as there
are no meetings where notes are taken.
Rationale: Does not reference what format or subject to submit written
reports on.

Comment/Recommendation: Establishing a biannual Parent Advisory
Committee for MCIEAST is a duplication of efforts by the installations and
is fiscally challenging to due to the nature of the area of operations
covered by MCIEAST.
Rationale: Delete this section and have the installations/bases continue
with their advisory boards.

Comment/Recommendation: Substitute “Provide HQMC SL the
corrective actions arising from any incidents …..” in place of “In
coordination with HQMC SL……”
Rationale: Any incidents of failures of the base SL‟s will be researched
and appropriate action at this level and then that corrective action will be
forwarded to HQMC SL for their records.
Comment/Recommendation: This paragraph reads as if the Regional
SL must contact legal counsel and the HQMC prior to initiating any
contact with the state agencies directed by this Order to contact. This
will not only be a time impediment with the actions of the Regional SL,
but brings into question the tasker in this order to “Coordinate with state
agencies with direct impact …..”
Rationale: The sentence does not create an environment suitable for
the Regional SL to operate within. The RSL is the SME for the CG
MCIEAST and therefore should not be required to check with legal or HQ
prior to any interaction with the State agencies he/she is responsible by
this order to contact.

Comment/Recommendation: Define the use of “registry” in this
paragraph. Does that mean each contact via email and phone is a family
registry?
Rationale: Very difficult on the family to send in their privacy act
statement for every contact with the SL.

Comment/Recommendation: The term track is being used without
delineating what type of tracking is required for inspection purposes and
to show program utilization.
Rationale: List tracking requirements.

Comment/Recommendation: Delete the reference to “…when a
waiting list does not exist and space is available.”
Rationale: This should be deleted as it goes directly against the nature
of the assistance the SLP is to provide to military school aged children.
All base throughout DoD have other branches of service assigned and
may have families geographically relocated in their area who are not
from the Marine Corps. The Marine Corps would expect complimentary
service from any other Service SL with a Marine family located in their
area.

Comment/Recommendation: The Parent Advisory Board should be in
place at all installations, but not at Regional HQ‟s due to redundancy and
costs of transportation. Meeting minutes should be forwarded thru the
RSL and to Regional HQs.
Rationale: The Region does not have a constituency that would not be
covered by an installation or base PAB. Therefore, a PAB at Regional
HQ‟s causes redundancy.


Comment/Recommendation: The EFMP program and the SLP should
be a coordinated effort tying the two programs together, offering
assistance, guidance, POC‟s and follow-up.
Rationale: To ensure success in both programs there needs to be a
MOU/MOA between the two programs combining their best efforts.

Comment/Recommendation: Clarify language to include assistance
for PK when it is part of the public school system.
Rationale: PK parents have been a major portion of clientele to date.
Reaching out to our parents at the beginning of the school experience
can increase awareness of the program and provide proactive support for
the initial school experience.


Comment/Recommendation: Clarify types of documentation that
should be maintained to demonstrate effectiveness of program.
Rationale: For clarity and to align data.
Comment/Recommendation: Clarify requirements for privacy
consent forms and case files.
Rationale: I don‟t understand the protocol as written.


Comment/Recommendation: I think the order could go further to
document individuality of experiences of each SL. As the command SME,
a great many of my responsibilities are not listed in this order but are
still expectations of my command. Examples include: command
representation for school events/retirements, boards, etc.; coordinating
a student internship program aboard the base; routing requests from the
base schools for various events and activities to be conducted aboard
base, etc.
Rationale: If these “command” duties are not acknowledged then the
inspection process on the other end will not account for a significant
portion of duties.

Comment/Recommendation: SL will be available for families to
contact upon notification of transfer, to offer services school transition
services, information, resources and referral.
Rationale: Due to the number of families who have a PCS, the SL
cannot possibly contact each family member upon notification of transfer.



Comment/Recommendation: SL will attend local School Board
meetings in the county or district the installation is located in.
Rationale: SLs serve many districts, it would be very difficult for them
to attend all the School Board meetings in their local area.




Comment/Recommendation: This restrictive language, needs to be
reworded to say we will liaison with the intention of promoting k-12
education
Rationale: Many of the schools have PK, we liaison with agencies to
support k-12 education, some private schools do not go through grade
12, we work on promoting healthy transitions which can require
coordination with preschools and college level schools, some high school
level students are working on college credits while attending HS


Comment/Recommendation: Written consent needs to be better
explained
Rationale: Many of my clients come through phone conversations and
emails. If they are required to come to my office and sign a consent form
they will not want my services. Can we get verbal consent?


Comment/Recommendation: Words like all and promptly can be
restrictive and opinions.
Rationale: When we receive a request we may be busy with meetings
etc. and respond as prompt as possible, which many not be as quickly as
HQ and RSL were hoping. It is splitting hairs but prompt is an opinion.
Please give us a date to respond by.


Comment/Recommendation: Add milage reimbursement or access to
a gov vehicle.
Rationale: Resource requirement as SL functions approx. 60% to 70%
of the time in the local community (within one hour driving time).
Comment/Recommendation: Delete reference to NMCI
Rationale: Computer/internet and blackberry is provided by MCCS.

Comment/Recommendation: Change to Liaison with k-12 school
systems and agencies that support k-12 schools.
Rationale: SL interact with agencies outside of the K-12 schools
system. For example, DSS, VOPA, MCEC, CSB, etc.

Comment/Recommendation: Change to “and the education of K-12
military dependents”
Rationale: “The education of military dependents” is too broad in
scope.


Comment/Recommendation: Change to “Be available to Marine
Families who request assistance upon notification of transfer”
Rationale: Contact information for all transferring families is not made
available to SL‟s.

Comment/Recommendation: Clarify “participating” for the purpose of
maintaining case files. Recommend case files be maintained on only
families that require continuing case management or exchanging of
information with outside agencies.
Rationale: Much of the SL daily work is simple information and referral
to families or school personnel. Maintaining full case files on each and
every family who contacts us would be time and space consuming.



Comment/Recommendation: Change to “Attends local school board
meetings as needed”
Rationale: Attending every school board meeting in every one of the
local school districts is improbable as it is not an effective use of time
and resources.

Comment/Recommendation: Consider rewording to better fit
installation protocol.
Rationale: The PAO is the lead on school and community partnerships
on Quantico.

Comment/Recommendation: Change to “SLP liaison with K-12 school
systems and those organizations and entities that support school aged
children.
Rationale: SL interacts with multiple public and private agencies
(MCEC, DSS, CSB, Day Care Centers, etc) in an effort to best address
the needs of military children.

Comment/Recommendation: Change to “all military families assigned
/attached to the installation”
Rationale: Clarify “Aboard base”. Does the military member need to
work aboard base or reside aboard base.
Comment/Recommendation: Ensure that EFMP order is clear in that
it is their responsibility to assist families in obtaining educational
services. Change “normally once a family is supported” to “once the
member has enrolled in EFMP, an EFMP case worker or an EFMP attorney
the SL will be limited to providing resources and information only”.
Rationale: EFMP currently is unaware of the requirement to provide in-
school support to their families. As there is significant overlap in this
area between SL and EFMP caseworkers, the responsibility of supporting
families preparing or attending school meetings needs to be very clear.
