Article I: Name: Identification, and Location

1.1      The name of this organization shall be the Southern Polytechnic State University Student Government Association; the
         full name of the Organization may be shortened for expedience in periodicals, publications, and other printed matter or
         communications by using the three letters SGA. This designation is the official mark of the organization and shall be its
         official logo or symbol as appeared on the top of this document. The approval and manner of use of the full name,
         Student Government Association, as well as the official logo (noted above) and any other identification marks of the
         organization shall be prescribed by the SGA officers.

1.2      The principal office shall be located on the Southern Polytechnic State University Campus located at 1100 South
         Marietta Parkway, Marietta, Georgia 30060-2896.

Article II: Definition and Purpose

The Student Government Association shall provide a systematic process of open communication among students, faculty, and
administration. The SGA shall act as an advocate and insure that the students of the Southern Polytechnic State University are
capable of exercising their lawful rights concerning their education, safety, and the allocation and expenditure of service and
activities monies. The SGA shall endeavor to support Southern Polytechnic State University goals and missions through activities
which demonstrate the value and contributions of the Southern Polytechnic State University to our community and state.

Article III: Composition

The SGA shall be composed of four components: the Officers, the Cabinets, the Student Council, and the Judiciary.

Article IV: Officers

The officers of the SGA shall be a President, a Vice-President and a Secretary/Treasurer. They are to be elected by the student
body of the Southern Polytechnic State University. Officers will serve until their successors have been sworn in. The officers shall
be student members of the Student Life Committee.

4.1      President: The President shall be the chief officer of the SGA.

4.1.1    The President shall call meetings of the Student Council.

4.1.2    The President shall nominate, for appointment by the Student Council, the Judiciary Chair and Judges, the Chairpersons
         and members of the Internal Affairs and Public Relations Committees, and the Chairpersons and members of all special
         committees. The President shall also appoint three at-large students to the Student Life committee.

4.1.3    The President shall have the authority to veto any action passed by the Student Council within seven days of passage.
         Any action vetoed shall become the first order of business at the next regularly scheduled meeting and may be
         overridden by a 3/4 vote of the Student council.

4.1.4    Before the president shall assume office, he shall take the following oath or affirmation: "I, (State Your Name), do

        solemnly swear that I will faithfully execute the Office of the President of the Student Government Association of
        Southern Polytechnic State University, and will to the best of my ability, preserve, protect, and defend the Constitution
        of the Student Government Association of Southern Polytechnic State University."

4.1.5   All powers not addressed in this constitution and the bylaws shall be assumed by the SGA President.

4.2     Vice-President: The Vice-President shall be the Chair of the Student Council. The Vice-President shall perform any
        other duties as directed by the President. Before the Vice-president shall assume office, he/she shall take the following
        oath or affirmation: "I, (State Your Name), do solemnly swear that I will faithfully execute the position of the Vice-
        President of the Student Government Association of Southern Polytechnic State University, and will to the best of my
        ability, preserve, protect, and defend the Constitution of the Student Government Association of Southern Polytechnic
        State University."

4.2.1   The Vice-President may nominate, for appointment by the Student Council, the SGA Parliamentarian, and the Sergeant-
        at-arms. The Vice-President shall nominate, for appointment by the Student Council, the Chairpersons and the members
        of the Budget and Finance Committee and Election Committee.

4.2.1.1 If no nomination is made for Parliamentarian or Sergeant-at-arms, the Vice President shall assume these responsibilities.

4.2.2   The Vice President shall open the meetings at the appointed time by calling the meeting to order and shall announce, in
        proper sequence, the business that comes before the Student Council.

4.2.3   The Vice-President shall recognize members who are entitled to the floor, state and put to vote all questions that
        legitimately come before the Student Council, and announce the results of each vote. If a motion is made that is not in
        order, he/she shall rule it out of order.

4.2.4   The Vice-President shall enforce the rules relating debate and decorum within the Student Council.

4.2.5   The Vice-President shall authenticate by signature, all acts, orders, and proceedings of the Student Council.

4.2.6   The Vice-President shall notify the membership of all meetings. Prior to each meeting, the Vice-President shall make the
        agenda for the meeting.

4.3     Secretary/Treasurer: Before the Secretary/Treasurer shall assume office, he / she shall take the following oath or
        affirmation: "I, (State Your Name), do solemnly swear that I will faithfully execute the Office of the Secretary /
        Treasurer of the Student Government Association of Southern Polytechnic State University, and will to the best of my
        ability, preserve, protect, and defend the Constitution of the Student Government Association of Southern Polytechnic
        State University."

4.3.1   The Secretary/Treasurer shall administer the SGA Operations Fund with the approval of the Student Council.

4.3.2   The Secretary/Treasurer shall be responsible for the collection of fees due by the members for any reason and shall use
        proper accounting procedures for the handling of all of SGA funds and expenditures.

4.3.3   The Secretary/Treasurer shall report on the financial condition of the SGA at all meetings and at other times as
        determined by the President.

4.3.4 The Secretary/Treasurer shall serve as an ex-officio member of the Finance Committee.

4.3.5   The Secretary/Treasurer shall record, preserve, and keep available to the Student Council and the SPSU Student Body,
        all minutes, bylaws, charters, bills, resolutions, attendance rolls, and other permanent records of the SGA. The
        Secretary/Treasurer shall notify officers and committee members of their election or appointments, furnish committees
        with whatever documents are required for the performance of their duties, and have on hand a list of all existing
        committees and their members.

4.3.5.1 The Secretary shall submit minutes containing a list of all members in attendance, time, duration, place of meeting, and a
        complete report of business transacted at that meeting to the SGA Student Council before the next regularly scheduled
        meeting.

4.3.6   The Secretary/Treasurer shall, in the absence of the chair, call the meeting to order and a Chairperson Pro Tem shall be

         immediately elected.

4.3.7    The Secretary/Treasurer shall have the authority to make editorial changes not affecting substantive requirements, and to
         re-arrange, re-title and re-number the various Articles, Sections, and Clauses of the Constitution, as may become
         necessary because of amendments thereto or for ease of reference, provided that no substantial objection is taken to any
         such - change by any member and as approved by the Student Council.

Article V: Student Council

The Student Council shall be the legislative body of the SGA. Before the Legislative Council Members shall assume office, they
shall take the following oath or affirmation: "I, (State Your Name), do solemnly swear that I will faithfully execute the position of
the Council member of the Student Government Association of Southern Polytechnic State University, and will to the best of my
ability, preserve, protect, and defend the Constitution of the Student Government Association of Southern Polytechnic State
University."

5.1      Composition

5.1.1    Officers: The officers of the SGA shall serve as the officers of the Student Council.

5.1.2    Student Legislative Council Member There shall be ten Student Legislative Council Members. They are to be elected by
         the student body of the Southern Polytechnic State University. Four of these ten legislative council members shall be
         appointed as Chair Positions by the incoming SGA Officers.

5.1.3    Faculty/Staff Advisor. The SGA President shall recommend a SPSU faculty or staff member who, with the approval of
         the Legislative Council, will serve as SGA Advisor. The Faculty/Staff Advisor/shall be a Southern Polytechnic State
         University staff member that acts in a consulting capacity on matters not defined by this Constitution. The advisor shall
         have no vote.

5.1.3.1 The SGA advisor will check all SGA members GPA’s at the end of every semester. If any member fails to meet the
        minimum requirement as specified in section 5.2.1, he/she will lose 10% of their stipend for every 1/10 of a quality
        point. (For example: as stated, an executive member needs a 3.0 GPA, if that person’s GPA drops from 3.0 to 2.9, they
        would lose 10% of their stipend). If a member’s GPA drops below 2.0, they will be asked to have a meeting with the
        Advisor. The student will be asked to leave office if they are unable to bring their GPA back up to the minimum
        requirement before their probation time elapses (in accordance with school policies).

5.1.4    Executive Board: The Executive Board shall consist of all SGA officers (President, Vice President, Secretary/Treasurer,
         and Chief Judge) and four Chair Positions.

5.2      Qualifications for Office: Students who are planning to graduate at the end of fall term of any given year should not be
         eligible for office due to the inability to serve a full one year term. In order to validate that all candidates for office will
         be able to serve a full one year term in office, the SGA advisor shall check to see if any students have already petitioned
         to graduate before ballots are created for the election process. If a student has already petitioned to graduate, then they
         will be considered ineligible for office.

5.2.1    GPA Requirements: Executive Council Members (President, Vice President, and Secretary/Treasurer) as well as the
         Chief Judge must have a minimum 3.0 GPA. Other Council Members are required to have a minimum 2.5 GPA.

5.3      Term of Office. Officers and Legislative Council Members shall take office and assume all duties of their position
         immediately after they are sworn in and shall serve for a period of one year, or until their successors are sworn in.

5.4      Elections: Elections for the office of President. Vice-president, Secretary/Treasurer, and all Student Legislative Council
         Member shall be in the Spring Semester. The Elections Committee shall allow at least two weeks of application
         submission, and at least two weeks of campaign.

5.4.1    Students who desire to run for a position on the Student Council shall complete and submit to the Election Committee,
         an application, and an official copy of their transcripts.

5.5      Re-election: Any Officer or Student Council member shall be eligible for re-election to the same office.

5.6      Vacancies

5.6.1    Officers: If the office of President is vacated for any reason, said office shall be filled upon approval of the Student
         council by the Vice-President for the balance of the term. If the office of Vice-President or Secretary/Treasurer is
         vacated for any reason, the SGA president will appoint a Student Council to said office, pending a three-fourths vote
         from the Student Council.

5.6.2    Legislative Council Member: If a Student council chair is vacated for any reason, the President shall nominate a student
         in good standing for appointment to said chair pending a three-fourths vote of the Student Council.

5.7      Stipends: All officers, Student Legislative Council Members, and standing Committee Chairpersons shall, at the end of
         each semester, receive for services, a compensation, which shall be prorated for the period for which elected or
         appointed and shall not receive any other compensation from the SGA. Stipends shall be denied to any Officer, Student
         Council Member, or standing Committee Chairpersons who leaves office for any reason before the end of the Semester
         Stipends may be reduced for failure to perform outlined duties of the various positions.

5.8      Attendance

5.8.1    Attendance: All Officers and Student Legislative Council Member shall be required to attend all Student Council
         meetings. The maximum number of unexcused absences per semester is two (2). An absence shall also be defined as
         tardiness in excess of one-third the duration of the meeting.

5.8.2    Excused Absences: Any member that shall miss a regularly scheduled meeting due to academic requirement, such as
         class trips, or in performing SGA business shall have an excused absence. An excused absence shall count as being
         present for the purposes of impeachment. Absences will be excused on a case-by-case basis by a majority vote of the
         executive board.

5.9      Impeachment Any member of the SGA (inducing Officers, Student Legislative Council Member, the Judiciary Cabinet
         Chair and the Judiciary Cabinet Members) may be removed from office on Impeachment for, and Conviction of any
         violation of this Constitution or Student Conduct Code. Impeachment shall be defined as the permanent loss of
         membership in any branch of the SGA. The Internal Affairs Committee of the Student Council shall conduct a
         confidential investigation of charges against any member. The Student Council shall afford "due process" to anyone
         affected by this section before a removal vote is taken.
                  "Due process" shall include:
                  a. Written notice, including complete reasoning of proposed action.
                  b. The opportunity to submit written rebuttal;
                  c. The right to a hearing, including cross-examination of accusers, before the Student Council. Robert's Rules
                  of Order shall govern the impeachment process.

5.10     Resignation: Any member may resign by filing a written resignation with the Student Council. Once a member resigns
         and the position is filled by someone else, that person will not be able to get back on SGA unless a new position opens
         up and they go through the application process.

5.11     Duties of Student Legislative Council Member

5.11.1   Parliamentarian: The Parliamentarian is a consultant who advises the Chair of the Student Council on matters of
         parliamentary procedure. The role of parliamentarian shall be assigned to a Legislative Council Member in conjunction
         with, but not against, their current position (in accordance with section 4.2.1). During a meeting the role of
         parliamentarian is restricted to only giving advice to the Chair and the Council Members.

5.11.2   Sergeant-at-Arms: The Sergeant-at-arms shall assist in preserving order as the Chair may direct and shall handle certain
         physical arrangements in the hall as well as being responsible for seeing that the furnishings are in proper order for the
         meeting. The role of sergeant-at-arms shall be assigned to a Legislative Council Member in conjunction with, but not
         against, their current position (in accordance with section 4.2.1).

5.11.3   Committee Chairs: Student Legislative Council Members shall chair all committees, except for the Judiciary Cabinet.

5.11.3.1 Committee Chairpersons shall be responsible for submitting a written report to the SGA Student Council about each of
         their committee meetings. The committee meeting report must contain a list of committee members in attendance, time,
         duration, place of meeting, and a complete report of all subjects dealt with at the meeting.

5.11.3.2 Committees shall meet as deemed necessary by the Committee Chair.

5.11.3.3 Committee Chairpersons shall be responsible for communicating the date, time, and place of the committee meetings at
         least three(3) days in advance.

5.11.3.4 Each SGA Committee shall have at least one meeting per month.

Article VI: Special and Standing Committees

The Student Council shall have four standing committees that shall not be dissolved unless by Legislative order, subject to a
three-fourths majority vote of the Student Council. These shall be the Internal Affairs Committee, the Budget and Finance
Committee, the Election Committee, and the Public Relations Committee. Any student in good standing may serve on a
committee.

6.1     Internal Affairs Committee: All Internal Affairs procedures are outlined in the Standard Operating Procedures (SOP)
        manual. The SOP shall be maintained and enforced by the IAC.

6.2     Budget and Finance Committee: The Budget and Finance committee shall be headed by a Budget and Finance
        chairperson whose purpose shall be to receive all requests for funds from the;
             The SGA Student Development Fund (SGASDF)
             The SGA Campus Wide Special Events (SGACWSE)
             The SGA Foreign Exchange Fund
             The SGA Student Fund Balance Student Development
             The SGA Student Fund Balance Emergency Reserve.
        Review the requests, and recommend an acceptance, denial or partial acceptance of the request to the SGA. It will be the
        decision of the SGA Council to appropriate funds.

6.2.1   General Support Fund: Funds from the SGA General Operation and SGA Judiciary shall be the SGA General Support
        Fund. The SGA President will submit to the SGA Cabinet a proposed SGA expenditure for the SGA General Support
        Fund. The Cabinet reviews and approves and presents to the SGA Legislative Council for approval. A copy of this
        budget will be made available for the SGA Legislative members, SGA Advisors and Dean of Students and all SPSU
        Students that may request a copy.

6.2.2   All student organizations will submit to the Budget and Finance Committee their budget request form for the next
        academic year no later than the fourth (4th) week of Spring Semester. Any budgets submitted after this time will not be
        considered. The Budget and Finance Committee will present a completed budget to the SGA for approval no later than
        the eighth (8th) week of said Semester.

6.2.3   The Budget and Finance Committee must discuss all fund requests in a Budget and Finance Committee meeting.

6.2.4   The Budget and Finance Chair may be granted an "SGA PRE AUTO" this allows the SGA Budget and Finance Chair to
        approve up to a particular amount of money to an organization. The motion can only be made by a Council Member not
        in the SGA Budget and Finance Committee. The Budget and Finance Chair will report on the SGA PRE AUTO at the
        next SGA meeting.

6.2.5   The Budget and Finance Committee will not review any budget requests (including both yearly and student development
        fund requests) for an organization not having an approved constitution on file with the Internal Affairs Committee of the
        SGA by the due date set forth according to 5.12.2.1.

6.2.6   The Budget and Finance Committee may remove funds appropriated for an organization that has been determined guilty
        of any offense by the SGA Cabinet, as voted on by the council prior to, during, or any time after any fund request,
        following with a formal meeting with the representatives of said organization.

6.2.7   The Budget and Finance Committee will check if organizations have met their fundraising requirements as stated in the
        SOP.

6.2.8   Budget Review: The incoming SGA shall have the authority to review and change the outgoing SGA budget at the
        request of any one person or organization. Proposed changes cannot exceed fifty percent of the budget. If changes are
        made and approved by the incoming SGA, those changes shall be submitted by the fifteenth day of the month of June.

6.3     Election Committee: The Election Committee shall consist of, at least, five members.

6.3.1   The Election Committee shall determine the exact time, place, and date of all elections. The Election Committee shall
        publicize information concerning all position openings, qualifications of all positions, the locations of applications, the
        date, time, and location of the balloting, the campaign period, and if applicable, the date, time, and location of any
        debates. The Election Committee shall maintain publicity throughout the campaign and election periods.

6.3.2   The Election Committee shall verify all candidates' qualifications and insure that no member of the Election Committee
        is a candidate. The Election Committee shall insure and verify that no member shall attempt to hold more than one
        position in the Student Council.

6.3.3   All applicants shall give the SGA Elections Committee the right to verify their information they provide for verification
        with the Registrar's Office.

6.3.4   The Election Committee shall require that all candidates be enrolled at Southern Polytechnic State University.

6.3.5   The Election Committee shall conduct the elections, count the ballots, and prepare Teller's report for submission to the
        Dean of Students listing the number of votes each candidate received. The Election Committee shall officially publish
        the election results in a location pre-announced by the Elections Committee.

6.3.6   The Election Committee shall review and investigate any written protest of the election results forwarded to the Election
        Committee Chairman within three school days of the official publication of the election results and submit their findings
        to the Judiciary Cabinet.

6.4     Public Relations Committee: The Public Relations Committee shall be headed by a Public Relations Chairperson whose
        purpose shall be to handle any publicity of SGA meetings and SGA-sponsored events that the SGA Council shall deem
        necessary.

6.5     The SGA Cabinet: The SGA Cabinet shall consist of the SGA President, The SGA Vice-President, The SGA Secretary /
        Treasurer, The Public Relations Chair, The Internal Affairs Chair, The Budget and Finance Chair, Elections Committee
        chair and the SGA Chief Judge.

6.6     Special Committees: The Student Council shall appoint other committees as necessary that are not in conflict with this
        Constitution.

6.6.1   Homecoming Committee: Homecoming committee will be a group of students who will plan the events of homecoming
        week with the help of the assistant director of student activities.

6.6.2   COST Committee: COST (Community Outreach Service Team). COST committee is a SGA sponsored committee
        comprised of any student who wants to participate and goes through the application process. Applications will be
        handled by the elections committee. COST will volunteer services for local community projects, SPSU community
        projects and international humanitarian projects. COST committee members are not required to attend SGA meetings,
        and they will not receive stipends.

6.7     Honors and Awards: The Student council may establish, declare officially, and bestow certain honors, awards, and other
        forms of non-monetary recognition to individuals or groups as they may so designate.

6.8     Student Days: The SGA Council shall pass resolution not later than the 3rd general meeting of the fall semester to
        establish SPSU Student Day. This day shall be in the fall semester. A resolution shall be sent to the President of the
        school for official approval to make the day the SPSU STUDENT'S DAY. Students will be encouraged to wear the
        school letter and color on the said day.

Article VII: Meetings

7.1     Notice of Meetings: Written notice of the meetings of the Student Council shall be posted in conspicuous locations on all
        bulletin boards allowable on the Southern Polytechnic campus and shall be published in the university newspaper.
        Meetings shall be held at 12 noon, bi-weekly, and as necessary, beginning the second week of each Semester. Internal
        (Executive, Legislative and Judiciary) SGA meeting will be held on a different week from the General meeting on a day
        voted on by the SGA during the first meeting of the year.

7.2      Special Meetings; Special meetings of the Student Council shall be called by the President at any time or upon receipt of
         a written request by 50% of Student Legislative Council Members with at least 48 hours notice.

7.3      Stipends will be prorated through any additional meetings of the Student Council other than regularly scheduled
         meetings

7.4      Voting at Meetings: At any Student Council meeting, the Secretary/Treasurer, and each Student Council Member shall
         have only one vote. The Vice President shall only have a vote in the case of deadlock. Proxy and absentee voting shall
         not be allowed. Unless otherwise specifically provided by this Constitution, a quorum vote of the Student Legislative
         Council Member shall govern.

7.4.1    SPSU Simple Majority Shall be 50% +1 Vote of all voting members.

7.4.2    SPSU Three Quarter Majority shall be 75% of all voting members.

7.4.3    Quorum of Members: A quorum shall consist of a majority (51%) of the Student Legislative Council Members.

7.4.4    Online Voting: The SGA President may approve an online voting process. Passage will be determined according to
         SPSU SGA requirements or Roberts's Rules of Order.

7.5      General Support Fund: Funds from the SGA General Operation and SGA Judiciary shall be the SGA General Support
         Fund. The SGA President will submit to the SGA Cabinet a proposed SGA expenditure for the SGA General Support
         Fund. The Cabinet reviews and approves and presents to the SGA Legislative Council for approval. A copy of this
         budget will be made available for the SGA Legislative members, SGA Advisors and Dean of Students and all SPSU
         Students that may request a copy.

7.6      Summer Semester: Summer Semester will consist of three (3) General Body Meetings, one in May, one in June, and one
         in July. The executive board will address executive board issues via email or phone when possible. All members of SGA
         are allowed a maximum of one (1) absence (excused or unexcused) for summer semester. Any additional absences will
         qualify that individual for impeachment.

Article VIII: Judiciary Cabinet

The Judiciary Cabinet shall be vested with the Judicial Power of the Student Council. The SGA Judiciary Cabinet shall be vested
with appropriate judicial authority over members of the student body as established in University Policy in the enforcement of
University rules and regulations. The SGA Judiciary Cabinet shall preside over the Traffic Appeals and SOP appeals. The
Judiciary Cabinet shall have exclusive original jurisdiction over cases and controversies involving questions of constitutionality.

8.1      Membership: The SGA Judiciary Cabinet shall consist of the Chief Justice and six (6) associate judges representing a
         cross-section of the student body. If a Judiciary Cabinet member has a significant relationship to the accused, that
         member shall excuse him/herself from adjudicating that matter. In this case, the Chair or the SGA President shall appoint
         a temporary replacement to fill the vacancy in the cabinet.

8.2      Qualifications for Office: Any student enrolled in the Southern Polytechnic State University in good standing shall be
         eligible for nomination and appointment by the Chief Judge, with approval by the President. A student in good standing
         shall be defined as any student who is not in violation of the Student Conduct Code and maintains s minimum
         cumulative grade point average of 2.5. The Chief Judge and the six (6) Associate Judges must complete a Campus
         Parking training seminar with the SPSU Campus Police Department before they can assume full voting powers. No
         member of the Student Council shall be a member of the Judiciary Cabinet. As stated in section 5.2.1, the Chief Judge
         must have a minimum 3.0 GPA.

8.3      Judiciary Chairman

8.3.1    The Chief Judge (also called the Judiciary Cabinet Chair) shall have the power, with the approval of the SGA President,
         to decide, pronounce a judgment, and carry it into effect between persons or parties who bring a case for decision and
         shall have the power to appoint investigators and auditors to provide the Judiciary Cabinet with appropriate instruments
         required for the performance of its duties whether the Judiciary Cabinet sits in law or equity. The Chief Judge shall have
         the responsibility of nominating and appointing six (6) Associate Judges, with the approval by the SGA President.

8.3.2    The Chief Judge shall make rules governing the ability of the Judiciary Cabinet’s process in the absence of statutory

        authorizations or prohibitions and shall have inherent equitable powers over the Judiciary Cabinet to prevent abuse,
        oppression, and injustice, and to protect its jurisdiction and officers in custody of this Constitution. The Chief Judge shall
        call the meetings and provide an agenda. The Chief Judge shall maintain correspondence with the SPSU Campus Police
        Department regarding parking rules and tickets up for appeal.

8.3.3   The Chief Judge shall have the authority to make editorial changes in the records of the Judiciary Cabinet, provided that
        no substantial objection is taken to any such change by any member and as approved by the Student Council, all record
        of the Judiciary Cabinet shall also be kept by the SGA Secretary / Treasurer.

8.4     Assistant Chief Judge: The assistant chief judge shall be appointed by the chief judge (with approval of the President)
        from the population of associate judges. The assistant chief judge will act in the capacity of “court clerk” as assigned by
        the chief judge. The assistant chief judge will remain an active associate judge (as outlined in section 8.5), and will
        further serve the judiciary cabinet and chief judge with external duties relating to parking paraphernalia (i.e. signage,
        color markings, etc.), lot assignments, appeal responses, and/or any other duties the chief judge deems appropriate, and
        shall preside over hearings in the absence of the chief judge.

8.5     Associate Judge(s): The six (6) Associate Judges each reserve one vote. The Associate Judges shall hear or read each
        appeal at the regular (or emergency) meetings and submit their vote when the vote is called for by the Chief Judge. A
        simple majority vote by the Associate Judges on each appeal is required for the Chief Judge to enforce the decision of
        the Judiciary Cabinet.

8.6     Attendance: The Judiciary Cabinet shall convene once every two weeks unless an emergency meeting is called. Any
        judge with two or more absence in the regularly scheduled meeting is subject to impeachment after investigation by the
        Internal Affairs Committee.

8.7     Oaths Of Office

8.7.1   Oaths Of Office Chief Judge

        Before the Chief Judges shall assume office, he/she shall take the following oath or affirmation, administered by the
        SGA Vice President “I, (State Your Name), do solemnly swear that I will faithfully execute the position of the Chief
        Judge of the Student Government Association of Southern Polytechnic State University, and will to the best of my
        ability, preserve, protect, and defend the Constitution of the Student Government Association of Southern Polytechnic
        State University.”

8.7.2   Oaths Of Office Judges

        Before the Associate Judges shall assume office; they shall take the following oath or affirmation, administered by the
        Chief Judge: “I, (State your name) will to the best of my ability determine the guilt or innocence of persons appearing
        before me without regard to sex, race, color, creed or national origin. I will further be unbiased in cases involving
        persons with whom I am acquainted I will obey all laws and policy governing the Judicial Cabinet and all laws
        governing Southern Polytechnic State University.”

Article IX: Administrative Periods

9.1     Administrative Year. The administrative year shall be the period from the time the SGA member is sworn in to the time
        his/her successor is sworn in.

9.2     Fiscal year: The fiscal year shall start on July 1 and end June 30.

Article X: Rules of Order

The rules of order in the current edition of Robert's Ruler of Order shall govern the conduct of all meetings of the SGA in all
cases to which they are applicable and in which they are not inconsistent with this Constitution and any rules adopted by the
Student Council. The SPSU SGA Constitution comes first in case of conflict in this Constitution and Robert's Ruler of Order.

10.1    All appointments shall be subject to a three fourths majority vote of the Student Council.

10.2    All members of the SGA shall be bound by the provisions set forth in this Constitution.

Article XI: Referendum

Referendum: Any member may propose, with a second from a Legislative Council Member, a referendum request for any issue
affecting the SPSU Student Body.

11.1    Referendum Approval: The SGA Council will discus and vote on the request. The SPSU Three Quarter Majority is
        required for passage.

11.2    Referendum Process: Approval (Veto and SPSU Total Majority after the veto or President Approval) The SGA Elections
        Committee shall prepare a referendum for the SPSU Student Body with "fair publicity". Fair publicity will be determined
        by the members of the Elections Committee through a vote in a regular Elections Committee vote.

Article XII: Amendments

12.1    Proposing: Amendments to, or repeal of, this Constitution may be proposed by any Student Council Member at any
        regularly scheduled meeting or by a petition signed by 10% of the student body.

12.2    Approval: Amendments to, or repeal of this Constitution shall be approved upon a SPSU Total Majority Vote of the
        Student Council in a pre announced SGA Meeting, All amendments shall be discussed on at least two regular SGA
        Meetings before put to a final Vote. The Secretary/Treasurer shall document any changes to this Constitution.

                                                  BYLAWS
                                            Amended August 29, 2006

                                                 Article I: Preamble

These bylaws are to accompany, not supercede, the Southern Polytechnic State University Student Government
Association’s Constitution.

                                                  Article II: Stipends

All stipends are to be paid at the end of Fall and Spring Semester.

1.1     The officers of the SGA shall receive the following percentages of the previous year’s in-state tuition per
        semester:
                President                80%
                Vice President           70%
                Secretary/Treasurer      60%
                Chief Judge              60%

1.2     The Committee Chairs of SGA shall receive 25% of the previous year’s in-state tuition per semester for
        chairing a committee.

1.3     The Assistant Chief Judge shall receive 20% of the previous year’s in-state tuition per semester for attending
        SGA judicial meetings.

1.4     Each Council member will receive 20% of the previous year’s in-state tuition per semester for attending SGA
        council meetings and committee meetings.

1.5     Each Associate Judge shall receive 10% of the previous year’s in-state tuition per semester for attending SGA
        judicial meetings.

1.6     For each missed meeting (both SGA and/or committee), all officers and council members will have their
        stipend reduced by 5%. As explained in the Constitution, one tardy equals 1/3 of an absent; therefore stipends
        will be adjusted accordingly.
                 One Tardy       1% will be deducted from the stipends
                 Two Tardys      3% will be deducted from the stipends
                 Three Tardys 5% will be deducted from the stipends because 3 tardys equals one absent.
                 Each additional tardy will result in 2% more being deducted from the stipends

                                            -Summer Semester Stipends-

2.0     For the Summer Semester, each of the following positions will receive the respected stipend amounts:
                President             $300.00
                Vice President        $250.00
                Secretary/Treasurer   $200.00
                Chief Judge           $200.00
                Committee Chairs      $75.00
                Assistant Chief Judge $50.00
                Council Members       $50.00
                Associate Judges      $25.00

        If any person misses a meeting during the Summer Semester, their stipend will be reduced on the same scale
        as described in section 1.6
