           Resolution of CEC held on 17th and 18th January 2010

The CHQ Executive Committee meeting was convened and conducted on 17th
January 2010 at Sabhagar Eastern Court, CTO Building New Delhi and on 18th of
the January 2010 at Conference Hall 9th Floor Corporate Office New Delhi. The
following resolutions were passed.

   1) Change of Name of the Association:


      The change in the constitution of the society has necessitated the change of
      the name of the society. Hence, the name of the society shall be “All India
      Graduate Engineers & Telecom Officers Association”.
      The amended copy of the constitution of the society is appended.


   2) The following vacant post of CHQ shall be filled by the members, whose
      names have been appended corresponding thereto till the coming AGM:


      a) Vice President:                        Mr. Anil Kani
      b) Assistant General Secretary(E):        Mr. Dinesh Roy
      c) Joint Secretary (C):                   Mr. Pritam Singh
      d) Joint Secretary (S):                   Mr. Satyavardhan Rao
      e) Organising Secretary:                  Mr. Vikas Bansal
      f)   Organising Secretary:                Mr. Ajay Kaswan
      g) Organising Secretary:                  Mr. Ranjanna Kathbonia


   3) All India Conference:


      The All India Conference shall be conducted at ALLTC Ghaziabad, and
      probable dates thereof are 12th, 13th and 14th of the March 2010.


   4) TD/DA Rules: (Subjected to financial viability of the Association)


      The TD/DA Rules of the Association shall be that of BSNL TA/DA Rules,
      subject to the following changes:


      a) The office bearer of Central Head Quarters and other members (duly
           authorised by respective Circle Executive Body), attending the CHQ
      meetings of society shall be entitled to travel in 3 Tier A/C. Similarly, the
      office bearer of Circle Executive Body and other members (duly
      authorised by respective District Executive Body), attending the Circle
      Executive Body meetings of society shall be entitled to travel in 3 Tier
      A/C.
      Note: -
      i)    The Secretary is competent to sanction higher travelling entitlement
      including Air Travel in case of urgency.
      ii) No body shall be entitled to TA/DA, if he has been allowed TA/DA by
      BSNL for the period in question.
   b) The Office Bearer and members so authorised shall also be entitled to
      honorarium for attending meetings of society or related to the society at
      the rate of {(Basic Pay at the time of meeting plus applicable IDA)/30
      days} per day for actual number of leave taken for the purpose of
      attending meeting (including travelling period).
      NOTE: -
            I. Honorarium is in compensatory nature for personal leaves (either
                EL or CL or HPL or EXOL) utilised for attending meetings of the
                society. In case HPL is utilised the entitlement for honorarium
                shall be 50%.
           II. The General Secretary or Circle Secretary, as far as possible, shall
                convene meetings in such a time schedule that entail minimum
                utilisation of leaves by prefixing/suffixing holidays.
           III. No body shall be entitled to honorarium, if he has been sanctioned
                special leave by BSNL to attend the meeting in question.
           IV. Secretary may decrease the honorarium amount by notifying in
                advance considering the financial health of the society.


5) The Legal Committee shall be constituted at CHQ level and Circle level. The
   legal Committee at CHQ level shall consist of: -


   a) Chairman:                  Mr. Surinder Kumar, Chennai
   b) Member:                    Mr. Pritam Singh, Jaipur
   c) Member:                    Mr. Karthikeyan, Pondicherry
   d) Member:                    Mr. Naga Murli Krishna, Andhra Pradesh
   e) Member:                    Mr. Sushil Kumar, UP-E
   f)   Member:                Mr. Vaibhav Goyal, UP-E
   g) Observer who shall be an ordinary member of society but not an office
        bearer.
   The legal Committee at Circle level shall be constituted by concerned circle
   as early as possible, composing of: -
   a) Chairman
   b) 3 members.
   c) Observer, who shall be an ordinary member of society but not an office
        bearer.


6) Dissolution of some circle executive bodies:


   It is observed that some of the Circle Executive Bodies have not been
   functional for quite long time, and they have also not attended last 2 or more
   meetings convened by the CHQ. It is highly needed to restructure some of
   the circles and hence, it is unanimously resolved in the interest of the
   society:


   a) That Chennai Telephones Circle Executive Body stands dissolved with
        immediate effect. The Circle Secretary of Tamil Nadu Circle Executive
        Body Shri S.S. Karthikeyan (09486104377) is hereby appointed as
        election officer to constitute new Chennai Telephones Circle Executive
        Body as early as possible.


   b) That UP (W) Circle Executive Body stands dissolved with immediate
        effect. The Circle Secretary of UP (E) Circle Executive Body Shri
        Ashutosh Pandey (09415008990) is hereby appointed as election
        officer to constitute new UP (W) Circle Executive Body as early as
        possible.


   c) That Haryana Circle Executive Body stands dissolved with immediate
        effect. The Circle Secretary of Punjab Circle Executive Body Shri Sarda
        Prasad (09417097542) is hereby appointed as election officer to
        constitute new Haryana Circle Executive Body as early as possible.
d) That Uttarakhand Circle Executive Body stands dissolved with immediate
     effect. The Circle Secretary of Himachal Pradesh Circle Executive Body
     Shri Ajit Kumar (09418691100) is hereby appointed as election officer
     to constitute new Uttarakhand Circle Executive Body as early as
     possible.


e) That Karnataka Circle Executive Body stands dissolved with immediate
     effect. The Circle Secretary of Andhra Pradesh Circle Executive Body Shri
     Laxman Bhanot (09490144699) is hereby appointed as election officer
     to constitute new Karnataka Circle Executive Body as early as possible.


f)   That Jharkhand Circle Executive Body stands dissolved with immediate
     effect. The Circle Secretary of Bihar Circle Executive Body Shri Washi
     Ahamad (09431200347) is hereby appointed as election officer to
     constitute new Jharkhand Circle Executive Body as early as possible.


Note: nominated election officers will also look after the circle activities till
the formation of new circle body




Appeal:          There     is   no     restriction        for     ex    circle
committee           members          of    the      above       circles       to
participate in the new election. Ex-circle committed
members are requested to coordinate to nominated
election officers in restructuring process of the above
circles.
