2.4    YAGAN'S MEMORIAL PARK - LOT 39 WEST SWAN ROAD, UPPER
       SWAN

       (Swan Valley) (Community Development)



KEY ISSUES


•      Yagan was a Swan Valley Noongar Elder who played a significant part in West
       Australian history in his quest to secure an equitable share of the land for his
       people

•      Work on the development of a park to honour Yagan was commenced in 1998

•      The project has been reactivated by the Department for Indigenous Affairs
       (DIA), who are working in partnership with relevant agencies and local
       Aboriginal Elders

•      All those involved agree the project should be expedited with a view to its
       completion by July 2007

•      DIA has funds for the detailed design component of the project. They will
       approach the Minister for Indigenous Affairs for construction funding once the
       design phase is complete.

•      DIA has requested City of Swan assistance in the development of the detailed
       designs, at no cost to the City.

It is recommended Council approve City staff to proceed with the development of a
detailed design for the Yagan Memorial Park at Lot 39 West Swan Road, Upper Swan
with funding provided by the DIA.




BACKGROUND

Yagan was a Swan Valley Noongar Elder who played a significant part in West
Australian history in his quest to secure an equitable share of the land for his people.
The respect he earned in his life and the circumstances that led to his death means
that after 173 years he still occupies his place in history with distinction. He was
considered a friend by Governor Stirling.

In 1998 Yagan's Head (Kaat) was repatriated to WA and is presently held by the
Cemeteries Board. The Kaat needs to be reunited with the place Yagan fell (Lot 39
West Swan Road, Upper Swan) to return spirit to the land.

REPORT

A Master Plan for Yagan's Gravesite was prepared by Michael Tooby and Associates on
behalf of the West Australian Planning Commission. This Plan has been approved by
the Elders, WAPC, the Metropolitan Cemeteries Board and Department of Indigenous
Affairs. The City has been involved at all stages of the discussions.

DIA has a budget of $50,000 to proceed to detailed design which the City of Swan has
been invited to undertake. Staff within the Operations Division have the capacity to
undertake the project which will be fully funded by DIA. It is hoped that the work will
be completed in time for the burial and an official opening in July 2007.

Council endorsement is sought to proceed with the detailed design only.

It also supports the Foundations for the Future, Social Environment Strategies for

      •   'Enabling all Australians to enjoy the widest possible range of cultural
          experience'; and

      •   'Preserving Australia's heritage, including its great diversity'.
