2008 Performance Indicators Guide to the Performance Indicator Tables Introduction The 2008 performance indicator results are within the PI tables, available on HC Net and shortly on housingcorp.gov.uk. There are a number of tables which contain relevant information about the performance indicators and individual association attributes and these are described below. Previously we have published indicator results to an externally hosted PI website. However for 2008, the results are available here and will not be replicated on the external housingpis.co.uk site. Whilst some automation of report selection and writing is no longer available, we have made a wide range of data available, both PI and contextual items, for all associations in excel format. Users of the data are therefore able to select the particular PIs and contextual items for any association in any way they would like. Associations included In general, we report PIs for those associations that have 1,000 or more social housing units. Criteria is applied to each performance indicator: for instance some PIs relate only to managed stock, others to owned stock, some to general needs and others to all rental stock (general needs, supported housing and housing for older people). Therefore some associations will properly have less than a full suite of PIs – if they do not manage or own relevant levels of stock. A full description of criteria applied for each PI is included in the national PI table workbook. The excel books are described below and contain a range of performance indicator data, contextual data relating to the PIs and a range of attributes for each association included within the PI population. Data Tables 1. 2008 PI Results The book contains the PI results for all associations included in the PI population (with greater than 1,000 units) for 2008. For each PI the performance banding of each association is indicated. The performance bandings are provided in a key in the file and include identification of those associations in the 10th and 90th percentile and those in each of the quartile bandings. The workbook is filtered hence users can filter on individual PIs or on the performance banding for each PI ( in order to for example identify those associations returning results in the upper quartile and upper decile for a particular PI). 2. Performance indicator tables There are four PI results tables which provide information on associations results for the key performance indicators, grouped as set out below. 1 2008 Performance Indicators General needs satisfaction indicators     Satisfaction with the overall level of service Satisfaction with the opportunities to participate Satisfaction with repairs performance Satisfaction with the quality of newly built homes. (This new PI is optional for 2008) Social housing stock failing the Decent Home Standard (percentage) Average SAP rating of self-contained General needs dwellings Social housing rental dwellings vacant at 31 March Re-let times for all social housing rental stock Rent arrears- please note this will be included here later as it is sourced from annual accounts data Asset condition and  void indicators    Housing  management indicators Shared ownership indicators  Shared owners satisfaction with overall service  Shared owners satisfaction with sales process. (This new PI is optional for 2008) In each of these workbooks, the results for individual associations are provided for 2007 and 2008, together with;  information about individual associations (for example whether it is a stock transfer, its regulatory field and unit size),  a table providing the national results and performance bandings (quartile and upper and lower deciles) for 2008 and 2007, and  a frequency distribution of results graph which shows the spread of results and where extreme results lie. The PI workbooks are filtered and have average calculations based on filtered lists. Therefore if users would like to get average results in a particular regulation field or recent stock transfers then they are able to auto or custom filter and averages of filtered associations automatically calculate. 3. PI National Figures 2007-08 This file contains the national average results for all performance indicators and context items for 2007 (as published last year) and 2008. The results provided include         National average Minimum value Lowest decile value (value below which the lowest 10% of results lie) 3rd quartile value Median value 1st quartile value Highest decile value (value above which the highest 10% of results lie) Maximum value 2 2008 Performance Indicators For some PIs, the ‘better’ performance is a smaller value – so we arrange the distribution in descending order of values. If performance is better when it has a greater value, we arrange the distribution in ascending order. The national average is usually calculated as the average of the all the results provided by associations – the average of individual averages. However, for those PIs for which we have the constituent elements that comprise the PI calculation, the national average represents the aggregate average. Therefore the national average tenant satisfaction measure is the average of individual associations average result, whereas the national average of vacant properties is the sum of all vacant properties at 31 March divided by the sum of all owned stock (of those associations in the PI population). 4. Association File This file provides a summary sheet for an individual association, to be selected. Once users select an association from the drop down list, the PIs and context items for that association will be selected (with both 2007 and 2008 results). The names of other associations within the same group are also given for reference. In addition the national average and quartile figures for each PI (for 2008) are set out for reference. 5. All PIs and Contextual items 2007-08 We have provided a wide range of contextual data, sourced from the RSR which complements the PI data. This information may be important in putting the PI performance of an association in context. For example, the relate time for lettings may vary depending on the type of stock. Indications are that it takes on average longer to relet a home designated as housing for older people compare to general needs stock. Therefore the contextual items table provides the constituent elements of the relet PI for supported housing, housing for older people and general needs dwellings. 6. Attributes File The attributes file is provided to enable users to identify different ‘types’ of association. This should be helpful in identifying those groups of associations whose performance it may be relevant to compare. For completeness, the attributes file contains all RSLs with 1,000 units or more and parents of groups, even if those parents are non asset holding. Therefore the attribute file contains all group parent and subsidiaries where the subsidiary association complete a long RSR form. Group structures are those as recorded in the RSR 2008. 7. Handbook For completeness a file is provided which lists all the PIs or context items provided in the All PI and context items file. This sets out how the item is calculated, the data source and what criteria is applied to each item for inclusion in the PI results. 3
