CHPS VERIFIED PROGRAM USER GUIDE
CHPS Verified was released in March of 2007 to provide 3rd party review and verification of compliance with
the CHPS high performance school Criteria. In this system accountability rests on the design team, school
district, CHPS and a 3rd Party Assessor - as opposed to only the school district and design team, as before, in
CHPS’ self-certification system - to ensure that the high performance features are implemented as intended.



ELIGIBILITY
CHPS Verified works with each of the project types addressed by the Criteria: 1) New Schools, 2) New Buildings
on and Existing Campus, and 3) Major Modernization Projects. Each of these project types are defined in the
2006 Edition Volume III, Criteria, of the CHPS Best Practices Manual along with there respective pre-requisite
requirements and point thresholds.
Which CHPS Edition should I use?
Unless your project was registered at DSA for review prior to October 2007 you must use the 2006 Edition CHPS
Criteria. If you submitted to DSA before October 2007 and would like to use the 2002 Edition, contact CHPS to
discuss the differences in program requirements.



CHPS VERIFIED AND INCENTIVE PROGRAMS
CHPS Verified was created to support school districts’ application to incentive programs and to ensure that
projects achieve the desired high performance results and benefits for students, teachers, school districts,
community members, and other school occupants.
Proposition 1D Funding for California School Districts
California voters approved a $100 million high performance school incentive package under Proposition
1D in November 2006. Incentive grants will be awarded on the basis of a project’s CHPS score. The funding
is part of a larger $10.4 billion package to upgrade public schools, including kindergarten through twelfth
grade, community colleges, and state universities. The high performance incentives will fund new construction
and modernization projects that promote the efficient use of water, natural resources and energy, and also
provide superior indoor air quality, acoustics, and lighting. Eligible school projects will be awarded incentives
through the Office of Public School Construction (OPSC) first-come, first-serve until the funding runs out.

PARTICIPATION BENEFITS
Participation will ensure that the school project has the required high performance features to realize
the benefits associated with a high performance school (i.e. increased health, productivity and student
performance, decreased operating costs, energy savings etc.) Participation will also help a school district
receive its share of the high performance incentive funding provided by Proposition 1D.
The CHPS Verification Program will help design teams manage the design and documentation process with
tools for project oversight, plan review and resources. Each registered project will receive:
           o   Project Website: An individual project website will be established for each registered
               project. The project website allows for electronic submittal of all supporting documentation,

              project tracking tools (e.g. timelines, to do lists, reminders) and allows for coordination and
              communication amongst the project team and with CHPS staff. Each project team member
              will be given separate log-in access. Your project will be reviewed online. No paper submittals
              are necessary.
          o   Project Scorecard: The project scorecard (“project application”) is more comprehensive than
              the one offered from DSA for Prop 1D projects. It includes a series of linked Excel worksheets
              (credit and prerequisite templates) that can be used to track progress on CHPS prerequisites
              and credits and to assign responsibility amongst team members. The worksheets have been
              set up to allow all necessary calculations to be performed within them. In addition, they outline
              all of the submittal requirements for both CHPS and for the Prop 1D funding. CHPS has done all
              of the work for you - you just have to fill in the blanks.
          o   CHPS Criteria Interpretations (CCI’s) specific to your project: CHPS offers up to 3 criteria
              interpretations on any of its credits for verification program projects. CHPS technical experts will
              review the request and reply to you within 30 days (in most cases a reply will be given within 10
              days). CCI’s are posted on the CHPS website for any CHPS users. Additional CCI’s can be done
              for an additional fee. CHPS staff will be available to answer non-CCI questions for registered
              projects as well. For each additional CCI after three a fee of $250 will apply.
          o   CHPS Staff Oversight and Submittal Screen: CHPS staff will screen all submittals at the design
              and construction phases for completeness prior to review. This will ensure that the information
              in complete before it goes to 3rd party review and help speed up the review process. CHPS
              will offer web trainings for registered projects on how to use the project scorecard, submit the
              appropriate documentation and use the project websites.
          o    3rd-Party Review: Each project will have their construction documents (plans and specs),
              scorecard, supporting documentation assessed by a CHPS-approved 3rd Party Assessor. School
              projects that are not applying for California’s Proposition 1D funding must participate in the
              3rd Party Review to become a CHPS Verified School. School project applying for Proposition
              1D funding may opt out of the CHPS 3rd Party Review and have their project screened by the
              Division of the State Architect (DSA). If the project is approved by DSA, then the project will be
              recognized as a CHPS Verified School.
          o   Recognition: Each approved participating project will receive a CHPS plaque. CHPS will list the
              project on its website and may participate in school opening ceremonies as well as use the
              project in case studies based on project and availability.


REQUIREMENTS & DEADLINES
The CHPS verification program includes three phases.
PHASE ONE: PROJECT REGISTRATION & SUBMITTAL SCREEN
      Timing: The design team or school district should register the project as soon as possible with CHPS. It is
      preferred that the project is registered during pre-design, however so long as it is registered prior to the
      design review it will be accepted.
       Requirements: To register for the CHPS Verification Program, Worksheets I.-III. must be completed and
       submitted along with the registration fee. The worksheets can be downloaded on the CHPS website:

       Before the Design Review the project must be submitted for screening. The CHPS Verification Program
       Scorecard and Credit Documentation (Worksheets I.-V.) must be completed and submitted for
       screening. All Phase 2: Design Review supporting attachments and submittals must be uploaded to

     the project website. No paper submittals will be accepted. A complete set of construction drawings
     and project specification book (the same set that is submitted to DSA for public projects) must be
     uploaded onto the project website. A hard copy of the plans and specs will be accepted, but is not
     preferred.
     Actions: During this phase CHPS will establish the individual project website, make the verification
     scorecard and documentation templates available and post the project on its website. Throughout
     the design process the design team and school district can utilize CHPS staff for questions on the
     Criteria and request CCI’s if appropriate.
     When the project is ready for 3rd Party Design Review by CHPS, CHPS staff will screen all of the
     submittals for completeness. The project will not be recommended for review until all necessary
     information for each prerequisite or credit claimed has been properly documented. There are four
     types of possible requirements for each prerequisite or credit. Use the Verification Program Scorecard
     to see what is required for each prerequisite and credit during design and construction.
         o Templates (T): For most all credits you must complete its credit template (excel worksheet) in
           section IV.
         o Attachment (A): For some credits you must submit an attachment in preferred PDF or JPG
           format that provides the required documentation. .
         o Construction Document (CD): For some credits you must site on the template where in the
           project drawings or spec book reviewers may confirm compliance with the credit.
         o Construction Audit Requirement (CA): During the Construction Review you will be asked to
           provide what is required under audit requirements for 25% of the credits that have audit
           requirements. A list of the credits are in Worksheet III. Scorecard. You do not need to provide the
           Construction Audit Requirement unless you are informed that a credit will be audited.
PHASE TWO: DESIGN REVIEW
     Timing: The design team or school district must have design review approval before construction
     begins. For publicly funded projects going after Prop 1D funds, the materials should be submitted and
     reviewed prior to the DSA plan review in order to reap the benefits of using the CHPS program. They
     may also be submitted at the same time as the DSA plan review if necessary.
     Requirements: The Design Review fee is due. A signature on the cover page of the Verification
     Application is required.
     Actions: A 3rd Party review will take place of all application submittals and the project will be approved
     for construction. For Prop 1D projects, CHPS will recommend to DSA approval for incentive funding and
     allow DSA access to the project’s website.
PHASE THREE: CONSTRUCTION REVIEW
     Timing: The construction review must take place no later than 90 days after construction has been completed.
     Requirements: The CHPS Verification Program Scorecard and Credit Documentation (Worksheets I.-V.)
     must be completed again only for credits with requirements during this phase. Not all prerequisites
     and credits have construction review requirements. A signature on the cover page is required. All
     Construction Review supporting attachments and submittals must be uploaded to the project website.
     No paper submittals will be accepted.
     Actions: CHPS staff will screen all of the submittals for completeness. The project will not be reviewed
     until all necessary information for each prerequisite or credit claimed has been uploaded. Once the
     project has been approved through its construction phase 3rd party review. It will be recognized by
     CHPS as a Verified project.

PROJECT REVIEWS RULES AND AUDIT PROCESS OVERVIEW
PROJECT SCREEN
CHPS staff will screen all submittals for completeness not accuracy at Phase 2 and Phase 3 for all projects.
For example, for credit SS3.0, Construction Site Runoff Control, for Phase 2 CHPS staff will ensure that the
prerequisite template was completed, that the owner’s Notice of Intent (NOI) and the site specific Stormwater
Pollution Prevention Plan (SWPPP) was uploaded, and that they appear upon a quick screen to have included
the necessary information. During this screen, if necessary, CHPS will provide the project team with a list
of missing items. The project team and school district must provide the missing items before the review will
begin. The screen will not last more than 15 days.
PROJECT REVIEW
When the review begins, the project team will not have access to the individual project website. A project
applying for Prop 1D incentive grants will have the option to use CHPS for their 3rd Party review or DSA. If DSA will
provide the 3rd Party review, CHPS will provide DSA with access to the projects individual CHPS website so that
they may provide electronic review where everything has been uploaded, completed and screened. If CHPS
will provide 3rd Party review the following process will occur:
CHPS staff and the assigned 3rd Party Assessor will review the prerequisites and credits within 30 days. After the
review is completed CHPS will provide the project team with a list that identifies each prerequisite and credit
that has outstanding questions by the reviewers that prohibits them from approval (this may be a request for
clarification, additional documentation or a question of accuracy of the documentation submitted). The
project team will have 30 days from the time this request is made to resubmit the requested information.
There is only one round for resubmissions included in the review fee. If the project team’s resubmittals
inadequately address the requests of the reviewers the project will lose the prerequisite or points associated
with the claimed credit.
If the project team does not respond at all within 30 days with the information requested, the project team
will lose the prerequisite or points associated with that information. If the loss in points or prerequisites places
the project below the minimum required threshold for that project, the project will become inactive and the
review will stop. The project review may be reactivated for a $500 fee if the correct information is provided
that brings the point total above the minimum required.
During both stages of review, the project team will not have contact with the 3rd Party reviewer. All contact will
be between CHPS and the project team.
    O DESIGN REVIEW
       Every prerequisite required for the project will be reviewed in entirety. 50% of credits claimed in each
       CHPS Criteria category (i.e.. SS, WE, EE, ME, IEQ, P&O) will be reviewed in entirety. For example, if 4
       CHPS credits are claimed in the IEQ category, 2 of the credits will be randomly selected for review. If
       an odd number of credits is claimed in a given category the number reviewed will be rounded up. For
       example, if 5 CHPS credits are claimed in the IEQ category, 3 of the credits will be randomly selected
       for review. The credits reviewed will be selected randomly (using random number method in Excel)
       and may differ for each project. If only one credit is claimed in a given category that credit will be
       reviewed.
       If CHPS or the 3rd Party assessor during the review finds that one of the selected credits to be reviewed
       is substantially inaccurate or is missing a substantial amount of supporting information, in addition to
       requesting the additional documentation, an additional randomly selected credit will be chosen for
       review in the same category (if there is not another credit claimed in the category a credit will be
       chosen randomly from another category). If this credit is in the same state as the first, all credits in the
       category will be reviewed in entirety. [Note: A credit is not the same as a point. For example, EE1.0 is 1

       credit even though it has 13 points.]
   O CONSTRUCTION REVIEW
       There are only 15 prerequisites and credits that have construction review requirements other than
       simply checking a confirmation check box that the prerequisite or credit was indeed obtained. These
       prerequisites and credits are:
           o SS3.0 Construction Site Runoff Control
           o SS6.0 Educational Display
           o SS6.1 Demonstration Areas
           o WE1.1 Reduce Potable Water for Landscaping
           o EE1.3 Energy Management Systems
           o EE3.0 Fundamental Building Systems Testing and Training
           o EE3.1 Commissioning
           o ME2.0 Construction Waste Management
           o ME2.1 Construction Site Waste Management
           o EQ2.0 Minimum Requirements
           o EQ3.0 Minimum Acoustical Performance
           o EQ3.1 Improved Acoustical Performance
           o PO1.2 Environmental Education Resolution
           o PO3.1 Maintenance Plan
           o PO3.2 Green Power
       Every other prerequisite or credit claimed that is not listed above may be audited if it has an audit
       requirement. When the project has been submitted for construction review CHPS will notify the project
       team which perquisites or credits claimed will be audited. 25% of these prerequisites or credits
       will be selected. The project team will have 30 days to produce the requested audit information.
       In most cases the audit information requested is a picture or proof of purchase. While the project
       team is producing the audit information the prerequisites and credits claimed with construction view
       requirements will be reviewed.
       If the project team is unable to supply the audit information for a prerequisite or credit claimed, that
       perquisite or points associated with the credit claimed will be lost and an additional credit or perquisite
       with audit requirements will be chosen. If the project team is unable to supply the audit information for
       this additional prerequisite or credit all prerequisites or credits with audit requirements will be reviewed.
       The project team and school district should plan for the construction review to last 30 days.
After each review is completed CHPS will notify the project team that the project has been approved so long
as after the review the project has met its prerequisites and minimum point threshold. CHPS will also notify the
project team if any credits/points were ultimately denied and why (see appeal process below). Note: CHPS
does not approve projects for Prop 1D funding. CHPS recommends to DSA approval for Prop 1D funding. DSA
is ultimately responsible for funding approval.
After the construction review, if no appeals are received within 30 days, the project will be recognized as a
CHPS Verified project.



APPEAL PROCESS
After both the design and construction review the project team has 30 days to appeal a decision made by

CHPS regarding a denied prerequisite or credit earned if they feel they have sufficient grounds for appeal.
The appeal fee is $500 per prerequisite or credit appealed. A review will occur within 30 days of receipt of
the appeal by the CHPS Technical Committee – Sub Committee for which that credit or perquisite lies in. The
project team should submit a narrative explaining why they believe the determination of the CHPS review
was inaccurate and should address the reasons for why the prerequisite or credit was denied. In addition,
they may provide additional supporting documentation to support their argument. The narrative should not
exceed 3 pages, and the additional supporting documentation should not exceed 10.



QUESTIONS
What happens if we decide during the design review or during construction that we would like to claim
additional points?
You will be charged a fee of $200 for the design and construction review of each credit where additional
points are claimed after the review fee has been paid. For Prop 1D projects please note that you will not be
able to receive additional incentive funding for points claimed after you have received a high performance
schools grant from SAB. Please refer to the DSA and OPSC websites for further information.

 CHPS CRITERIA INTERPRETATIONS (CCI’S)
 The first three CCI’s for a registered project are free. Each additional CCI is $250. For non-registered
 projects, CCI’s are $250 each.

 APPEAL PROCESS
 After the Phase 2 and Phase 3 review, a school district or design team may appeal the decision made by a
 3rd party accessor or CHPS for a fee of $500 per prerequisite or credit appealed.
