							Australian Apprenticeships:
a guide for the Horticultural Industry
Well-trained employees are vital to the ongoing success of your business. Effective training programs,
such as Australian Apprenticeships or traineeships, give your staff up to-date skills and a formal
qualification, and lead to improved staff performance. In most cases, a range of Government funding is
available to you.


Industry Facts & Figures

•   Rural and related industries contribute around 3.2% of Australia's GDP and 24% of export revenue
    (2002-03 figures). Collectively, the rural sector employs between 374,000 and 400,000 people.

•   Amenity horticulture is one of Australia's fastest-growing industries, closely linked to urban
    development and lifestyle.

•   Nursery and garden enterprises employ approximately 30% of all workers in the agriculture industry.
    As an urban business, nursery and garden enterprises compete in the 'lifestyle' market. This requires
    specific sets of skills and management practices - base-line employability training, technical
    development, strategic planning, performance management, change management and retail
    development.

•   For 2005 there were 4,160 Australian Apprenticeship commencements reported nationally using the
    Amenity Horticulture Training Package.



About the Training packages

•   Key industry sectors in Amenity Horticulture (RTF03) include:
    Arboriculture, Floriculture, Landscape, Nursery (Retail), Nursery (Wholesale), Parks and Gardens and
    Turf.

•   Qualifications are generally made up of three categories of units, a specialisation, generic units and a
    grouping of other relevant units from within and outside the Training Package.

•   There are no pre-requisite amenity horticulture units in the Amenity Horticulture Training Package.
    Pre-requisites may exist for units imported from other packages.

•   Some competency standards may be subject to licensing arrangements before training is commenced
    or before undertaking related work in the industry. Examples would be training in the operation of
    vehicles or equipment such as chainsaws, or in some cases the use of chemicals. Reference should
    be made to relevant State, Territory or Commonwealth legislation.

Incentives for employers of Australian Apprentices

Standard Commonwealth Incentives

Other incentives may also apply, such as payroll tax rebates or exemptions and WorkCover NSW
Premium exemptions.

Incentives for Horticultural Australian Apprentices (from 1 July 07)
Additional incentives have recently been introduced to encourage workers back into the industry.

For Australian Apprentices in Horticulture at Certificate II, III and IV (Rural & Regional eligible postcodes)
• Tools For Your Trade: a tool kit valued up to $800 in their first year of training.
• Apprenticeship Training (Fee) Voucher: help with course fees of up to $500 per year for first and
    second year. Payable to either the employer or apprentice.

For Australian Apprentices in Certificate III & IV Horticulture (Arboriculture)
• Tools For Your Trade: a tool kit valued up to $800 in their first year of training.
• Commonwealth Trade Learning Scholarship: two $500 tax exempt payments available to
    Certificate III and IV Australian Apprentices undertaking a skill shortage trade apprenticeship in a
    small to medium sized business.
• Support for Mid Career Apprentices (30 years old and over): $150 per week ($7,800 p.a.) in the
    1st year and $100 per week ($5,200 p.a.) in the 2nd year. Payable to either the apprentice or the
    employer, depending on the Award.

Other incentives may also apply, such as public transport concessions.

Who’s eligible for an Australian Apprenticeship?
New Entrant Employees, Existing Workers and Year 11 or 12 students can all undertake an Australian
Apprenticeship.

A New Entrant Trainee is someone who has worked for your company for less than 3 months full time,
or 12 months part time. Training fees for New Entrant Trainees are paid by the NSW Department of
Education and Training. Student Enrolment Fee of at least $384.00 per annum applies.

An Existing Worker trainee is someone who has worked for your company more than 3 months full
time, or 12 months part time or casual. They can undertake a traineeship with a nominal term of 24
months or greater full time (pro rata for part time workers). Training fees are payable by the employer for
Existing Worker Traineeships. No Student Enrolment Fee is applicable.

Students can begin a Horticultural Australian Apprenticeship in Years 11 and 12. Australian School-
based Apprentices and Trainees attend paid work part time whilst still at school and the training provides
direct credit towards the HSC.

Apprenticeships can only be undertaken full-time, or part-time as a School-based Apprenticeship.
Traineeships may be undertaken on a full-time or part-time basis or as a School-based Traineeship

Apprenticeships
Horticulture (Retail Nursery) - Certificate III

 Tools For Your Trade
 Eligible Australian Apprentices will receive a tool kit voucher after completing the first three months
 of their Australian Apprenticeship. The employer and the Australian Apprentice will choose a tool kit
 which is most appropriate to the Australian Apprentice and the trade.

 The tool kit will be provided to the Australian Apprentice’s employer. The employer will make the kit
 available to the Australian Apprentice to use and the Australian Apprentice will be entitled to keep
 the kit after they have completed a further six months. If the apprentice leaves before this time, the
 employer can keep the tools for the use of other apprentices or pre-vocational and work experience
 students.
