							                A USER GUIDE FOR THE NEW JERSEY
                LEARNING MANAGEMENT NETWORK




The New Jersey Learning Management Network (NJLMN) is designed to
facilitate access to training and education curriculum, conferences, meetings,
resources, and the latest information for professionals, instructors and students
involved with public health, safety, healthcare and emergency preparedness. The
NJLMN provides a wide range of features. The Homepage displays a
comprehensive list of current courses in the COURSE CATALOG, a LIBRARY of
many resources including useful links to other sites and suggested reading or
handout materials associated with courses offered in the Course Catalog, a
NATIONAL DIRECTORY of more than 250 courses specifically dealing with
bioterrorism and emergency preparedness, and a training needs assessment
SURVEY. The Homepage also provides a variety of information on how to
navigate the NJLMN and how to become a user of the network with your own
unique account and record of training.

NJLMN stores registrations, transcripts, CEU tracking, and license information,
and is protected by password-secured accounts. As an account holder in the
NJLMN, you will have 24 hour/7 days a week access to your personal
information.

Even if you do not have an NJLMN account, we encourage you to view all the
information available on the homepage. To register for any continuing education
courses or create your personal record of training activity you will need to create
an account. To CREATE AN ACCOUNT, follow the directions below.

EXISTING ACCOUNTS
If you are a Licensed Health Officer, a Registered Environmental Health
Specialist or member of the NJ Public Health Workforce who participated in the
Bioterrorism Emergency Preparedness 40 Hour Certificate program or recently
registered for a course through the New Jersey Distance Learning Network, you
may already have an NJLMN account. This account was developed using
information provided by registering through the New Jersey Distance Learning
Network on-line registration system and/or through records provided by the New
Jersey Department of Health & Senior Services. Your account is based on your
email address and is password protected. If you were not notified about your
account or are uncertain of whether you have an account, please contact NJLMN
USER SUPPORT.
VERIFYING WHETHER YOU HAVE AN EXISTING ACCOUNT
If you received an NJLMN welcome email, please verify your account information
by using the email address (USER NAME) and password provided in the email to
log on to the NJLMN. If you are unable to log on with the information provided to
you, contact NJLMN USER SUPPORT to verify your account information. You
will need to provide your name and the email addresses you currently use to an
NJLMN administrator. The administrator will check to see if you have an existing
account. If you have an existing NJLMN account, the administrator will inform
you of the user name for your account and direct you to the FORGOT
PASSWORD function on the NJLMN homepage. This function will prompt you for
your email address and immediately send your password to your user email
account. If the administrator verifies that you do not have an account, please
create an account.




CREATING NEW ACCOUNTS
Create your NJLMN account using the CREATE ACCOUNT function on the
NJLMN homepage. Each account is based on your email address which will be
your login user name. When you create an NJLMN account, you will be asked to
provide some additional contact information. If you attempt to create an account
and the NJLMN informs you that the account already exists, please contact
NJLMN USER SUPPORT to resolve the problem.
WHAT ARE THE BENEFITS OF HAVING AN ACCOUNT?
As an account holder you have access to the following information 24 hours a
day / 7 days a week:

• Personal Information-The Personal Information section contains your contact
information along with your role(s) in NJ Public Health. You will have the ability to
manage your information at all times.

• Registration Information- The Registration Information section displays all of
the courses that you have registered for whether you attended or not. At this
time, this page displays the 40-hour Bioterrorism Training and Emergency
Preparedness information and registration records for 2005 distance learning
courses.

• Transcript Information-The Transcript section contains the list of courses you
have attended, along with the course number, CE/LE credit hours, and an annual
continuing education summary.

• License Information- (coming soon) The License Information section was
created for Public Health Registered Environmental Health Specialists and
Health Officers only. Currently, it contains license information for these
professions.

• Training Data- (coming soon) this form tracks your training requests for
continuing education units, certifications and professional development. You may
choose to share this information with your regional heath educator to help
manage this information and keep you posted about upcoming courses. This
form also allows you to track some courses you have taken through other course
providers that were not posted on the NJLMN.

• Access to list of Course Provider Communities and their courses- view
courses associated with a specific community.

• Access to Community Site List- review site contact information, directions
and other information for locations hosting NJLMN courses.

• Access to Program Information- lists course requirements to earn program-
specific certificates as well as the ability to register for courses offered in that
program area.

GENERAL INFORMATION
For general information about the content of this site feel free to browse the
following links located on the home page. The blue tool bar that runs across the
top of the homepage and your user account page allows you to view the NJLMN
Course Catalog, Library, and Nationwide Bioterrorism Training Course Directory.

NJLMN COURSE CATALOG
The NJLMN Course Catalog provides instant access to training topics and
content and easy registration for account holders. This search functions allows
the user to view courses by DATE, TOPIC, and COUNTY. The course catalog is
organized in several sections or columns across the top of the catalogue to help
provide information and easy navigating:

Key Word- a search function listed at the top of the page to help find courses.

Date, Time, and Site tabs- catalog course offerings can be sorted by date, topic
or county where the course is offered.

Topic- Under this column is a link to course information including an overview of
topics covered, learning objectives and goals, program agenda, the target
audience, the presenter(s) and course sponsors. In some cases, downloadable
handouts and reference materials are also provided or referenced here or
available in the NJLMN LIBRARY.
Continuing Education Unit (CEU)- This column provides the course number
and the contact hour(s) for all courses that are approved for continuing education
credits.



Program
The Program column identifies the community to which each course belongs.
Currently, there are 3 program areas in the NJLMN.
• Distance Learning
• Bioterrorism Training and Emergency Preparedness
• Conferences, Meetings, and Classroom Courses.
Community
Distance Learning- The Distance Learning Community offers current video
downlinked satellite courses listed and searchable by date, topic, and county.
These satellite courses are collected from the Public Health Training Network
(PHTN) and many other national producers and are available to over 40 sites
across NJ. Satellite programs are reviewed and certified for NJ credit hours when
appropriate and these and other CEUs are listed with that course offering. While
satellite programming has been the mainstay of NJ distance learning efforts
since 1995, the NJLMN is currently examining methods to make web-based
curriculum, audio and videoconferencing and other distance based technologies
available through this network.

Bioterrorism Training and Emergency Preparedness- The Bioterrorism
Training and Emergency Preparedness Community offers a 40-hour certificate
program that was designed specifically to provide awareness level training to
health officers and administrators, public health nurses, health educators,
registered environmental health specialists, epidemiologists, and planners at
municipal, county and regional health departments based upon needs
assessments for those groups. Nevertheless, this broad-based awareness level
emergency preparedness curriculum makes the courses in this community
relevant and applicable to emergency medical technicians, police, fire, hospital
staff, long-term care administrators, school nurses and others who may be called
upon to respond and assist in an event or emergency. The Bioterrorism Training
and Emergency Preparedness Community offers courses, largely designed for
the NJ workforce, which concentrate on the many aspects of bioterrorism,
emergency preparedness, incident             command, risk communications,
epidemiology, and disease surveillance. Since training is a critical component of
New Jersey’s public health preparedness and response plan, this training
program has been developed specifically for local health departments to prepare
for health threats and emergencies. The New Jersey Department of Health and
Senior Services (NJDHSS) expects all local health department professional staff
to complete the 40-hour certificate program. If you have already taken a required
course or its equivalent from another course provider, complete the Training
Exemption Form and submit it to the Cook College Office of Continuing
Professional Education for exemption from individual modules. You must include
with this form the hour-by-hour agenda or course content description from the
program you attended as well as proof of your attendance (e.g. certificate of
completion). Your request for exemption will be reviewed by a committee from
Rutgers and UMDNJ. You will receive a letter confirming approval of the
exemption, denying the exemption or requesting more information if a
determination could not be reached.

Conferences, Meetings and Classroom Courses- The Conferences, Meetings
and Classroom Courses Community lists upcoming events of interest to both
broad and targeted segments of the Public Health workforce. Events and
agendas in this community may be specific to health officers, planners, nurses,
infection control practioners, health educators, child-care workers or statisticians.
This community presents an easy way to search and register for trainings offered
through the more traditional classroom setting.
EACH COMMUNITY FEATURES:

Site
This section contains information for the location of each course and includes:
the administrator’s contact information, the facility name and address, and
directions from several areas around the state.

Status
This column display TO REGISTER when a course is accepting registrations.
Important notes specific to this course may also appear in the Status column.

COURSE REGISTRATION
Registration has never been this easy. Once you have logged on to your NJLMN
account and reviewed the courses in the NJLMN Course Catalog, check the
course status in the column on the far right. If the course is open and available
you will see a link to Register. (You may also see special notes regarding the
offering in this column. These notes provide information that may not be noted
elsewhere, such as a change in location or special course requirements. Please
be sure to check these notes before registering.) Once you have selected your
course and clicked the “register” link, you will be prompted to confirm your
registration. Simply click “yes” to confirm, and you are done! A confirmation
email will be sent to your account. If the course is not currently accepting
registrations, the Status column will display another label and information.
LIBRARY
The NJLMN Library is a repository of classroom handouts for instructors and
participants, documents on competencies, emergency preparedness and related
topics as well as websites and materials that may be of interest to NJLMN users.
This section allows instructors to post handouts, Power Point presentations,
reading lists and materials to supplement the courses. It also contains articles of
interest for Public Health Workforce administrators including New Jersey
Distance Learning Network (NJDLN) Local Site Coordinators and Health
Educators. In addition, resources for users including Training Exemption forms,
information about the Public Health 40 Hour Bioterrorism and Emergency
Preparedness Training Certificate Program, and references are accessible from
the Library. The Library is available to both the public and those who hold
NJLMN accounts.

NATIONWIDE BIOTERRORISM TRAINING COURSE DIRECTORY
This directory provides information about more than 250 Bioterrorism Training
and Emergency Preparedness courses available nationwide. The easy to use
search engine allows professionals to quickly zero in on courses that address
specific competency-based training needs and other search criteria including
types of CEUs offered, delivery mode (distance learning, web-based, classroom,
etc.), course provider and sponsor organization. In addition to these categories,
course searches can be further defined by specific keywords.
PUBLIC HEALTH TRAINING SURVEY
This survey provides professionals with a self-assessment tool to determine
individual public health and emergency preparedness training needs. Rutgers
University and the University of Medicine and Dentistry of New Jersey are
working with the New Jersey Department of Health and Senior Services to
identify training needs and priorities of health professionals related to
bioterrorism, infectious disease outbreaks and other public health threats and
emergencies. Your confidential responses will help New Jersey tailor training
resources and opportunities to your needs.

also provides a link to Frequently Asked Questions. The link can be found on far
right side of the blue toolbar at the top of the screen. Click on this link to find
answers to commonly asked questions about the NJLMN. If the Help function
and FAQs don’t address your concerns and you still have questions about the
NJLMN or your account, please contact an NJLMN administrator using the
